A RESOLUTION OF THE MAYOR AND CITY
• COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE SUBMISSION OF THE
COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY
(CHAS) TO THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT, IN ACCORDANCE WITH
TITLE I OF THE CRANSTON-GONZALEZ NATIONAL
AFFORDABLE HOUSING ACT OF 1990 AND THE
HOUSING AND COMMUNITY DEVELOPMENT ACT OF
1974, AS AMENDED, FOR THE PERIOD COVERING
10/1/93 THROUGH 9/30/95.

WHEREAS,the passage of the Cranston-Gonzalez National Affordable Housing Act
of 1990 requires that the City prepare.and submit to the U.S. Department of Housing and
Urban Development(HUD),a Comprehensive Housing Affordability Strategy(CHAS);and
WHEREAS, in order to continue receiving federal Community Development Block
Grant (CDBG) and HOME Investment Partnership Program funds, and to remain eligible
for other federal and state grants, the City must update the CHAS; and
WHEREAS, it is the City's intent to provide a comprehensive housing document
which accurately reflects the affordable housing needs and goals within the City of Miami
Beach based on 1990 Census data; and
WHEREAS,in order for certain agencies to submit federal and state applications for
housing and related assistance, they must obtain a"Certificate of Consistency"with the City's
adopted CHAS document; and
WHEREAS, the City has undergone an extensive citizen participation process which
included a Public Hearing on the CHAS held on September 23, 1993, in order to obtain
citizen input, one-on-one interviews, and the availability of this document for a 30-day
written comment period which.concluded on December 1, 1993. .
NOW, THEREFORE, ' BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that said parties are
herewith authorizing the submission of the Comprehensive Housing Affordability Strategy
(CHAS) to the U.S. Department of Housing and Urban Development, in accordance with
Title I of the Cranston-Gonzalez National Affordable Housing Act of 1990 and the Housing
and Community Development Act of 1974, as amended, for the period covering 10/1/93
through 9/30/95.

SUBJECT: AUTHORIZATION TO .SUBMIT .THE COMPREHENSIVE HOUSING
AFFORDABILITY STRATEGY (CHAS) TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD)
ADMINISTRATION RECOMMENDATION:
To adopt the attached Resolution authorizing the submission of the Comprehensive Housing
Affordability Strategy(CHAS)for the period covering 10/1/93 through 9/30/95, to the U.S.
Department of HUD on or before December 31, 1993.
BACKGROUND:
The City of Miami Beach is an entitlement recipient of federal Community Development
Block Grant (CDBG), HOME Investment Partnership,. and Emergency Shelter Grant
(ESGP) program funds from the U.S. Department of Housing and Urban Development. •
In the past two years, the City has received over $6 million to undertake various affordable
housing related eligible activities. In order to continue receiving these funds as well as other
federal and state grants,the City must address the provision of affordable housing for Miami
Beach residents.
In accordance with Title I of the National Affordable Housing Act, in order to participate
in certain HUD programs, local governments must have an approved CHAS. As you are
aware,the City Commission on 12/4/91 adopted a five-year CHAS document for the period
covering 10/1/91 through 9/30/96, which was subsequently approved by HUD. This year
HUD required communities to update their CHAS in order to incorporate 1990 Census
data. Municipalities must choose the prescribed period to cover at a minimum one year and
at the maximum five years. Since HUD has recently decided to require a comprehensive,
consolidated planning document which will eventually include: the CDBG Final Statement,
the CHAS, the HOME Program Description, and the Emergency Shelter Grant Program,
the CHAS could become obsolete in two years. Therefore, this document bridges a two
year period of time.
ANALYSIS:
In order to be eligible to continue to receive Federal entitlement program funds such as the
CDBG and HOME programs, grantees must have their adopted CHAS approved by U.S.
HUD. This must be received by HUD on or before 12/31/93. In order for certain
agencies to submit federal and state applications for housing and related assistance, a 82
"Certificate of Consistency" with the City's adopted CHAS document must be received.

Prior to submission of the revised CHAS to U.S. HUD, the City must follow certain citizen
participation requirements. In accordance with such, the City has undergone an extensive
citizen participation process including a Public Hearing on the development of the CHAS,
which was held on September 23, 1993, at 5:01 p.m. Thirty (30) people were in attendance
and their comments and concerns were taken into consideration prior to preparation of the
CHAS document. One-on-one interviews were conducted with City officials including the
Mayor and Members of the City Commission, non-profit housing organizations, community
development corporations, and social service agencies, as well as providers of assistance to
the homeless.
Further, an advertisement was published in the Miami Herald on October 31, 1993 advising
the public of the availability of the CHAS and officially opening a 30-day comment period
which concluded December 1, 1993. The City Administration has reviewed the written
comments received from the Miami Beach Development Corporation and Legal Services
of Greater Miami, Inc., and the City's response to such is attached for your review. All
letters received and responses sent will become a part of the published CHAS document.
It should be noted that letters regarding the CHAS process and comment period were sent
to: the Miami Beach Development Corporation; the North Beach Development
Corporation; Legal Services of Greater Miami, Inc.; the RAIN Mothers; members of the
City's Loan Review Committee; Miami Beach Housing Authority; Douglas Gardens Mental
Health Center; and the Community Development Advisory Committee, as well as those who
attended the CHAS Public Hearing (see attached attendance list).
The proposed CHAS establishes the following priorities:
* Increased Opportunities for Homeownership, particularly for low and moderate
income residents through: new construction, a first-time homebuyer program, and
private fund leveraging.
* Support and development of projects that upgrade and reconfigure the City's existing
housing stock to meet the.needs of the City's residents through: multi-family and
single-family housing rehabilitation, and housing code enforcement.
* Develop programs to prevent residents threatened with loss of housing from
becoming homeless through: counseling programs for tenants and landlords, rental
housing, Housing Authority participation, and anti-displacement programs.
* Provide supportive services and affordable housing to City residents with special
• needs, particularly the elderly/frail elderly and the physically disabled through:
financial support of Log Cabin Enterprises Inc., vocational training programs,
Housing Authority initiatives, and special needs housing for people living with AIDS.
* Support the development of new affordable ownership and rental housing through:
a joint venture project between the City and the Housing Authority.
* Participation in regional efforts and programs to provide supportive services and
housing for homeless families and individuals through: continued use of the City's
federal Emergency Shelter Grant Program (ESGP) funds, the one percent sales tax,
and county-wide efforts to prevent persons from becoming homeless.

CONCLUSION:
It is recommended that the City Commission adopt the attached Resolution to approve the
submission of the CHAS document to U.S. HUD on or before the deadline of December
31, 1993.
