SUBJECT: Award of Community Development Block Grant Coronavirus (CDBG-CV)
Funds for Rent/Mortgage and Utility Assistance and Status of Miami-Dade
County Emergency Rental Assistance Program (ERAP)
The purpose of this Letter to Commission is to notify the Mayor and City Commission of
the status of rental assistance programs.
Florida Department of Economic Opportunity -CDBG-CV
The Office of Housing and Community Services applied to the Florida Department of
Economic Opportunity (DEO) in March 2021 for Community Development Block Grant
Coronavirus (CDBG-CV) funds for rent/mortgage and utility assistance to meet the needs
of our residents.
The Office of Housing and Community Services was notified by the DEO on February 27,
2023, that the City has been awarded $381,620 in CDBG-CV funds. These funds will be
used to support the existing Emergency Services program to provide financial assistance
to qualifying Miami Beach residents at risk of eviction or utility shut-off. The City's
assistance will include up to six (6) consecutive months of rent/mortgage and utilities
payable to the landlord or utility service, respectively, upon verification of eligibility (80%
Area Median Income (AMI)). Funds will become available upon execution of the
agreement with the DEO.
Miami-Dade County Emergency Rental Assistance Program
Also note that as of February 6, 2023, the Miami-Dade County Emergency Rental
Assistance Program (ERAP) has paused due to demand exceeding available resources.
The County will continue to review applications already submitted on their online
application system. Applicants in the queue for Expanded ERAP (up to 140% Area Median
Income (AMI)) will still be considered for funding, with any remaining uncommitted funding
to be recaptured for those below 80% AMI as necessary.
According to the County's website:
Miami-Dade County has submitted an application to U.S. Treasury requesting an
additional $35 million. If awarded, ERAP will resume accepting applications.

Once the DEO agreement is executed and CDBG-CV funds are available to the City for
rent/mortgage and utility assistance, the Administration will advise via Letter to
Commission and staff will promote the program in partnership with the Marketing and
