A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, TAKING THE FOLLOWING STEPS:
(1) DIRECTING THE CITY ADMINISTRATION TO WORK WITH MIAMI-
DADE COUNTY TO REDUCE THE SPEED LIMIT TO TWENTY (20)
MILES PER HOUR ON PRAIRIE AVENUE, WITH SPECIAL
CONSIDERATION TO AREAS IN THE VICINITY OF MIAMI BEACH
SENIOR HIGH SCHOOL AND NORTH BEACH ELEMENTARY SCHOOL
GROUNDS (THE "SCHOOL GROUNDS") AND TO TAKE ALL STEPS
WHICH MAY BE NECESSARY TO NOTIFY GLOBAL POSITIONING
SYSTEM ("GPS") PLATFORMS, SUCH AS WAZE, GOOGLE MAPS,
AND APPLE MAPS OF THE CHANGE; (2) URGING THE MIAMI BEACH
POLICE DEPARTMENT TO ENHANCE TRAFFIC ENFORCEMENT
AROUND THE SCHOOL GROUNDS TO ADDRESS ON-GOING TRAFFIC
SAFETY ISSUES ON PRAIRIE AVENUE; (3) DIRECTING THE CITY
ADMINISTRATION TO CREATE A PLAN ON ENFORCING PARKING
VIOLATIONS ON BICYCLE LANES IN ACCORDANCE WITH §316.1945
FLA. STAT. THROUGH THE USE OF. PARKING ENFORCEMENT
OFFICERS ON BICYCLES, PRIORITIZING . BICYCLE LANE
VIOLATIONS NEAR THE AFOREMENTIONED SCHOOL GROUNDS;
AND (4) DIRECTING THE CITY ADMINISTRATION TO PROVIDE A
QUARTERLY PROGRESS REPORT TO THE PUBLIC SAFETY
NEIGHBORHOOD QUALITY OF LIFE.COMMITTEE.ON THE STATUS OF
IMPLEMENTING THE CENTRAL BAYSHORE TRAFFIC CALMING
IMPROVEMENTS REQUIRED.AS PART OF THE CHASE.AVENUE AND
34TH STREET SHARED-USE PATH PROJECT.

WHEREAS, area residents and parents of students attending Miami Beach Senior
High School and North Beach Elementary (the "School Grounds") have repeatedly
expressed traffic safety concerns due to speeding and stop sign violations on Prairie
Avenue in the vicinity of the School Grounds; and . .
WHEREAS, although Prairie Avenue is located within the City's territorial
jurisdiction, the Miami-Dade County has jurisdiction over speed limits on non-state roads
within the County; and .
WHEREAS, while the City has been authorized by the County to install 25 miles
per hour speed limit signs on local roads as per the United States Department of
Transportation and Florida Highway Authority roadway classification system, portions of
Prairie Avenue are classified as a collector roadway and thus not eligible for the reduced
speed limit; and
WHEREAS, as such, the Mayor and City Commission direct the City
Administration to work with the County on taking all steps necessary to reduce the speed
limit to twenty(20) miles per hour on Prairie Avenue in the vicinity of the School Grounds,
to the fullest extent legally possible, for the safety of the students; and
WHEREAS, following the reduction of the speed limit, the Administration should
promptly notify Global Positioning ("GPS") platforms such as Waze, Google Maps, and
Apple Maps of the change to ensure that it is properly reflected to motorists relying on
GPS to travel throughout the City; and '
WHEREAS, in addition, the Mayor and City Commission urge the Miami Beach
Police Department to enhance traffic enforcement around the School Grounds to address
on-going traffic safety issues, including stop sign violations;and
WHEREAS, under §316.1945 Fla. Stat., either a law enforcement officer or a
parking enforcement specialist may issue a parking ticket upon discovery of a violation of
the statute; accordingly, the Mayor and City Commission further request that the City
Administration create a plan for enforcing parking violations on bicycle lanes, in
accordance with §316.1945 Fla. Stat., through the use of parking enforcement officers on
bicycles, prioritizing bicycle lane violations near the School Grounds; and
WHEREAS, moreover, in 2017 and 2019, the Mayor and City Commission
approved traffic calming improvements for the Central Bayshore neighborhood; and
WHEREAS, specifically, in 2019, the Mayor and City Commission adopted
Resolution No. 2019-31036, where traffic calming measures were requested as part of
the Chase Avenue and 34th Street Shared-Use Path Project; and
WHEREAS, the shared use path should be implemented simultaneously with
traffic calming improvements contemplated by the City Commission to the fullest extent
possible, so as to ensure the safety of pedestrians and bicyclists in the area; and
WHEREAS, as such, the Mayor and City Commission direct the City
Administration to provide a quarterly progress report to the Public Safety Neighborhood
Quality of Life Committee on the status of implementing the Central Bayshore traffic
calming improvements required as part of the Chase Avenue and 34th Street Shared-Use
Path Project in Resolution No. 2019-31036.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby take the following steps:
(1) direct the City Administration to work with Miami-Dade County to reduce the
speed limit to twenty(20) miles per hour on Prairie Avenue, with special consideration to
areas in the vicinity of Miami Beach Senior High School and North Beach Elementary
School grounds (the "School Grounds") and to take all steps which may be necessary to
notify global positioning system ("GPS") platforms, such as Waze, Google Maps, and
Apple Maps of the change;
(2) urge the Miami Beach Police Department to enhance traffic enforcement
around the School Grounds to address on-going traffic safety issues on Prairie Avenue;
(3) direct the City Administration to create a plan on enforcing parking violations
on bicycle lanes in accordance with §316.1945 Fla. Stat. through the use of parking
enforcement officers on bicycles, prioritizing bicycle lane violations near the
aforementioned.School Grounds; and
(4)direct the City Administration to provide a quarterly progress report to the Public
Safety Neighborhood Quality of Life Committee on the status of implementing the Central
Bayshore traffic calming improvements required as part of the Chase Avenue and 34th
Street Shared-Use Path Project.
