SUBJECT: BEACH PRESERVATION BOARD ELECTION RESULTS
On January 21, 1998, the Mayor and City Commission adopted Ordinance No.
98-3111 establishing the Beach Preservation Committee. The purpose of this
Committee is to aid the Commission in its desire to maintain, preserve, and
protect the beaches and boardwalk of the City of Miami Beach and to promote
and maintain a clean, safe, and ecologically sound environment to be enjoyed
by its citizens and visitors.
The Committee shall consist of seven voting members, one appointed by the
Mayor and one by each Commissioner, and three non-voting ex-officio members.
One of the three ex-officio members shall be a member of the City's Beach
Patrol, who shall receive the highest number of votes in an election by
persons holding the positions of Lifeguard I, Lifeguard II, and Lieutenant.
The City Clerk's office handled the election process. An election was called
for Tuesday, April 7, 1998. Notices were sent to the Beach Patrol Department
informing the employees holding the positions of Lifeguard I, Lifeguard II,
and Lieutenant that an election would be held. Employees holding the three
positions were instructed to contact the City Clerk's office if they wanted
their names included on the ballot. Joseph G. Fisher and Leigh Emerson-Smith
requested their names be included on the ballot.
An election was held on Tuesday, April 7, 1998. There were eighteen ballots
cast. Eleven ballots were cast for Joseph G. Fisher and seven ballots were
cast for Leigh Emerson-Smith. Joseph G. Fisher, having received the highest
number of votes, shall serve as an ex-officio member for a two-year term

With the recent influx of Design Review applications, resulting in longer Design Review Board
(DRB) agendas, the Administration has taken steps to prevent the overly long meetings which
sometimes have lasted up until 2:00 A.M. In this regard, monthly agendas which are deemed by
staff to be lengthy have been divided into two (2) meetings; this has been very effective in terms of
allowing Board meetings to conclude at a reasonable time, as well as being a preventive measure to
ensure that Board members do not become exhausted, possibly affecting their decisions.
The February and March agendas of the DRB were divided into two (2) meetings; the April land
May agendas of the Board, while somewhat lengthy, will each be able to be accommodated by one
(I) meeting, hopefully ending at a reasonable hour. It is anticipated that once all of the non-
conforming projects submitted last December get through the DRB process, the monthly agendas
of th~oard will return to a more manageable size.
