A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, REQUESTING THAT THE CITY
ADMINISTRATION CONDUCT A STUDY RELATING TO THE
FEASIBILITY OF A POTENTIAL NEW FLYOVER PROJECT AT 63RD
STREET AND INDIAN CREEK, TO ALLOW THE CITY COMMISSION
TO DETERMINE WHETHER TO URGE THE FLORIDA DEPARTMENT
OF TRANSPORTATION ("FDOT") TO DEVELOP AND APPROVE A
NEW FLYOVER PROJECT, IN AN EFFORT TO EASE TRAFFIC
CONGESTION IN THE AREA; AND FURTHER, REQUESTING THAT
THE CITY ADMINISTRATION RESEARCH THE HISTORICAL
BACKGROUND RELATING TO THE FDOT FLYOVER THAT
PREVIOUSLY EXISTED ON 63RD STREET, AND REPORT ITS
FINDINGS TO THE MAYOR AND CITY COMMISSION VIA LETTER TO
CITY COMMISSION.
WHEREAS, a "flyover," also commonly referred to as an overpass, is a bridge,
road, or similar structure that crosses over another road or railway; and
WHEREAS, many years ago, a flyover previously existed in the area of 631d
Street and Indian Creek, but was eventually demolished due to the low clearance of the
old structure, which contributed to accidents caused by trucks that were unable to pass
through due to the low clearance; and
WHEREAS, 63rd Street is a state roadway and accordingly, the Florida
Department of Transportation ("FDOT") has exclusive jurisdiction over all roadway
improvements and maintenance in the area; and
WHEREAS, a study on a feasibility of a flyover on 63rd Street was conducted
approximately two decades ago, and accordingly, its findings, if any, are outdated; and
WHEREAS, the Mayor and City Commission direct the City Administration to
research the historical background of the previous flyover over 63rd Street, and report its
findings to the full Commission via Letter to City Commission; and
WHEREAS, in addition, the Mayor and City Commission direct the City
Administration to conduct a study on the feasibility of a new flyover over 63rd Street and
Indian Creek, and whether a new flyover project would ease traffic congestion on 631d
Street and Indian Creek; and
WHEREAS, if a new flyover project at 63rd Street is determined to be feasible,
the results of the study would provide record support for the City to urge FDOT and/or
the Florida Legislature to develop and approve funding for a new flyover project, in an
effort to improve the flow of traffic in the area for the benefit of the City's residents and
visitors.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby request that the City Administration conduct a study relating to the
feasibility of a potential new flyover project at 63rd Street and Indian Creek, to allow the
City Commission to determine whether to urge the Florida Department of Transportation
("FDOT") to develop and approve a new flyover project, in an effort to ease traffic
congestion in the area; and further, request that the City Administration research the
historical background relating to the FDOT flyover that previously existed on 63rd Street,
and report its findings to the Mayor and City Commission via Letter to City Commission.
