A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF •
MIAMI BEACH, ACCEPTING THE RECOMMENDATION OF THE FINANCE
AND ECONOMIC RESILIENCY COMMITTEE,REGARDING THE GOODWOOD
INTERNATIONAL FESTIVAL OF SPEED IN MIAMI BEACH DURING MARCH
2024.
WHEREAS, the Goodwood Festival of Speed (the "Festival".) is the world's largest
celebration of motorsport and car culture, with audiences from around the world; and
WHEREAS, after 25 years at the Goodwood Estate in Sussex, England the
Festival is interested in expanding internationally and early in 2022, representatives
of the Festival visited a number of venues and sites in Miami-Dade County, including
the City of Miami Beach; and
WHEREAS,following these initial site visits, meetings were set up with the Greater
Miami Convention and Visitors Bureau (GMCVB) in April, which led to an additional
site visit to Ocean Drive and Lummus Park in early May 2022 during the Formula 1
activation; and
WHEREAS, in June 2022, a delegation which included City of Miami Beach
administrative staff, officers of the GMCVB, and a representative from Miami-Dade
County International Trade Commission traveled to the Goodwood Festival of Speed
in Sussex, England to experience the totality of the event and confirm the a U.S.
incarnation of the Festival would be consistent with the City's desired tourism
objectives; and
WHEREAS, at the July 20, 2022, Commission meeting the City Commission
approved a referral to the Finance and Economic Resiliency Committee to discuss the
Festival's interest in launching the Goodwood International Festival of Speed in Miami
Beach during March 2024; and
WHEREAS, in September 2022, representatives from Goodwood visited the City
of Miami Beach to hold a number of meetings including briefings with all appropriate
City Departments (Police, Fire, Public Works, Transportation), Mayor and
Commissioners as well as community stakeholders; and
WHEREAS, a proposed site plan was developed and refined during the course of
these meetings.
WHEREAS, the contemplated multi-day Goodwood International Festival of
Speed would be promoted to draw visitors from key target markets; and

WHEREAS, the event organizers expect almost 70,000 unique spectators to the
event, with more than 120,000 bed nights occupied and almost $50M in direct
economic impact; and
WHEREAS, the event is anticipated to feature exciting motorsport content,
including a Concours d'Elegance, as well as manufacturer and retailer activations,
educational installations and a nucleus Conference (i.e., 'a worldwide thought-
leadership event with key players from the world's most advanced technology and
automotive companies); and
WHEREAS, City benefits would include, but are not limited to, event naming rights;
City brand presence on event collateral, advertising, signing and digital platforms;
rights to digital media content and distribution; rights to build exhibition space on-site,
and the right to produce City of Miami Beach promotional content for distribution
through Goodwood and other channels; and
WHEREAS, Goodwood Festival of Speed is expected to make a significant
financial commitment in order to produce this large-scale event in the City of Miami
Beach and accordingly, Goodwood's representatives have requested a five-year
agreement with an option for an additional five years, in order to enable them to recoup
their initial investments; and
WHEREAS, Goodwood has requested in-kind contribution of City services and the
wavier of square footage fees,by the City; and
WHEREAS, the contemplated Goodwood International Festival of Speed was
discussed at the November 14, 2022, Finance and Economic Resiliency Committee
meeting, and following discussion as to the location, footprint, and potential economic
impact,the Finance and Economic Resiliency Committee voted to move the item back
to Commission with a favorable recommendation; and
WHEREAS, the City Administration recommends that the Mayor and City
Commission authorize the Administration to engage in negotiations with the
Festival's representatives regarding the launching of the Goodwood International
Festival of Speed in Miami Beach.in March 2024.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor
and City Commission hereby accepts the recommendation of the Finance and
Economic Resiliency Committee, and further, authorizes the Administration to
engage in negotiations with representatives of the Goodwood Festival of
Speed with regard to the Goodwood International Festival of Speed in Miami
Beach during the third weekend in March 2024.

RECOMMENDATION
The Administration recommends the acceptance of the Finance and Economic Resiliency
Committee's recommendation to allow staff to begin agreement negotiations with Goodwood
Festival of Speed for the International Festival of Speed in Miami Beach to take place on the
third weekend of March 2024 and moving forward during a mutually agreed upon weekend in
March.
BACKGROUND/HISTORY
In early 2022, representatives from Goodwood Festival of Speed visited a number of venues and
sites in Miami-Dade County, including the City of Miami Beach. Following these visits, meetings
were set up with the Greater Miam Convention and Visitors Bureau (GMCVB) in April, which led to
additional site visit to Ocean Drive and Lumnus Park in early May for the Formula 1 activation.
In June 2022 a delegation which included staff from the City of Miami Beach administration,the
GMCVB, and a representative from Miami-Dade County International Trade Commission

Festival of Speed and their interest in launching the International Festival of Speed in Miami Beach
during March 2024.
In September 2022, representatives from Goodwood visited the City of Miami Beach to hold a
number of meetings including briefings with all appropriate City Departments (Police, Fire,
Public Works, Transportation), Mayor and Commissioners as well as community stakeholders.
These meetings led to the development of the proposed site plan.

Committee and moved to the full Commission with a favorable recommendation.
ANALYSIS
The Goodwood Festival of Speed is the world's largest celebration of motorsport and car
culture, with audiences from around the world. After 25 years at the Goodwood Estate in
Sussex, England they are expanding internationally.
The multi-day event intends to draw visitors from key target markets. The event organizers expect
almost 70,000 unique spectators to the event, with more than 120,000 bed nights occupied and
almost$50M in direct economic impact. The event is anticipated to include:
- Exciting motorsport content, including a Concours d'Elegance
- Manufacturer and retailer activations
- Educational installations
- Nucleus Conference, worldwide thought-leadership event with key players from the world's
most advanced technology and automotive companies
City Benefits includes, but is not limited to:

SUPPORTING SURVEY DATA
In the 2022 City of Miami Beach Resident Survey, 86% of residents agreed that free or City
sponsored art and cultural activities contribute to their quality of life in. Miami Beach and 86% of
residents agreed that Miami Beach Cultural Activities (such as art shows, film festivals,
musicals, and live performances)contribute to the quality of life in Miami Beach.
