RESOLUTION NO. 93-20986
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA CALLING A
PUBLIC HEARING TO CONSIDER TRANSMITTING TO THE
DEPARTMENT OF COMMUNITY AFFAIRS AMENDMENTS TO
THE PUBLIC PARTICIPATION PROCEDURES, FUTURE
LAND USE MAP AND ALL ADOPTED COMPONENTS OF THE
CITY'S COMPREHENSIVE PLAN AS WELL AS RELATED
SUPPORT DATA AND ANALYSES.
WHEREAS, the City's Planning, Design and Historic Preservation
Division -has recommended amendments to the City' s Comprehensive
Plan including changes in the Public Participation Procedures;
Future Land Use Map; Goals, Objectives and Policies; Future Land
Use Element; Capital Improvement Program Element; Sanitary Sewer,
Solid Waste,, Drainage and Potable Water; Housing Element; Traffic
Circulation Element; Mass Transit Element; Recreation and Open
Space Element; Conservation/Coastal Zone Management;
Intergovernmental Coordination Element; Historic Preservation
Element and Ports, Aviation and Related Facilities and support data
and analyses related to said amendments; and
WHEREAS, on December 2, 1993 the Planning Board which is the
City's Local Planning Agency will hold a public hearing to consider
the aforesaid proposed amendments to the Comprehensive Plan and
related support data and analyses and will thereafter transmit to
the City Commission its recommendations regarding the amendments;
and
WHEREAS, pursuant to Section 163 . 3184 of the Florida Statutes
the City Commission must hold a public hearing to consider
transmittal of the proposed amendments and related support data and
analyses to the State of Florida Department of Community Affairs.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA that a public hearing to consider
transmitting to the State of Florida Department of Community
Affairs amendments to the City' s Comprehensive Plan including
changes in the Public Participation Procedures; Future Land Use
Map; Goals, Objectives and Policies; Future Land Use Element;
Capital Improvement Program Element; Sanitary Sewer, Solid Waste,
Drainage and Potable Water; Housing Element; Traffic Circulation
Element; Mass Transit Element; Recreation and Open Space Element;
Conservation/Coastal Zone Management; Intergovernmental
Coordination Element; Historic Preservation Element and Ports,
Aviation and Related Facilities and support data and analyses
related to said amendments is hereby called to be held before the
City Commission in its chambers on the Third Floor of City Hall,
1700 Convention Center Drive, Miami Beach, Florida on January
6 , 1993 beginning at 5:00 p.m. ; and the City Clerk is hereby
authorized and directed to publish appropriate Public Notice of the
said Public Hearing in a newspaper of general paid circulation in
the jurisdiction of Miami Beach and of general interest and
readership in Miami Beach at which time and place all interested
parties may be heard.

SUBJECT: SETTING OF PUBLIC HEARING DATE - TRANSMITTAL OF
COMPREHENSIVE PLAN TO THE STATE OF FLORIDA
RECOMMENDATION
The Administration recommends that the City Commission set a date
to hold a public hearing to consider the transmittal, of an amended
Comprehensive Plan to the State of Florida Department of Community
Affairs (DCA) .
BACKGROUND
At the time the City of Miami Beach re-adopted its Year 2000
Comprehensive Plan last year in order to meet noticing
requirements, the State of Florida Department of Community Affairs
requested that the City submit an updated plan by the end of 1993
reflecting revised data and analysis. The City hired Robert K.
Swarthout, Inc. , as planning consultant, to assist in the
preparation of this Comprehensive Plan Amendment. This draft
document is now complete and has been made available for public
inspection.
ANALYSIS.-
The Planning Board will be holding a public hearing tomorrow,
December 2, to make a determination as to the internal consistency
of the Comprehensive Plan, including proposed changes and will vote
on whether or not to recommend that the City Commission transmit
the proposed changes, along with the related support data and
analysis, to the State of Florida Department of Community Affairs
as amendments to the City's Comprehensive Plan.
The following adopted components of the adopted plan are under
consideration for change: Public Participation Procedures;
Monitoring and Evaluation Procedures; Future Land Use Map; Goals
and Objectives; Future Land Use Element; Capital Improvement
Program Element; Sanitary Sewer, Solid Waste and Potable Water;
Housing Element; Traffic Circulation Element; Mass Transit Element;
Recreation and Open Space Element; Historic Preservation Element;
and Ports, Aviation and Related Facilities.
In accordance with the above referenced Public Participation
Procedures section of said Plan and the pertinent Florida Statutes,
the City Commission must hold a public hearing on amendments to the
Comprehensive Plan prior to their transmittal to the State.

CONCLUSION
In view of the foregoing, the Administration has concluded that the
City Commission should set a public hearing date for considering
the transmittal of the Amended Comprehensive Plan for Miami Beach
to the State of Florida.
