RESOLUTION NUMBER 93-21000
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, CALLING A
PUBLIC HEARING TO CONSIDER THE NEXT PHASE AND
DIRECTION OF THE LINCOLN ROAD REVITALIZATION
PROGRAM, THE MOVIE THEATER REQUEST FOR
PROPOSALS, AND THE REQUEST OF THE MIAMI CITY
BALLET TO DESIGNATE A SITE FOR ITS FUTURE
DEVELOPMENT.
WHEREAS, .the Lincoln Road Task Force (the Task Force) has been
working collectively since March, 1992, for the express purpose of
reaching a consensus regarding the successful future of Lincoln
Road; and
WHEREAS, the City Administration has worked closely and
cooperatively with the Task Force, in support of those planning
efforts, including the concept of placing movie theaters on Lincoln
Road; and
WHEREAS, the Task Force is now finalizing a consensus on
issues regarding the physical Master Plan, the functions and
structures of a Management Organization for Lincoln Road, as well
as budget and financing issues regarding both the ' recommended
physical improvements and the on-going management program, and it
is their anticipation that they will be prepared to publicly
present those final plans .
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND? CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public
hearing be called to consider the next phase and direction of the
Lincoln Road Revitalization Program, the movie theater request for
proposals, and the request of Miami City Ballet to designate a site
for its future development .

SUBJECT: SETTING PUBLIC HEARING ON JANUARY 19, 1994, FOR THE
PURPOSE OF CONSIDERING NEXT STEPS FOR LINCOLN ROAD
REVITALIZATION PROGRAM AND THEATER RFP, AND THE REQUEST
OF MIAMI CITY BALLET TO DESIGNATE A SITE FOR ITS FUTURE
DEVELOPMENT.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission set a public
hearing on January 19, 1994, for the purpose of establishing next
steps for the Lincoln Road Revitalization Program, the theater RFP,
and the request of Miami City Ballet to designate a site for its
future development .
BACKGROUND:
The first phase of the Lincoln Road Revitalization planning process
is drawing to a close, and the, Lincoln Road Task Force is
finalizing consensus on issues regarding the Physical Master Plan;
the functions and structure of a= Management Organization; and
budget and financing issues regarding both the recommended physical
improvements and the on-going management program. Final
recommendations are expected to evolve from a day-long
workshop/retreat planned for Sunday, December 19, 1993 , with
selected Lincoln Road Task Force participants.
At the January 19, 1994, Commission Meeting, the Lincoln Road Task
Force participants will be prepared to present final plans for the
Special District, including all of the above mentioned components .
The recomendations to be presented to the City Commission include :
Physical Improvement Master Plan:
1. Budget and schedule of capital improvements.
2 . Early action plans (includes locating and planting 35-40
mature shade trees, replacement of lighting fixtures,
pedestrian graphics and the tram, all to be completed by mid-
May) .
3 . Structuring a process for design review in the design - and
implementation phase.
4 . Involvement of arts program with special art consultant .
Management/Funding:
1. Functions of organization (could include sanitation, security,
landscaping, marketing, promotion, business retention,
recruitment, grant/loan programs for businesses and property
owners, etc. )
2 . Structure or organization, including representation of all n.�3
interests .

Commercial Future of Lincoln Road:
1 . Developing additional goals, if needed.
2 . ' Merchandising and retail tenant mix plan.
3 . Review of cultural base (how to keep it and market it) .
4 . Review of office sector (its role and needs) .
5 . Devising goals for marketing strategy.
6 . Movie theater development .
In the next 30 days, the Lincoln Road Task Force is committed to
come with a plan to the City Commission in preparation for: an
approval •of the Physical Improvement Master Plan to move to Phase
II, which is the design and bid document preparation; approval of
the short term implementation plan; establishment of a legal.
management organization; and establishment of a special district
financing mechanism.
Additionally, the hearing will be an opportunity for the Commission
to finalize the theater RFP which will have been considered by. the
Land Use and Development Committee before then.
The Miami City Ballet is also prepared to discuss a specific site
for its future use. They have considered the City-owned parking
lot across Convention Center Drive from City Hall and directly
behind TOPA as well as the proposed movie theater site . The
• hearing will be an appropriate time to consider this as well .
RECOMMENDATION:
It is recommended that the City Commission set a public hearing for
January 19, 1994, to hear the final report of the Lincoln Road Task
Force for revitalization and to consider the movie theater RFP, and
the Miami City Ballet issues.

ADMINISTRATION RECOMMENDATION:
That the City Commission add an additional topic to the public
hearing to be scheduled on January 19, 1994, regarding a proposal
to create the Miami Beach Historic Museum and locate it in the
building at 555 17th Street.
BACKGROUND:
Agenda Item R-7-L recommends a public hearing be scheduled for
January 19, 1994, to set the final direction for the Lincoln Road
Project as well as approving the Request for Proposals for movie
theaters project and to determine the,potential and funding source
for relocating the Miami City Ballet to an area west of the Miami
Beach Theater of the Performing Arts.
It is suggested that an additional topic regarding a proposal to
create the Miami Beach Historic Museum to be located in the
• building currently occupied by the Building Department and the
Concert Association of Greater Miami, Inc. , be added to the public
hearing.
CONCLUSION:
Approve the request to add an additional topic to the public
•hearing to be scheduled on January 19, 1994.
