A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO RESEARCH AND IDENTIFY HOW
SIMILAR JURISDICTIONS IN FLORIDA REGULATE THE
DENSITY OF HOTEL UNITS IN THEIR COMPREHENSIVE
PLANS AND/OR LAND DEVELOPMENT REGULATIONS; AND
DIRECTING THE ADMINISTRATION TO SUMMARIZE AND
TRANSMIT ITS RESEARCH, INCLUDING ANY
RECOMMENDATIONS, TO THE CITY COMMISSION VIA
LETTER TO COMMISSION.
WHEREAS, the City of Miami Beach's Land Development Regulations ("LDRs") regulate
the density of hotel units by establishing a maximum floor area ratio ("FAR") and minimum unit
size; and
WHEREAS, the density of hotel units could, alternatively, be regulated by establishing a
maximum number of units per acre; and
WHEREAS, for example, the City of Miami's comprehensive planning and zoning
regulations treat each hotel room as one half of a unit, for purposes of calculating density; and
WHEREAS, in light of the significant number of both existing and planned hotel
developments in Miami Beach, the City Commission desires to study whether amendments to the
Comprehensive Plan and LDRs are necessary to better regulate the future development of hotels
in Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to research and identify how similar jurisdictions
in Florida regulate the density of hotel units in their comprehensive plans and/or land development
regulations; and direct the Administration to summarize and transmit its research, including any
recommendations, to the City Commission via Letter to Commission.

BACKGROUND/HISTORY
The attached Resolution has been placed on the November 16, 2022 City Commission
meeting agenda at the request of Vice-Mayor Alex Fernandez.
The City of Miami Beach's Land Development Regulations ("LDRs") regulate the density of
hotel units by establishing a maximum floor area ratio ("FAR")and minimum unit size.
ANALYSIS
The density of hotel units could, alternatively, be regulated by establishing a maximum number
of units per acre. For example, the City of Miami's comprehensive planning and zoning
regulations treat each hotel room as one half of a unit,for purposes of calculating density.
The attached draft Resolution directs the City Administration to research and identify how similar
jurisdictions in Florida regulate the density of hotel units in their comprehensive plans and/or
land development regulations; and directs the Administration to summarize and transmit its
research, including any recommendations,to the City Commission via Letter to Commission.
