A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE ACQUISITION BY THE CITY OF
PROJECTION MAPPING PROJECTORS AND RELATED PRODUCTION
EQUIPMENT TO ALLOW FOR THE TRANSFORMATION OF CITY VENUES
AND FACILITIES INTO IMMERSIVE PERFORMANCE EXPERIENCES
UTILIZING FUNDS UP TO THE AMOUNT REMAINING IN THE GENERAL
OBLIGATION BOND FOR ARTS & CULTURE - MISCELLANEOUS ARTS &
CULTURE PROJECTS CATEGORY, SUCH EQUIPMENT TO BE USED
INITIALLY BY THE MIAMI BEACH CLASSICAL MUSIC FESTIVAL FOR
PROGRAMMING DURING PUBLIC PERFORMANCES AND ACTIVATIONS,
AND FURTHER, REFERRING THIS ITEM TO THE G.O. BOND OVERSIGHT
COMMITTEE FOR ITS CONSIDERATION OF THE AMOUNT TO BE
ALLOCATED FOR SUCH EQUIPMENT ACQUISITION.
WHEREAS, on July 20, 2022, the Mayor and Commission approved Resolution 2022-
32261, authorizing a special election, submitting to the electorate of the City of Miami Beach a
question asking whether the City should be authorized to issue general obligation bonds, not
exceeding $159,000,000, to improve facilities for resiliency of arts and cultural institutions
throughout the city, including museums, performance venues, artistic playgrounds, senior/cultural
centers, Botanical Garden, aquatic sculpture park, and related artist/workforce housing ("Arts and
Culture Bonds"); and
WHEREAS, on November 8, 2022, the voters of the City of Miami Beach approved the
issuance of$159 million in Arts and Culture Bonds; and
WHEREAS, the final approved list of projects (Exhibit A) included a $3 million allocation
for Miscellaneous Arts & Culture Projects, to be vetted at a future date; and
WHEREAS, projection mapping is a technological innovation that can transform all
surfaces in a given space, including walls, stages, buildings, and roads - into interactive display
surfaces for choreographed video presentations; and
WHEREAS, the use of projection mapping adds a new dimension to musical and other
performances by enabling the event producer to create a visually immersive experience for
audiences; and
WHEREAS, the Miami Beach Classical Music Festival (the "MBCMF") is an intensive
training program for the next generation of classical musicians; and
WHEREAS, while the next generation of classical artists come to MBMCF to receive
instruction from an assembly of world-class faculty,the community benefits from accessible public
concerts featuring top talent alongside many of classical music's greatest living performers; and
WHEREAS, in just nine seasons, MBCMF has presented over 70 public events each year,
including 5 full opera productions, 4 symphonic concerts, 7 student and faculty recitals; 20 opera,
chamber music, Zarzuela, and Musical theater concerts; and 30 masterclasses hosted throughout
Miami-Dade County, including performances at Lummus Park have added depth to the City's
cultural landscape for residents and visitors; and

WHEREAS, the MBCMF has used projection mapping to enliven the audience experience
at some of its recent concerts, including its Valentine's Day-themed program of love songs and
arias presented in the Art Deco Cultural District on February 12 and 13, 2023; and
WHEREAS, MBCMF has requested that the City invest in the-acquisition of projection
mapping projectors and related production equipment (the "Equipment") to enable .MBCMF to
enhance the City's cultural offerings by providing unique indoor and outdoor activations ranging
from weekly concerts :at parks to full scale opera performances and.other classical. music
experiences, all of which would use this new, state-of-the-art technology to create enticing
experiences for a wide variety of attendees; and
WHEREAS, subject to the approval of. bond counsel, the City would purchase the
Equipment and enter into an agreement with MBCMF granting it the right to use the Equipment
to produce musical programming throughout the City for the benefit of residents and visitors..
NOW, THEREFORE,: BE IT ' DULY RESOLVED BY THE : MAYOR AND •CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve the acquisition by the City of projection mapping projectors and related
production equipment to allow for the transformation of City venues and facilities into immersive
performance experiences utilizing funds up to the amount remaining in the General Obligation
Bond for Arts & Culture - Miscellaneous Arts & Culture Projects category, such equipment to be
used initially by the. Miami .Beach Classical Music Festival for programming during, public
performances and activations, and further, . referring this item to. the G.O. Bond Oversight
Committee for,its consideration of the amount to be allocated for such equipment acquisition.
