Attached, please find the 1996-97 Directory of Service Providers, and an update, from the South
Florida Employment and Training Consortium (SFETC), Also enclosed is "A Report by the
Training and Employment Council (TEC) of South Florida" which contains the background on a
new workforce development partnership, current program information, profiles of actual program
clients, demographic and statistical analyses of all clients served during a typical year, financial data,
and recognition of the TEC program Service Providers, "The 1996-1997 Resource Guide and Map
of Miami" is a valuable guide which contains short descriptions of the various services and the
locations where they are offered,
It is hoped that you will find these guides a very resourceful tool to acquaint you with the job
training and employment assistance programs available through the solid network of providers in
Dade and Monroe Counties,

AN INTRODUCTION
-
This Directory of Service Providers for Program Year 1996-97 was compiled
to facilitate an understanding of the wide array of programs offered by the Training
and Employment Council of South Florida (fEC) - the partnership of the South
Florida Employment and Training Consortium (SFETC) and the newly farmed Jobs &
Education Partnership (jEPJ Regional Board for Dade and Monroe CouDties.

The TEC contracts with local service providers included if' this directory, all
of which have been approved by both the SFETC and JEP, to carry out local training
and employment programs as mandated by the federal Job Training Partnership Act
(JTPA). These programs are aimed to helping Dade and Monroe residents who are:
economically disadvantaged, physically and mentally challenged, ex-offenders,
welfare recipients, homeless, at risk youth and workers who have been laid off. The
TEC is also actively involved with many of the service providers in offering
employment and training opportunities to recent Cuban & Haitian entrants and
refugees.
The directory has been formatted to provide, at a glance, a concise and easy-
to-read descriptions of the TEC training programs that are being offered throughout
the local communities as well as other additional services being offered by the
agencies. The names, addresses and telephone listings of all TEC service providers
are included.
The Directory was compiled by TEC staff and is intended to be a reference
tool for all workforce development partners in helping all residents of our local South
Florida community to obtain needed employment and training opportunities.

CAREER OPPORTUNITY CENTERS
The FIRST STEP to receiving SERVICES:
The Training and Employment Council operates 5 Career Opportunity Centers
(COC's) in Dade County and subcontracts the operation of one in "ionroe County.
The centers perform all intake functions for program applicants. They are open to
the public Monday through Friday from 8:00 AM - 5:00 PM (excluding holidays) and
no appointments are necessary.
All clients must visit a TEC Career Opportunity Center (COC) before proper
services can be rendered.

SERVICES offered at the Career Opportunity Centers include:
(1) providing a general orientation on the current seOlices
available (by the JTPA and non-JTPA programs) and certifying
the eligibility of the clients for the programs,
(2) completing MIS intake and all other required documents for
all eligible applicants,
(3) assessing the applicant's training and employment needs,
(4) provide counseling to applicants,
(5) preparing an Individualized Training Plan for each-individual
identifying employment goals (including non-
traditionalemployment if appropriate), achievement
objectives and services appropriate for the individual, and
(6) completing proper referrals of eligible clients to appropriate
service providers.
The Training and Employment Council provides equal access and equal opportunity in employment

TEe PROGRAMS
Job Training Partnership Act YTPA) - The federal legislation passed in 1982 which
replaced the eEl A program effective October 1, 1983. This legislation provides U.s. Dept. of
labor funding through the states for a publidprivate partnership with a strong role for the private
sector in designing employment and training programs primarily kr
economically disadvantaged workers,
Definitions of the Sections of the ITPA:
Title IIA (Adult Programs) - pertains to employment and training programs for
economically disadvantaged adults.
Title lie (Youth Programs) - pertains to employment and training programs for
economically disadvantaged youth.
Title III (EOWAA Program) - pertains to the Economic Dislocation and Worker
Adjustment Assistance Act of JTPA where employment and training programs are
provided to "dislocated" workers. Eligibility is not based on income but rather on
unemployment/laid off status.
Title liB (Summer Youth Program) - pertains to the Summer Youth Employment and
Training Programs for economically disadvantaged youth (ages 14-21).
Refugee/Entrant Program (OHRS Program). - pertains to the comprehensive array
of employment and training programs (on-the-job training, job placement, vocational
training, ESOl and basic education, and acculturation) for individuals with "refugee,
entrant, parolee, or asylum" status.

PROGRAM EllGIBllTY
Adult Programs (Title IIA)
General Eligibility:
. 22 years of age and older
. Must be "economically disadvantaged" as defined below, and face a
"barrier to employment" :
a) An individual who receives cash welfare payments under a federal, state, or
local welfare program;
b) A member of a family whose income during the previous six months on an
annualized basis was such that: (1) it does not exceed the poverty level; or (2)
it does not exceed 70% of the lower living standard income level, whichever
is higher;
c) A person who is receiving (or has been determined within the 6-month period
prior to application to be eligible to receive) food stamps;
d) Qualifies as a homeless individual;
e) A foster child on whose behalf state or local government payments are made;
t) A disabled individual whose ~ income meets the requirements of (a) and/or
(b) but whose family income does not;
g) A person who is a Job Corps participant (individuals are considered Job Corps
participants for a period of six months after leaving a Job Corps Program);
h) An individual determined eligible for free meals under tlle National School
lunch Act during the most recent school year or is an individual participating
in a compensatory education program under Chapter I of the Elementary and
Secondary Education Act of 1965.
. May not be "economically disadvantaged" but faces one
of more "barriers to employment" as defined below:
a) physically and/or mentally challenged
b) ex-offender

c) are eligible for or have exhausted their entitlement to unemployment compensation,
d) are unlikely to return to their previous industry or occupation;
... Individuals who:
have been terminated or have received a notice of termination of employment,
as a result of any permanent closure of or any substantial layoff at a place,
facility, enterprise;
... Individuals who:
are long-term unemployed and have limited opportunity for employment in the
area in which they reside, including older individuals who may have substantial
barrier to employment by reason of age;
... Individuals who:
were self-employed (including farmers and ranchers) are are unemployed as a
result of general economic conditions in the community in which they reside
or because of natural disasters.

Refugee/Entrant Program (DHRS Program)*
* This Non-jTPA program is operated by the TEe in partnership with the Florida Department of Health anc
Rehabilitative Services (DHRS) to target services for certain categories of immigrants. Once a participant becomes
an American citizen they are no longer eligib/e for this particular program.
General Eligibility:
. Individuals must possess an immigration status of
"refugee", "entrant", "parolee", or "asylee" . *
* These codes can be found on either their Resident Alien Card (1-151 or 1-551),
on their employment authorization card (1-6888) or on their parole card (1-94).
. Individuals must have a work permit and a Social
Security Card.
. Individuals who have been in the US for less than 60
months. Priority is given to those individuals on cash
assistance (ReA) and with less than 12 months time
in the us.

ROLE OF THE SERVICE PROVIDER
All service providers in contractual agreements with the TEC provide the-same case
management components of:
1) on-going assessment,
2) career training advisement,
3) counseling and referrals to other agencies providing
social/supportive services
4) monitoring of progress,
5) procurement and authorization of requisite suppl ies &
supportive services,
6) and intervention/advocacy on behalf of the participant with
instructors,
7) pre-employment skills/work maturity training, and
8) job search & placement with follow-up.
Training (On-Site) Service Providers carry out case management activities with their TEC
participants at their on-site approved training institutions. Their participants are enrolled
in training classes at the provider's location.
Case ManagementIVoucher Service Providers carry out case management activities with
TEC participants who are enrolled in their program but receive TEC "vouchers" that
authorize their training at a variety of approved training agent locations.

to medically under-served women. Funded by a grant from the Avon Foundation and in
partnership with the Center for Disease Control.
. TEEN OUTREACH PROGRAMS - Receives referrals of young people, ages 10-18, who have
had a first encounter with the criminal justice system.
. ATHLETIC PROGRAMS FOR GIRLS - YWCA Girls Tennis Program (for elementary girls)
elementary girls) made possible through the cooperation of the City of Miami Parks
Department. YWCA Girls Basketball Team was also implemented with help from Nike and
is comprised of players from middle schools in preparation for play at the high school level,
increasing their opportunities for athletic scholarships.
