A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA AUTHORIZING THE APPROPRIATION OF A
$500,000 STATE GRANT AWARD, THE APPROPRIATION OF $2,334,440
FROM THE GULF BREEZE LOAN FUND TOWARD THE BASS MUSEUM
EXPANSION AND RENOVATION WORK ORDER 364.2076 AND APPROVAL OF
ANOTHER GRANT APPLICATION TO THE STATE FOR $500,000.
WHEREAS, the Bass Museum of Art has received five (5) state of
Florida Cultural Facilities matching grants throughout fiscal years
1988 - 1994 totaling $1,732,322, which includes a $500,000 grant
for the renovation of the facility; and
WHEREAS, this $500,000 state Cultural Facilities grant must be
accepted and appropriated by the City by the end of the 1994 fiscal
year; and
WHEREAS, On June 8, 1994, the Commission voted unanimously to
provide $2,334,440 as the required cash grant match for a scaled-
down expansion and renovation, toward the Bass Museum Renovation
and Expansion Work Order 364.2076, with a total project cost of
$8,000,000; and
WHEREAS, On July 28, 1994 the Mayor and City Commission
adopted Resolution No. 94-21266 authorizing the execution of an
Agreement for professional architectural services for the Bass
Museum Renovation and Expansion project (the Project); and
WHEREAS, an additional $500,000 award by the Florida Arts
Council is pending approval by the state Legislature and
application for said grant must be authorized by the Mayor and City
commission; and
WHEREAS, the Friends of the Bass Museum, Inc. have already
raised over $1 million privately and an additional $1,294,678 will
be privately raised for the Project after the completion of the
architectural working drawings and the period of new construction
has begun.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City commission hereby authorize appropriation of a $500,000 state
grant award, the appropriation of $2,334,440 from the Gulf Breeze
Loan Fund toward the Bass Museum Expansion and Renovation Work
Order 364.2076, and the approval of an additional grant application
to the state for $500,000.

APPROVAL OF ANOTHER GRANT APPLICATION TO THE STATE FOR
A $500,000 GRANT FOR CONSTRUCTING EXHIBITION AND REVENUE
GENERATING SPACE.

ADKINISTRATION RECOKKENDATION:
The Administration recommends that the City commission adopt the
attached Resolution which provides for the following:
1. Appropriation of the $500,000 state grant award for
architectural costs for the Bass Museum of Art expansion and
renovation; and
2. Appropriation of $2,334,440 from the "Gulf Breeze Loan Fund"
to Work Order 364.2076 to complete the required cash match as
pledged at the June 8, 1994 special Commission meeting; and
3. Approval of another grant application to the state for a
$500,000 grant for the construction of exhibition and revenue
generating space.
BACKGROUND
Aware of the need to improve and increase the City'S longest
established cultural facility which is recognized nationally and
internationally, the Bass Museum of Art applied for and received
five (5) Florida Department of state CUltural Facilities matChing
grants during Fiscal Years 1988 - 1994 totaling $1,732,322 for the
expansion and renovation of the Bass Museum of Art. The first two
(2) grants totaling $627,000 were awarded in 1988 and 1989 for
planning and development operations and have been expended in full.
~he second two (2) grants totaling $605,322 were restricted to
architectural design and working drawings. These funds were
previously appropriated. No disbursements have been made against
these awards as yet. The fifth grant for $500,000 (FY 94) is for
the renovation of the existing historic facility for which an
appropriation is hereby requested. The release of funds for th:i..~_,

recently resolved governance issues. As the grant is for FY 1994
it must now be accepted and appropriated by the City with its match
on or before september 30, 1994, the close of our the fiscal year.
On June 8, 1994 a special hearing was held at which the Commission
voted unanimously to provide $2.3 million for a limited expansion
with a total project cost of $8,000,000. On July 28 at a regular
meeting the Commission passed Resolution 94-21266 authorizing the
execution of an agreement for professional architectural services.
The appropriation of a $2,334,440 to Work Order 364.2076 formerly
was to come from the Sunshine state Loan Pool. According to bond
consul the current borrowing under Sunshine State Loan Pool cannot
be used for this purpose because the resolution for the current
borrowing only involved the North Beach Streetscape and the Lincoln
Road Project. The monies will instead be coming from the Gulf
Breeze loan Fund which will have a remaining balance of $9,000,000
after the currently committed projects which include the Ballet
Valet project ($10,000,000) and the Sunset Harbor Project
($2,600,000) .
An additional $500,000 award by the Florida Arts Council is pending
approval by the State Legislature. The Commission now needs to
approve our application. The grant, if awarded, will not require
a City match as it is being matched by the private sector.
However, an appropriation would be necessary upon acceptance and
receipt of this additional award.
CAP:I'1'AL EXPANS:ION
The expansion and renovation project for the Bass Museum of Art has
been adopted by the Board of Trustees, the Board of the Friends of
the Bass Museum, Inc. and the City Commission. The city has
reconfirmed its commitment and voted to contribute $2.3 million to
the project on July 28, 1994. The Friends of the Bass Museum, Inc.
recognize their private fundraising responsibility for this project
and have already raised over $1,000,000. An additional $1,294,678
will be raised privately after the completion of the architectural
working drawings and during the period of new construction.
The plan for construction of the expanded and renovated Bass Museum
of Art is an outgrowth of the Hardy Holzman Pfeiffer Report issued
in 1988 but has been modified to an $8,000,000 project which will
add 22,400 S.F. of new space and renovate 15,500 S.F resulting in
a total of 37,900 S.F. of exhibition, revenue producing and support
space.

The project has three phases:
Phase I Planning and Development (completed).
Phase II Architectural working Drawings and Construction of
New Facility. Negotiations with architects are in
progress (phase II projected to take two years).
Phase III Renovation of Existing Facility (projected to take
one year). During the renovation it will operate
entirely in the new building.
