SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 2023-259-WG for
Health, Pharmacy (Rx), and Medicare Advantage Plans
The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Proposals (RFP) No. 2023-259-WG. The RFP seeks proposals for administrative services for the
City's health plan, pharmacy benefits, and retiree coverage.
The City will receive proposals pursuant to this RFP on April 10, 2023. The responsive proposals will
be reviewed by the Evaluation Committee in accordance with the criteria established in the RFP.
I have appointed the following individuals to serve on the Evaluation Committee:
•Marvin Adams, Employee Benefits Manager, Human Resources Department
•Andrew Bejel, Assistant Human Resources & Risk Management Director, City of North
Miami Beach
•Krystal Dobbins, Grants Management Division Director, Finance Department
•Jair Espinosa, Human Resources Group Benefits Manager, City of Miami
•Ramon Suarez, Human Resources Administrator 11, Human Resources Department
