A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE THE FIRST AMENDMENT TO
- THE INTERLOCAL AGREEMENT BY AND BETWEEN DADE
COUNTY, FLORIDA AND THE CITY OF MIAMI BEACH
SECURING OFF-DUTY CITY OF MIAMI BEACH POLICE
OFFICERS TO PERFORM GUARD SERVICES FOR THE PALM .
AND HIBISCUS ISLAND SECURITY GUARD SPECIAL '
TAXING DISTRICT.
WHEREAS, an Interlocal Agreement exists by and between Dade
County, Florida and the City of Miami Beach securing off-duty City ,
of Miami Beach Police Officers to perform guard services . for the
Palm and Hibiscus Island Security Guard Special Taxing District;
and - V
WHEREAS, both parties 'and the Palm and Hibiscus Island .
Homeowners Association concur in amending the existing Interlocal
Agreement to reflect an increase in .the hourly rate changes; and
WHEREAS, a first amendment to the Interlocal• Agreement, a copy
of which is attached as Exhibit "A", is necessary to effectuate
this new rate change. V
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND •CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Clerk are •hereby 'authorized to execute the attached -first
' amendment to the Interlocal Agreement by and between Dade County,
Florida and the City of Miami Beach securing off-duty City of Miami
Beach Police Officers to perform guard services for .the - Palm and
Hibiscus Island Security Guard Special T. 'ing District. '

SUBJECT: FIRST AMENDMENT TO THE INTERLOCAL AGREEMENT WITH DADE
COUNTY SECURING OFF-DUTY CITY OF MIAMI BEACH POLICE
OFFICERS TO PERFORM GUARD SERVICES FOR THE PALM AND
HIBISCUS ISLAND SECURITY GUARD SPECIAL TAXING DISTRICT.

ADMINISTRATION RECOMMENDATION
The Administration recommends that the Mayor and the City
Commission approve a Resolution authorizing the Mayor and the City
Clerk to execute the first amendment to the Interlocal Agreement by
and between Dade County Florida and the City of Miami Beach Police
Officers to perform guard services for the Palm and Hibiscus Island
Security Guard Special Taxing District.
BACKGROUND
The City Administration approved an' increase in the police off-duty
rate from $16. 00 per hour to $20. 00, effective January 3 , 1994 .
The Interlocal Agreement, therefore, must be amended to reflect
this increase.
The Board of Directors of the Palm and Hibiscus Island Homeowners
Association passed a Resolution on December 15, 1993 requesting
that Dade County amend the Interlocal Agreement with the City in
order to maintain the services of our off-duty police officers.

ANALYSIS
This is the first amendment to the Interlocal Agreement and is
desired by all parties.
CONCLUSION
The first amendment to the Interlocal Agreement has been negotiated
between the parties and is ready to implement so the services may
continue.

FIRST AMENDMENT INTERLOCAL AGREEMENT
BY AND BETWEEN DADE COUNTY, FLORIDA
AND THE CITY OF MIAMI BEACH SECURING OFF-DUTY
CITY OF MIAMI BEACH POLICE OFFICERS TO PERFORM
GUARD SERVICES FOR THE PALM AND HIBISCUS ISLAND
SECURITY GUARD SPECIAL TAXING DISTRICT
THIS FIRST AMENDMENT, made and entered into this 'fr day
of /h K}IR.C{4 , 1994 .
The parties agree to delete paragraph no. 3 of the existing
Interlocal Agreement and replace it with:
3 . The COUNTY agrees to pay a fixed hourly rate of twenty
dollars ($20 . 00) per hour for the actual number of service hours
performed, except on the following days the County agrees to pay
forty dollars ($40. 00) per hour:
New Year' s Eve Labor Day
New Year' s Day Veteran' s Day
Martin Luther King, Jr' s Birthday Thanksgiving Day
Washington' s Birthday Day After Thanksgiving
Memorial Day Christmas Eve
Independence Day Christmas Day
The COUNTY agrees to pay a fixed rate of twenty dollars
($20. 00) per hour for hourly services, not to exceed eight (8)
hours per week, as provided by the job coordinator.
The COUNTY agrees to pay a fixed rate surcharge of eight
dollars ($8 . 00) per shift worked.
The COUNTY agrees to pay a fixed rate of seven dollars
($7 . 00) per shift worked for administrative costs associated
with this Interlocal Agreement.
Realizing the competitive market for off-duty police
officer services, the County agrees upon execution of the • •
agreement, to deliver $7, 000 to insure a minimum of two weeks
service at 24 hours service per day. The prepaid funds will be
recouped as a credit against the City invoices received within
the last 30 day. period of this contract or any extension
thereof.
It is further agreed that this amendment will be
retroactive to 12 : 01 _a.m. , January 3 , 1994 .
