As reported at the City Commission meeting on March 17, 2004, in accordance with
Section 2.2 of the Development Agreement dated January 5, 2004 between the City of
Miami Beach and the New World Symphony (NWS), on March 9, 2004 the NWS submitted
the attached Project Concept Plan and accompanying Traffic Study.
The attached preferred concept plan depicts a combined building footprint of 46,000 sq. ft.,
encompassing the central part of surface lot and requiring the closure of Drexel Avenue at
Lincoln Road. The estimated hard construction cost of the project is now estimated at $63
Million (not including garage structure) compared to the $40 million minimum contemplated
in the Agreement. The total cost, including soft costs, is estimated at $90 Million.
The proposed concept plan reflects the following: providing an open plaza connection
between Convention Center Drive, 17th Street and Lincoln Road; creating multiple access
points onto the site by separating the garage and supporUclassroom facilities from the
main SoundS pace component; reorienting the parking garage frontage onto on
Pennsylvania Avenue; and the proposed main exterior screen has been shifted from the
south side of the building to the east side facing towards the park.
At the meeting on March 9, 2004, the NWS stated the design cannot move forward until a
decision is made relative to the closing of Drexel Avenue. NWS has also procured a traffic
study which evaluated the closing of Drexel and finds no material adverse impacts of such.
Certain alternatives were also discussed regarding enhancing Lincoln Lane North,
including two-waying the street, opening it to Washington Avenue and widening the right-
of-way on the south side of the Project.
According to the Public Works Director, the closing of Drexel will require a public hearing
process as well as coordination with and approval from the County. The review process
will require an understanding of traffic patterns and pedestrian flow generated by the
Project and look at current and future transit plans. The NWS indicated that the Traffic
Analysis addresses many of these issues.
In order to facilitate the City's review process regarding the Project Concept Plan
Alternatives and pursuant to the terms of the Development Agreement, an internal meeting
has been scheduled for Monday, March 29, 2004 at 2:00 PM, to include the City Manager,
Planning, Public Works, RDA, NWS, Gehry's project manager, Bernard Zyschovich and
possibly Miami Dade Transit Authority, prior to submitting the Project Concept Plan
Alternatives to the Planning Board.

Since the Agreement requires NWS to submit Project Concept Plan Alternatives for the
City Manager review prior to submittal to the Planning Board for their review, the NWS will
resubmit the attached package to include the earlier concept plans reviewed with Frank
Gehry, City staff and members of the City Commission, in October 2003.
It is anticipated that the Project Concept Plan Alternatives will be presented and reviewed
by the Planning Board on May 25, 2004, in accordance with the Development Agreement.
After Planning Board Review, the Project Concept Plan Alternatives will be forwarded to
the Mayor and City Commission for your approval. We have also asked that Frank Gehry
be available for the presentation before the City Commission, when the Project Concept
Plan Alternatives are presented.

New World Symphony SoundSpace
Project Concept Plan Description
New World Symphony plans to develop, construct and operate a new facility on Miami Beach. The project
site is on two city blocks owned by the City of Miami Beach bordered by Lincoln Lane, 17th Street,
Pennsylvania Avenue, and Washington Avenue. The site is across Lincoln Lane from the Lincoln Theatre,
NWS' current facility. The Project Concept Plan as described below is visually represented in the attached
drawings and photographs.
SoundSpace, as it is currently called, will be a new state-of-the-art facility. It will be used by NWS for
educational activities, musical and related cultural events, rehearsals, Internet transmissions, television and
radio broadcasts, and other uses permitted by the City of Miami Beach. The primary program feature of the
project is an acoustic music space of approximately 700 seats that will be equipped as an Intemet2
classroom and transmission facility and that will also be used for music and cultural performances. NWS
anticipates the new facility will contribute to the cultural life of the City of Miami Beach by creating new
types of performance formats that entertain and educate the community about music. Ideas under
development include attracting pedestrians from Lincoln Road for short performances, incorporating
Intemet2 technology into the concert-going experience with greater frequency than has previously been
done, and allowing the public to see live rehearsals and educational sessions from a viewing balcony open
to walk-in traffic.
In addition to the primary music space, other program elements include public lobby spaces, practice and
teaching classrooms, backstage support and administrative offices for NWS. The concept design also
includes a new parking structure and a park. Excluding these two items, the current building program
comprises approximately 90,000 gross square feet on multiple levels, occupying a footprint of
approximately 50,000 square feet.
Gehry Partners' design approach connects the project to the urban street life of Lincoln Road and
emphasizes the civic presence of this facility. The design goals include maximizing public parking on the
site and creating a public park on the property for the City of Miami Beach by consolidating the existing
surface parking. The new park will reinforce pedestrian flow from 17th Street to Lincoln Road, and create
an attractive amenity for a variety of public uses. The project will respect the existing scale and
architecture of the surrounding area.
The current design locates SoundSpace on axis with Drexel A venue. By pushing the building to the center
of the site, a forecourt is created at the main entrance on the south fayade, allowing for vehicular and/or

passenger drop off. The south facade will have a large marquee, perhaps with video enhancements, to
visually connect the new building to Lincoln Road street life. The main entrance is a double height atrium
space creating an attractive terminus to Drexel A venue. The lobby will wrap around three sides of the hall,
offering secondary entrances on the north end of the building from 17th Street. The size and volume of
SoundSpace will optimize the acoustic properties of the facility. The design goals of the music space will
allow for flexible seating and acoustic configurations to serve a wide range of educational functions and
performance types.
As currently envisioned, SoundSpace is a separate building from the other program elements, increasing its
architectural prominence on the site and optimizing public accessibility. Backstage loading will be on the
north end of the building. Trucks can back up into a covered loading dock directly off 17th Street. The
building massing and additional landscaping will minimize the visual impact of the loading area on the
north fa~ade.
The east end of the site will be a park to be developed by the City of Miami Beach, facing Washington
A venue. As envisioned, the park will have a trellis structure to provide shade and opportunities for
electronic sound dispersion and amplification, and an open space for public gatherings and events. Other
park features include a fountain and accommodation for public art. There will be a large video screen
located on the east fa~ade of SoundS pace, facing the park. While a realistic size remains to be determined,
the objective is to incorporate a screen large enough for the images to be clearly seen throughout the park.
The streetscape around the site will be further improved by the addition of greenery and tree planting in the
park.
At the west end of the site along Pennsylvania A venue is a parking structure accommodating approximately
514 spaces on four levels. Trees and landscaping will be planted along the street to screen the parking
structure, and it will be set back from the street to create a wide promenade. Classrooms, practice rooms,
administrative and performance support spaces will be located adjacent to the east side of the parking
structure. The building massing for this portion of the school will be smaller in scale and more in keeping
with the surrounding architectural context. The support spaces will face SoundSpace across an intimate
outdoor area that could be used as a student gathering location. This space is also a pleasant landscaped
walk across the site from 17th street, and includes pedestrian access from the parking structure to
SoundSpace. There will be a covered walkway, or perhaps an underground passage, that will provide
direct access from the support spaces to SoundSpace.
Alternatively, the classrooms, practice rooms, administrative and performance support spaces may be
located adjacent to the west fa~ade of SoundSpace, facing the east wall of the parking structure. Pedestrian
access across the site will then be between the support spaces and the parking structure. This may be more
desirable from a functional viewpoint, and the evolution of the design will consider each alternative in
more detail.

Gehry Partners proposes that the city encourage the beautification of the back facades of the buildings
located along Lincoln Lane across the street from the project. The proposed location of SoundS pace and
the park creates an opportunity for outdoor dining facing the project. The building massing along Lincoln
Lane is set back to create a wider visual corridor. This will also serve to make a more pleasant walkway
for users of the garage heading to or from the eastern end of Lincoln Road.
The proposal for the site is a strong urban design move, creating a prominent terminus at Drexel Avenue
and linking the New World Symphony to Lincoln Road. The park significantly enhances the current site
and preserves public access across the site to Lincoln Road. The new outdoor open space creates a location
for future musical events, film festivals, and other presentations in a central location. This design proposal
necessitates the closure of Drexel Avenue from Lincoln Lane to 17th Street. Drexel Avenue is not a major
traffic thoroughfare, and the closure of this portion of the street would not adversely impact the traffic
patterns in the area, as indicated in the recently completed traffic study for this project.

This T raffle Analysis has been developed to measure the impact on the level of Service (lOS) at
major intersections surrounding the project site, as a result of the development of the New
World Symphony and adjacent park. An examination of this impact Was undertaken for two
altematives for the closure of Drexel Avenue.
The new facility will be located on the site currently occupied by City of Miami Beach surface
parking lots. This is bound by J 7'" Street to the north, lincoln lane to the south, Washington
Avenue to the east and Pennsylvania Avenue to the west.
Option A
This option closes Drexel Avenue between lincoln lane and 17'" Street. lincoln lane, which
will become a two-way thoroughfare, will be opened for access to and from Washington
Avenue. No northbound left tums will be permitted onto Washington Avenue.
Option B
This option closes Drexel Avenue between 17'~ Street and J 6'" Street. lincoln lane will become
a one-way eastbound service street with access to Washington Avenue. No northbound left
tums will be permitted onto Washington Avenue.
The most reliable method of measuring the impact of a street closure or additional
development is to measure their impact on major signalized intersections. These intersections
are what control the capacity of a roadway network.
Six study intersectionswere examined:

3. 17th Street / Convention Center Drive
4. 17th Street /Meridian Avenue
5. J 6th Street / Washington Avenue
6. J 6th Street /Meridian Avenue
Performance Was measured in level of Service, Delay and Vehicle/Capacity ratio CV/C)
(essentially the measure of an intersections vehicular capacity, examined as a percentoge).
Analysis was done for the pm peak, as that is generally the heaviest period of the day.
1.1 &/sting PM Peak Hour Traffic Perfonnance
T raffle performance was calculated at six intersections in the vicinity of the project. Results of
the existing conditions analysis indicate that only two study intersections operate worse than
LOS D+, the minimum service standard allowed by the City. The majority of the intersections
operate at lOS C +, indicating that the traffic network surrounding the praject functions well.

1.2 PM Peak Hour Traffic Performance - Option A
The results of the analysis of future traffic conditions with the implementation of Option A
Indicate that traffic conditions in the study area will improve. The intersection at 17th Street and
Convention Center Drive will improve from LOS E+ to LOS D, which is acceptable. The
intersection at 1]'1' Street and Meridian Avenue maintains LOS E. The improvement is due to
the additional vehicles generated by the project being able to move through the intersection in
the east /west directions on a single light phase. These vehicles are taking advantage of
unused green time that exists at that signal. This lessens individual vehicle delay enough to
improved the overall level of service.

It has been found that the closure of Drexel Avenue will have no adverse impact to the
transportation network. In fact, the removal of this street from the network will improve the
performance of the intersections at 1 r Street and Convention Center Drive. Currently this
intersection operates below level of service standards required by the City of Miami Beach,
In respect to the preferred option of closure, A or B, either will be appropriate. There is no
quantifiable difference in the performance of either option. Table 1 details the measures of
effectiveness for each option as well as the existing conditions. Only the intersection at 1 7th
Street and Meridian Avenue will continue to operate below the LOS D+, required by the City of
Miami Beach, but it is anticipated that this can be mitigated through a signal optimization at
this intersection. Level of Service is poor for the intersections northbound and southbound legs,
due to the preponderance of green time assigned to the major flow of traffic in the east/west
directions. It is this green time, that is utilized to improve the LOS as the project traffic is added
to the network.

This Traffic Analysis has been developed to measure the impact on the level of Service (lOS) at

park. An examination of this impact was undertaken for the closure of Drexel Avenue, in two
alternatives.
The new facility will be located on the property between 17th Street to the north, Lincoln lane to
the south, Washington Av~nue to the east and Pennsylvania Avenue to the west.

Existing Conditions
The existing condition has the study parcel occupied as surface parking. Drexel Avenue is
currently a north/south street carrying traffic to and from Espanola Way, through Lincoln Road,
the 17*' Street parking lots and terminating at a "T" intersection at 17th Street and the Theater
of the Performing Arts. The addition of the proposed development will close Drexel Avenue.
Two options have been developed to handle this closure.

Option A .

3.0 Traffic Impact Analysis Methodolagy
In order to review the impact this project has on traffic in the study area, an analysis was
performed, which examines the signalized intersections surrounding the site. Due to the nature
of traffic flow dnd distribution, these intersections will be most dramatically affected by the
addition of the theater and the change in the network configuration. Intersections outside of
this area will be affected to a lesser and almost imperceptible degree.

development of. a particular site. The specific development is then measured in terms of its
, impact on,the project area.
4.1 TrafRc Counb
Traffic performance was calculated for the PM Peak hour, as generally acceptable for a traffic
impact analysis. These were performed on Tuesday December 2nd, 2003. Traffic counts
(appendix A) were taken at six intersections:
1. 17th Street / Washington Avenue
2. 17th Street / Drexel Avenue
3. 1 7th Street / Convention Center Drive
4. 17th Street /Meridian Avenue
5. .16th Street / Washington Avenue
6. 16th Street /Meridian Avenue
Geometric conditions were developed from onsite observation. Volumes were adjusted for
, peak season factors as suggested by FOOT's Transportation Statistics Office. (See Appendix B)

peripheral use will be a municipal park of approximately three acres, The theater is ITE Land

development will generate 180 total peak hour trips.

5.0 AnalysIs
The data collected in the categories specified above have been utilized in the methodology
arrived at by the project team. The analysis takes into account LOS at key signalized
intersections in the study area. Traffic counts were adjusted for a peak season and a background
growth rate of 3.6% was provided for three years. This was developed by measuring the average
annual daily traffic (MDT) for the MacArthur Causeway and Collins Avenue and taking the
average. All analysis outputs are in Appendix E.
5.1 I.MI at Senb
Level of Service (LOS) is the traffic performance measure generally accepted in traffic analysis.
Levels of service range from LOS A (free flow with negligible delays) to LOS F (heavily congested
with long delays). LOS B, LOS C, LOS 0 and LOS E indicate intermediate conditions. Applicable
levels of service were developed from FOOT's 2002 Q/los Tables for each roadway
classification.

Traffic performance was calculated at six intersections in the vicinity of the project. Results of the
existing conditions analysis indicate that only two study intersections operate worse than LOS
0+, the minimum service standard allowed by the City. The majority of the intersections operate
at LOS C+, indicating that the traffic network surrounding the project functions well. The
intersection at 17'" Street and Convention Center Drive has a failing northbound approach. This
approach handles traffic out of the 1 7'" Street parking garage. It is assumed that the signal
phasing can be adjusted to mitigate this problem. All other legs operate at LOS C+ or better. In
addition the northbound approach to the intersection at 17'h Street and Meridian Avenue fails.
As does the left turn movement at the southbound approach. Again, it is assumed that signal
optimization can mitigate these issues. It is apparent that deference has been provided to the
majortraffic flows of east and westbound traffic. As such there. is more green time than needed
for these movements.

The resulls of the analysis of future traffic conditions with the implementation of Option A
indicate that traffic conditions will improve. The intersection J 7'" Street and Convention Center
Drive will improve from LOS E+ to LOS D, which is acceptable. The intersection at J 7th Street
and Meridian maintains LOS E. The apparent extra green time at the J 7'h Street and Convention
Center Drive intersection is use to move the additional trips produced by the development,
through the intersection in the east/west directions in the same light phase. This makes less the
individual vehicle delay and improves the overall intersection LOS.

It has been found that the closure of Drexel Avenue will hove no adverse impact to the
transportation network, In fact, the removal of this street from the network will improve the
performance of the intersection at 1 7'" Stfllet and Convention Center Drive. Currently this
