A RESOLUTION OF THE 'MAYOR AND CITY COMMISSION_ OF THE CITY OF
MIAMI BEACH;. FLORIDA, EXPRESSING SUPPORT FOR THE PEDESTRIAN' . .
PROMENADE ON OCEAN. DRIVE BETWEEN 13TH STREET AND 14T" PLACE,
AND ADDITIONAL ENHANCEMENTS, TO THE PROMENADE EXPERIENCE.
WHEREAS, on December 8, 2021, the. Mayor and -.City Commissiondirected the
Administration lo proceed with the implementation of a pilot for temporary pedestrian plaza (the
"Pedestrian Promenade" or "Promenade") on Ocean Drive, located from 13th Street to'14th' Place,
WHEREAS, since the .Promenade' was first implemented in January. 2022, it ,has
substantially improved'the safety and: quality of life of residents, business, and visitors; and
WHEREAS, the Promenade has attracted diverse elements of our community back to
Ocean Drive, including families with :children; older residents, and visitors that enjoy the
pedestrian friendly environment -created. by the Promenade; and
WHEREAS;.the City's experience with the Pedestrian Promenade as an impactful urban
planning tool -is similar to the positive experience of many other jurisdictions that have
pedestrianized right of way areas, such as the City of Coral Gables, which pedestrianized portions
of Giralda Avenue; and
WHEREAS; transformation of. the Entertainment District into the Art Deco Cultural District
remains one of the 'highest' priorities of' the Commission, and the Pedestrian Promenade is an.
important element Hof the City's long-term .plan for the area; and
WHEREAS, the Administratior continues to take all appropriate steps to ensure that any
traffic or parking issues in the area are addressed, and to work constructively'with Miami -Dade
County on these matters.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF. THE CITY OF MIAMI BEACH, FLORIDA; that the Mayor and City. Commission hereby express
their continued support.for the Pedestrian. Promenade on Ocean. Drive between 13th Street and 14th
Place and direct the Administration to continue (i) to work with local residents and businesses, as well
Miami -Dade County, to maintain the appearance, safety, and effective functioning of the Promenade
and adjacent areas; '(ii) to develop and implement additional pilot programs or activations that.will have ,
a, positive impact on the area, including those that will. immediately enhance the Promenade .
experience in -the "high season" ending June 1, 2023, and which provide for clear delineation of bicycle,
pedestrian and food & beverage'operations on the roadway, (iii) to evaluate the efficacy of such pilots
in the context of longer term planning .forthe ArtDeco Cultural District, and (iv) to pursue the installation
of sculpture installations and.. other . neighborhood appropriate, highly-curated performing arts
activations in the immediately 'adjacent'areas of Lummus Park and the Beach.
