SUBJECT: Miami Beach Homeless Outreach Services awarded $2,672,643 in grant
funding from the Miami-Dade County Homeless Trust through the U.S. Department of
Housing & Urban Development
The purpose of this Letter to Commission is to notify that the Office of Housing & Community Services Homeless Outreach Services Program has been awarded $2,672,643 in grant funding over a three-year grant term. These funds are slated.to become available on October 1, 2023.
In July 2022, Miami-Dade County, through the Miami-Dade County Homeless Trust, issued a Request for Applications (RFA) for new projects to address unsheltered homelessness. This RFA sought respondents to apply for new federal funding from U.S. Department of Housing & Urban Development (HUD) to provide housing, support services, and other eligible activities benefiting persons experiencing homelessness.
The Office of Housing & Community Services applied for grant funds for the Hand Up Project,which is designed to provide support services via Peer Specialists to the unsheltered homeless in Miami Beach. The project will focus on wrap-around support services including, but not limited to, assistance in finding and obtaining suitable and affordable housing, mentorship, general lifeskills training, employment search assistance, and child-care funding. Peer Specialists will serve as step-by-step guides and mentors to unsheltered homeless participants by providing
individualized action plans and working collaboratively with the participant to achieve goals that can aid in ending their homelessness. The awarded amount for the Hand-Up Project is $635,560
over a three-year term.
In addition to the Hand Up Project, the Office of Housing & Community Services applied for funding for the MB Cares Project, providing support services to the unsheltered, chronically
homeless households without children referred by the Continuum of Care (CoC) to Miami Beach's Stability Voucher Program, pursuant to the CoC Coordinated Entry Process & Unsheltered Homeless Plan. MB Cares will use a client-coaching approach to ensure that persons referred to permanent housing are prepared for landlord-tenant interviews, informed on their rights and responsibilities as a tenant, and understand housing choice. The City's Support Services Team will work to connect clients to primary care resources, focusing on accessing mainstream benefits and increasing income to promote housing sustainability. The awarded amount for the MB Cares
Project is $2,037,083 over a three-year term.
