CRA Resolution 008-2022 RESOLUTION NO. 008-2022 A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THE NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY (NBCRA) SETTING THE DATES FOR THE YEAR 2023 NORTH BEACH NBCRA MEETINGS. WHEREAS, pursuant to its By-Laws,the North Beach Community Redevelopment Agency (NBCRA) shall meet at such times as prescribed by resolution; and WHEREAS,the Mayor and City Commission also sit as the NBCRA,and schedule the North Beach Community Redevelopment Agency meetings to coincide with the City Commission meetings; and WHEREAS,the City Clerk suggests that when scheduling the 2023 NBCRA meeting dates, the NBCRA accomplish four goals: 1)schedule, when possible, one NBCRA meeting a month; 2) schedule at least two separate Presentations and Awards/NBCRA meetings per year(two are being proposed);3)schedule NBCRA meetings, if possible,on Wednesdays;and 4)not schedule NBCRA meetings during the month of August, while the NBCRA is in recess. NOW,THEREFORE, BE IT DULY RESOLVED BY THE CHAIRPERSON AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Mayor and City Commission hereby approve the proposed 2023 NBCRA Meeting dates set forth in Exhibit"A" hereto. Granado, Secretary DATE: November 16,2022 SUBJ ECT:A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THE NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY (NBCRA), SETTING THE DATES FOR THE YEAR 2023 NBCRA MEETINGS.JOINT CITY COMMISSION. RDA,AND NBCRA RECOMMENDATION Adopt the Resolution. ANALYSIS Pursuant to Section 2.04 of the Miami Beach City Charter, the NBCRA shall meet at such times as may be prescribed by ordinance or resolution. The City Clerk recommends that when preparing the NBCRA meeting calendar, the NBCRA take into consideration the following events: U.S. Conference of Mayors; Art Basel; ICMA Conference; August recess; September to set the tentative/final millage and budget approval; November for election/runoff election meetings (if it is an election year); and Federal (Attachment A)and Religious Holidays (Attachment B and C). In order to make the NBCRA meetings more efficient and prevent residents from spending multiple hours waiting for a time certain item to be heard, Mayor Philip Levine proposed in 2013 that presentations and awards-only meetings be scheduled at different times throughout the year. By placing the presentations and awards on an alternate meeting date,the regular NBCRA meetings will start business on time, which will increase the likelihood that time certain agenda items are taken up at the time listed, or closely thereafter. Additionally, having a designated Presentations and Awards/NBCRA meeting will provide the City Commission with an opportunity to properly acknowledge and show gratitude to those individuals or groups who have taken an active role in serving our community. If needed,the Presentations and Awards/NBCRA meeting may be utilized for items that are deemed emergencies and/or continued or not reached during the previous Commission meeting. On those months without a separate Presentations and Award/NBCRA meeting, the Presentations &Awards/NBCRA items will be heard at 5:00 p.m. The City Clerk suggests that when scheduling the 2023 NBCRA meeting dates, the NBCRA accomplish four goals: 1) schedule one NBCRA meeting a month; 2) schedule at least two Page 1391 of 1416 separate Presentations and Awards/NBCRA meetings per year (two are being proposed); 3) schedule NBCRA meetings on Wednesdays, if at all possible; and 4) not schedule NBCRA meetings during the month of August,while the NBCRA is in recess.
