Resolution 2023-32531RESOLUTION NO. 2023-32531 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE, AT ITS FEBRUARY 17, 2023 MEETING, TO PROVIDE THE MIAMI-DADE COUNTY CORPORATE DISCOUNT TRANSIT PASS PROGRAM CREDIT OF $75.00 OR A CITIBIKE MONTHLY MEMBERSHIP IN LIEU OF A CITYWIDE PARKING PERMIT TO THE MEMBERS OF ALL CITY BOARDS AND COMMITTEES, SUBJECT TO A FUNDING APPROPRIATION AS PART OF THE FISCAL YEAR 2024 BUDGET. WHEREAS, pursuant to City Commission Resolution No. 2017-29780, the Transit Corporate Discount Program offered through the City is available only to City employees; and WHEREAS, at the September 14, 2022 City Commission meeting, Commissioner Alex Fernandez referred the discussion on public transportation passes for members of the City of Miami Beach boards and committee members ("Committee Members") to the Finance and Economic Resiliency Committee (FERC); and WHEREAS, at the February 17, 2023, FERC meeting, the Transportation & Mobility staff presented the Committee with two viable options in lieu of citywide parking permits for all Committee Members; and WHEREAS, the Transportation and Mobility Department staff presented the Miami -Dade County Corporate Discount Transit Pass Program which may be used on Miami -Dade County Metrobus and Metrorail, and costs associated with it; and WHEREAS, an alternative option to transit pass is the Deluxe CitiBike Monthly Membership subscription for unlimited 60-minute rides; and WHEREAS, FERC recommended the City offer a $75.00 stipend towards the purchase of the Miami -Dade County Corporate Discount Transit Pass Program or the CitiBike Deluxe monthly membership subscription, which are two viable options, in lieu of Citywide parking permits for all city board and committee members; and WHEREAS, according to the 2022 resident survey, less than 10% of residents use public transportation as a primary mode of transportation to get around the City, and at least 25% of residents consider biking, trolley, or light rail/modern streetcar as the most viable alternatives to using a car for trips within the City. RECOMMENDATION The Administration recommends that the Mayor and City Commission approve the Resolution. BACKGROUND/HISTORY At the September 14, 2022 City Commission meeting, Commissioner Alex Fernandez referred a discussion regarding public transportation passes for board and committee members to the Finance and Economic Resiliency Committee (FERC). This item was discussed at the February. 17, 2023 FERC meeting. At the meeting, the Transportation 'and Mobility Department staff presented the Miami -Dade County Corporate Discount Transit Pass Program which may be used for Miami -Dade County Metrobus and Metrorail, and costs associated with it. Although board and committee members are offered parking accommodations through a citywide parking permit, transit passes would better assist members who do not drive and prefer to use public transportation. Alternatively, for members seeking to commute via bicycle, a CitiBike Deluxe monthly membership subscription for unlimited 60-minute rides could be provided. As an alternative accommodation to parking, the FERC recommended the City issue a $75.00 stipend towards the purchase of a monthly discounted transit pass'or a $25.00 CitiBike Deluxe monthly membership subscription which may be used for mobility. Listed below is the cost of both the Corporate Discount Transit passes and CitiBike subscriptions: Monthly Costs for the Corporate Discount Transit Passes: • 1-Month Corporate Discount Pass (Metrobus/Metrorail) Page 504 of 1292 4 — 99 Participating employees $101.25 (10% off) 100 + Participating employees $95.65 (15% off • 1-Month Regional Corporate Discount Pass (Metrobus/Metrorail/Tri-Rail) 4 — 99 Participating employees $135.00 100 + Participating employees $130.00 • Monthly Metrorail. Parking Permit Participants who take Metrorail may opt in for the $11.25 (no discount) CitiBike Monthly Membership Subscriptions • Standard (monthly billing) unlimited 30-minute rides $20.00 • Deluxe (monthly billing) unlimited 60-minute rides $25.00. • Usage Fees: Additional 30 minutes $4.60 • Membership Requirements: • CitiBike monthly membership subscriptions have a 3-month minimum commitment for membership subscriptions. • Bikes are also required to be returned to CitiBike dock within membership subscription checkout term of either 30 or 60 minutes to avoid paying additional usage fees. The FERC recommended in favor of moving the item to the City Commission for consideration. ANALYSIS Currently, pursuant to City Commission Resolution No. 2017-29780 (Attachment A), the Transit Corporate Discount Program offered through the City, is only available ,to City employees (Attachment B). On a monthly basis, the Transportation and Mobility Department works with the Human Resources Department to track and confirm current employee participation in the program and to encourage new employees to participate. As of Match 2023, 64 City employees are enrolled in the program. As noted in Letter to Commission (LTC)113-2023 (Attachment C), dated March 7, 2023, there are a, total of 382 appointed members to City board and committees. Since there are 64 City employees currently participating in the Corporate Discount Transit Pass program, $101.25 is the current monthly rate for Metrobus/Metrorail access. If at least 36 board and committee members opt to participate in the transit program, the rate would be reduced to $96-.65 per month. Assuming a monthly rate of $101.25 for Metrobus/Metrorail access, the City would provide a $75.00 credit toward the purchase of a monthly Corporate Discount Program transit pass, with members being 'responsible for the remaining amount of $26.10 per month. Alternatively, members may opt to participate in a $25 CitiBike monthly membership fully subsidized by the City. Both options would be in lieu of a citywide parking permit. SUPPORTING SURVEY DATA According to the 2022 resident survey, less than 10% of residents use public transportation as a primary mode of transportation to get around the City. At least 25% of residents consider biking, trolley, or light rail/modern streetcar as the most viable alternatives to using a car for trips within the City. Page 505 of 1292 FINANCIAL INFORMATION The fiscal impact will vary based on the participation rate. For example, if 10% of all board and committee members (38) elect to participate in the monthly transit program, the estimated annual cost is approximately $34,200 (38 passes x $75 stipend x 12 months = $34,200). If another 10% of board and committee members (38) elect to receive the monthly CitiBike subscription, the estimated annual cost is approximately $11,400 (38 subscriptions x $25 fee x 12 months = $11,400). Together, at this level of participation, the fiscal impact would be approximately $45,600. Funding will need to be identified and appropriated through the Fiscal Year 2024 budget process. Should the City Commission approve this Resolution, the Administration will work with committee liaisons to conduct a preliminary survey of City board and committee members to determine interest in participating in the Miami -Dade County Transit Corporate Discount Program for monthly transit passes or CitiBike monthly membership subscriptions through subsidized passes/memberships in lieu of a citywide parking permit. The survey information will assist in the Fiscal Year 2024 budget development process. Amount(s)/Acount(s): N/A CONCLUSION There have been a number of priority initiatives identified by the Commission and staff that will have significant funding impacts. As we develop the Fiscal Year 2024 budget, the full fiscal impact of the recently approved collective bargaining agreements will also need to be absorbed. While there are certain one-time needs that may be needed for initiatives already underway, to the extent possible, it is recommended that new requests for funding, especially those with recurring impacts, be evaluated as part of the Fiscal Year 2024 budget development process. Pedestrians; 2. Transit/Bicycles/Freight; 3. Personal Automobiles; and WHEREAS, under the City's new modal hierarchy, current and upcoming transportation projects are strongly focusing on transit service and transit infrastructure improvements, including, but not limited to, exclusive lanes for transit vehicles; and WHEREAS, as part of the City's new paradigm, it is important to encourage and promote public transit service and a modal shift from personal automobiles to public transit, and WHEREAS, the City's Administration has been working with employers, in particular the hotel industry, to encourage the use of non -vehicular transportation alternatives; and WHEREAS, currently, City employees who use or are interested in using public transit to commute to work receive no subsidy to offset their commuting costs; and WHEREAS, employees who drive their personal vehicle to work are provided a 100% subsidy for parking at City -operated garages and lots adjacent to their worksite; and WHEREAS, providing 100% subsidy for parking at City -operated garages and lots adjacent to employee worksites provides an economic incentive for employees to use their personal vehicles inconsistent with the City's Transportation -Master Plan; and WHEREAS, on January 20, 2017, the Finance and Citywide Projects Committee considered and approved a recommendation that the City participate in Miami -Dade County's Transit Corporate Discount Program at no cost to the City, and to pursue a monthly subsidy program for eighty (80) City employees for a period of six (6) months on a pilot basis, in an amount not to exceed $45,000, subject to approval in the City's FY 2017/2018 Budget; and Page 508 of 1292 WHEREAS, the cost of a regular monthly transit pass is $112.50; and WHEREAS, in order to support the goals of the City's Transportation Master Plan and to encourage employees to commute to work using transit services instead of their individual vehicles, the City should participate in Miami -Dade County's Transit Corporate Discount Program allowing employees to have access to discounted rates for monthly transit passes at $101.25 for groups from 4-99 employees, and $95.65 for groups of more than 100 employees; and WHEREAS, in addition to participating in Miami -Dade County's Transit Corporate Discount Program, the City should pursue a monthly subsidy for transit passes for eighty (80) City employees for a period of six (6) months on a pilot basis; and WHEREAS, assuming all 80 City employees who responded favorably in the 2013 SFCS survey would participate in the County's Corporate Discount Program and use Miami -Dade Transit services, the cost of the program would be partially offset by revenues from available parking spaces, particularly during peak periods at the Convention Center; and WHEREAS, assuming an average daily parking rate of $10, and approximately 100 days per year when the City Hall garage reaches capacity due to events at the Convention Center, this could result in up to approximately $80,000 per year in additional parking revenues; and WHEREAS, more importantly, the program would provide greater parking availability in the City Center area and would potentially result in fewer vehicles traveling on our already congested streets; and WHEREAS, employees who would be provided a partial City subsidy for a transit pass would no longer be provided a 100% subsidy for parking their personal vehicles at City -operated garages and lots adjacent to their worksite, however, those employees would be allowed to use their personal vehicles and park at City -operated garages adjacent to their worksite up to 6 times semi- annually or 12 times per year. Pedestrians 2. Transit/Bicycles/Freight 3. Personal Automobiles With a new modal hierarchy, current and upcoming transportation projects are strongly focusing on transit service and transit infrastructure improvements, including, but not limited to, exclusive lanes for transit vehicles. As part of the City's new paradigm, it is important to encourage and promote public transit service and a modal shift from personal automobiles to public transit. The County provides transit passes at a reduced price for participants of the corporate program. The cost of a regular monthly transit pass is $112.50. In order to support the goals of the City's Transportation Master Plan and encourage employees to commute to work using transit services instead of their individual vehicles, the following options may be considered. Option : Participate in Miami -Dade County's Transit Corporate Discount Program allowing employees to have access to discounted rates for monthly transit passes (requires no City subsidy): Discount rate for monthly transit pass with between 4 and 99 employees participating: $101.26 Discount rate for monthly transit pass with 100 or more employees participating: $95.65 i 2: Participate in Miami -Dade County's Transit Corporate Discount Program and provide a monthly subsidy of $90 to those employees who purchase a monthly transit pass at the discounted rates provided by the County's Transit Corporate Discount Program. Assuming all 80 City employees who responded favorably in the 2013 SFCS survey would participate in the County's Corporate Discount Program and use Miami -Dade Transit services, this program would cost approximately $45,000 semi-annually or $90,000 annually, but would be at least partially offset by revenues from available parking spaces, particularly during peak periods at the Convention Center. The Parking Department estimates that there are approximately 100 days per year when the City Hall garage reaches capacity due to events at the Convention Center. Assuming an average daily parking rate of $10, this could result in up to approximately $80,000 per year in additional parking revenues. More importantly, the program would provide greater parking availability in the City Center area and would potentially result in fewer vehicles traveling on our already congested streets. Employees who would be participating in this program would not be provided a full subsidy for parking their personal vehicles at City -operated garages and lots adjacent to then worksite. Those employees would be allowed to park their personal vehicles at City -operated garages only which are adjacent to their worksite for no more than six (6) times semi-annually or 12 times per year. Staff is currently working with the City's Human Resources Department and the County on City's enrollment into County's Transit Corporate Discount Program. The Transportation Department will provide updates with respect to the City's enrollment as well as any other pertinent information such as number of employees enrolled in the program and employees' interest in future subsidy of transit passes in lieu of parking spaces via Letters to Commission (LTC). Additionally, those employees who already use or are interested in using public transit to commute to work receive no subsidy to offset their commuting costs. The transit subsidy is a step the City is undertaking to become less car -centric, offer employees an alternative mode of transportation, and also set an example for other Miami Beach employers to do the. same..
