A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, URGING MIAMI-DADE COUNTY
DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS TO TAKE
THE FOLLOWING STEPS IN ADVANCE OF ART WEEK 2022: (1) REMOVE
AUTOMATIC PEDESTRIAN PHASES ALONG 41ST STREET CORRIDOR
BETWEEN COLLINS AVENUE AND ALTON ROAD, EXCEPT DURING
SHABBAT(FRIDAY SUNDOWN TO SATURDAY SUNDOWN)AND DURING
OTHER HOLIDAYS LISTED IN THE ATTACHMENTS TO THIS
RESOLUTION DURING CALENDAR YEARS 2022 AND 2023, AND AS
PROVIDED BY THE CITY FOR FUTURE CALENDAR YEARS; AND (2)
MAKE NECESSARY CHANGES TO EXCLUSIVE PEDESTRIAN PHASES AT
TRAFFIC SIGNALS LOCATED AT (1) 41 STREET AND CHASE AVENUE
AND (2) 41 STREET AND PRAIRIE AVENUE, TO BETTER SERVE
NORTH/SOUTH VEHICULAR DEMAND; AND FURTHERMORE, URGE
MIAMI-DADE COUNTY DEPARTMENT OF TRANSPORTATION TO
CONTINUE WORKING WITH THE CITY OF MIAMI BEACH STAFF TO MAKE
ANY NECESSARY TRAFFIC SIGNAL CHANGES THAT WOULD IMPROVE
TRAFFIC OPERATIONAL CONDITIONS IN THE CITY.
WHEREAS, over the last few months the City has experienced a significant increase
in traffic volumes on our major thoroughfares including the 41 Street, resulting in major
congestion; and
WHEREAS, in early 2020 during the height of the COVID-19 pandemic, in order to
promote health and safety and reduce the risk of contracting the COVID-19 virus through
surface contact, automatic pedestrian phases were implemented along 41st Street corridor
during the time of increased pedestrian activity and low vehicular volumes; and
WHEREAS, while serving as a pedestrian convenience feature, a major disadvantage
of automatic pedestrian phases is that they force the traffic along 41st Street to stop for a
prolonged period of time regardless of whether or not a pedestrian is present to cross the
street; and
WHEREAS, the cumulative impact of stopping 41st Street traffic in both directions for
a prolonged period of time adversely affects the already congested corridor, and removal of
the automatic pedestrian phases would reduce some of the delays; and
WHEREAS, the intersections of Prairie Avenue and 41st Street, and Chase Avenue
and 41st Street are currently programmed with exclusive pedestrian phases during the
morning and afternoon school zone hours; and
WHEREAS, when activated, the exclusive pedestrian phases adversely affect north-
south vehicular movement by providing less time to vehicular traffic than what is needed to
properly serve north-south vehicular demand; and
WHEREAS, furthermore, during discussion, the members of the City Commission
requested that the Miami-Dade County staff continue working with the City of Miami Beach
staff in the future to make any necessary traffic signal changes that would improve traffic
operational conditions in the City without requiring a formal action by the Mayor and the City
Commissioner requesting such changes; and
WHEREAS, as follows, the Mayor and City Commission urge Miami-Dade County
Department of Transportation and Public Works to, in advance of the Art Week 2022, remove
automatic pedestrian phases along 41st Street corridor between Collins Avenue and Alton
Road except during Shabbat (Friday sundown to Saturday sundown), and during other
holidays listed in the attachments to this Resolution during calendar years 2022 and 2023, and
as provided by the City for future calendar years; and make necessary changes to exclusive
pedestrian phases at 41st Street and Chase Avenue,and 41st Street and Prairie Avenue traffic
signals to better serve north/south vehicular demand.
NOW,THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
urge Miami-Dade County Department of Transportation and Public Works to take the following
steps in advance of Art Week 2022:(1)remove automatic pedestrian phases along 41st Street
corridor between Collins Avenue and Alton Road, except during Shabbat(Friday sundown to
Saturday sundown) and during other holidays listed in the attachments to this Resolution
during calendar years 2022 and 2023, and as provided by the City for future calendar years;
and (2).make necessary changes to exclusive pedestrian phases at traffic signals located at
(1) 41 Street and Chase Avenue and (2) 41 Street and Prairie Avenue, to better serve
north/south vehicular demand; and furthermore, urge Miami-Dade County Department of
Transportation to continue working with the City of Miami Beach staff to make any necessary
traffic signal changes that would improve traffic operational conditions in the City.

BACKGROUND/HISTORY
Discussion for an update on traffic mitigation in advance of Art Week high impact period
including: (1)traffic light synchronization by Miami-Dade County, (2)suspension of work by FPL
on Collins Avenue, and Dade Boulevard, and (3)suspension of MOT that could further impact
traffic flow. Possibly take action if necessary.
