Personnel Testing and Related Services for Police and Fire Positions and Classified
Promotions
The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Qualifications (RFQ) No. 2023-010-WG. Through the RFQ, the City seeks proposals from qualified
firms that can assist with testing programs for police and fire applicants and promotional positions , as
well as provide related consulting services .
The City will receive proposals pursuant to this RFQ on January 30, 2023 . The responsive proposals
will be reviewed by the Evaluation Committee in accordance with the criteria established in the RFQ .
I have appointed the following individuals to serve on the Evaluation Committee :
• D igna Abella , Deputy Fire Chief, Fire Department
• Jason Casanova, Beach Patrol Operations Supervisor, Fire Ocean Rescue
• David De La Espriella, Police Support Major, Police Department
• Kenneth Ingersoll , Human Resources Administrator II , Human Resources Department
• Ramon Suarez, Human Resources Administrator II, Human Resources Department
I have also appointed the following individuals as alternates :
• Jovan Campbell , Police Patrol Captain , Police Department
• Gerard Falconer, Beach Patrol Operations Supervisor, Fire Ocean Rescue
• Yarily Sam , Administrative Services Manager, Fire Department
