A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE FILING OF AN APPLICATION FOR A GRANT AND, IF
FUNDED, AUTHORIZING THE APPROPRIATION AND
EXPENDITURE OF FUNDS UNDER THE STATE OF FLORIDA
MOTOR VEHICLE THEFT PREVENTION AUTHORITY
JUVENILE JUSTICE PARTNERSHIP PROGRAM, FOR
FUNDING OF THE MIAMI BEACH POLICE DEPARTMENT AND
YOUTH COMMUNITY ASSISTANCE PROGRAM (PYCAP) .
WHEREAS, the City of Miami Beach Police Department. operates a
program known as the Police and Youth Community Program (PYCAP) for
the benefit of the citizens of the City of Miami Beach; and,
WHEREAS, the City of Miami Beach Police Department desires' to
continue this worthwhile program and may not be able to secure all
of the monies necessary through donations; and,
WHEREAS, the State of Florida, through the Motor Vehicle Theft
Prevention Authority Juvenile Justice Partnership Program, has
funds available for this program; and,
WHEREAS, the total estimated funds necessary for the program
is $72,560 and the State of Florida, Motor Vehicle Theft Prevention
Authority Juvenile Justice Partnership Program's financial
assistance is required.
NOW THEREFORE, BE IT- DULY. RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
Section 1. . The City of Miami Beach Police Department, through
the' Office of the City Manager, is authorized and directed to make
application to the State of Florida( Florida Motor Vehicle Theft
Prevention Authority Juvenile Justice Partnership Program, for
grant funding for the City of Miami Beach Police Department PYCAP
Program, provided that there is no cash match required for this
project from the City of Miami Beach.
Section 2 . The City of Miami Beach Police Department certi-
fies that it will accept the terms and conditions set forth in the
Project Agreement for any assistance awarded under the proposal for
grant funds, and the City of Miami Beach Police Department is in
complete accord with the proposal and will carry out the program in
theumanner described in the proposal and any plans and specifica-
tions thereto unless prior approval for any change has been
received.
Section 3 . The City of Miami Beach Police Department will not
discriminate against any person on the basis of race, color or
, national origin in the use of any property or facility acquired or
developed pursuant to this proposal, and shall comply with the
terms 'and intent of Title VII of the Civil Rights Act of 1964, P.L.
88-352 (1964) , and design and construct all facilities to comply
fully with statutes relating to accessibility by handicapped
persons as well as other federal, state and local laws, rules and
requirements. '
Section 4 . The City of Miami Beach Police Department will
maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.

The Administration ,recommends that the City Commission authorize
the filing of an, application for a grant under the Florida Motor
Vehicle Theft Prevention Authority Juvenile Justice Partnership
Program for funding of the Miami Beach Police Department PYCAP
Program. •

• BACKGROUND
•
The Dade County School Board operates a school known as the "South
Beach Alternative Middle School, " in the City of Miami Beach. The
school, which is funded jointly by the Federal Government and the
Dade County School Board, was opened in November, 1989 . The School
specifically serves students who are 'deemed "at risk" of dropping
out of school and/or have family or social behavior problems which
have limited, their ability to participate in the regular public
school system. Students are transferred to South Beach from other
public schools. Approximately 65% of the student population are
• residents of Miami Beach.
It is no secret that the students in this school are having a
difficult time at school and at home. Some of these students
became involved in criminal acts, and the police' were called and in
the students minds, it was perceived as a negative interaction. As
these incidents became known, the community began to view these
youths as 'delinquents.
Recognizing the problems, the Miami Beach Police Department sought
to provide these students with positive role models and activities,
thus, PYCAP was born. PYCAP stands for Police and Youth Community
Assistance Program.

. . PYCAP is a project which brings the students of South Beach
Alternative Middle School, the staff of the school, community
business people and professionals, and officers from the Miami
Beach Police Department together. The PYCAP program has four (4)
inter-related program areas. These are:

*** Mentoring •
- The target population ie approximately 120 students, all of whom
attend South Beach Alternative Middle School. They range in ages
from 12-16 years Old. They are selected for the program Jointly by
School and Police Department personnel. 1

PYCAP is a=multi-phased program. The four (4) phases are:
*** Community Assistance Service reinforced by recreational
activities.
*** Career Days, which expose students to different occupations.
*** Summer and After School Jobs Program.
*** Mentoring.
The first phase of PYCAP is Community Assistance. This phase
combines the efforts of the students, teachers, local businessmen
professionals and police officers in service-oriented projects in
the community. Community assistance activities are scheduled.
• approximately every two weeks. throughout the school year.
• Community work. includes, but is not limited to, cleaning of
business districts, residential sections, school grounds, painting
out graffiti and engaging in community education projects. On
these days, after the task has been completed., students, teachers,
businessmen and professionals participate in recreational
. activities together. These activities include softball,
volleyball, field trips, fishing, camping, Outward Bound •
activities; and summer camps. . .
The second phase of PYCAP is Career Day. Local business people and
professionals, who have been associated with PYCAP through
Community . Assistance activities, are asked to provide a Career, Day
for students. The students spend" a day with the businessperson and
professionals and follow up by writing a report for credit at
school. This exposure to various occupations will broaden the
students' perspective, familiarizing them with positive life styles
with which they may not be familiar.
The third phase of PYCAP is the Summer and After School Jobs
Program. In this phase of PYCAP, businesses, who have been
associated with PYCAP through Career Days and Community Assistance
Projects, are solicited to provide summer and after school
employment' for participating students.
• The fourth phase of PYCAP is Mentoring. This. phase of the program
identifies individuals as mentors and matches ' them with
participating students with whom they have come in contact in any
of the three. previous phases of PYCAP. Our goal is to develop
mentoring relationships between police officers, local business
people, professionals and participating students. Participants. are
encouraged to spend time together, share experiences with one
another. and develop a relationship of mutual respect and trust.
Police officers, school staff, community, business people and ,
professionals will work together to develop positive relationships
with student participants, and assist them in dealing with their
social and family needs. The goals of mentoring are:
1. To develop favorable role models for students and provide a
. positive influence on' the students.
•
2 . To redirect their lives towards responsible and productive
citizenship.
3 . To have students return to and function within the mainstream
Dade County schools.
Participating students are rk't; ynized by the school and the City
'Commission via proclamation ant certificates. Feedback is obtained
by school 'officials. In a•ldition, comparisons of attendance,
academics and conduct are' compared before and after PYCAP
participation.

The grant funds will provide the needed financial assistance for

the Police Department to continue this much needed project.
CONCLUSION .
This project will allow the City of Miami Beach to receive
$72, 560.00 in . funds to fund the PYCAP Program. There is no cash
match required for this project from 'the City. of Miami Beach.

(9) JUSTIFICATION/RATIONALE FOR THE PROGRAM
The South Beach Alternative Middle School is located
at 920 Alton Road in the City of Miami Beach. The
South Beach Alternative Middle School is a jointly
funded project by the Federal Government and the Dade
County School Board.
The South Beach Alternative Middle School opened in
1989. The purpose was to establish a school that
specifically deals with students who have been
determined to be "at risk" of dropping out of school.
The South Beach Alternative Middle School currently
has 120 students between the ages of 11 through 16.
60% of the students claim residence in the City of
Miami Beach. These students have been identified and
transferred to the South Beach Alternative Middle
School because they have social and family problems
which have limited their abilities to adapt to the
regular public school they would normally attend.
Both the police and the community tended to view
students who attended South Beach Alternative Middle
School as delinquents. The students committed some
mischief or crime and the police were immediately
sent. As a result, the only contact between the
police and the students were generally not positive in
nature.

3. What methods and criteria will be used to identify juveniles at risk of involvement with the juvenile justice system. Describe
the estimated total number of juveniles to be served,broken down by age, sex, and ethnicity. State if they are presently served
by other programs.
Juveniles are identified by the School Board and are offered the opportunity to voluntarily
enroll in this school or face expulsion from the school system. The target population is
the 120 students who attend the school . They range in age from 12-17 years old, both male
and female. The ethnic breakdowns of the school is 65% Hispanic, 30% Black and 5% Non-Hispanic
White.
4. To what extent will parents and guardians be involved in the program?
Parents and guardians are encouraged to take part in all of the PYCAP activities.

7. How is the program consistent with county council and district juvenile justice plans?
This program complies with the following goals:
** Creation of multi-agency, geographically based service to delivery teams in high crime areas.
** Increase the availability of late night recreation options for youth.
** Development of more skill training, apprenticeships and jobs for youth.
** Creation of an academy for the comprehensive education of delinquent youth.

GOAL:
To return ten (10) PYCAP participants to their assigned
school.
OBJECTIVE:
The program is intended, through mentoring and role models, to
return these students to their assigned school.
SERVICES/ACTIVITIES:
The Police Department will lead the project by managing the
programs services/activities with support from HRS and the
South Beach Alternative Middle School.
PERFORMANCE INDICATORS:
Comparisons of attendance, academics and conduct are made
before and after PYCAP participation.
TIME FRAME:
The school year.

The police officers assigned to PYCAP are all experienced, highly motivated employees. Each is
also trained as an SRO (School Resource Officer) and D.A.R.E. Instructor.

INTERAGENCY AGREEMENT
This Interagency Agreement is between the Florida Department of
Health and Rehabilitative Services (HRS) , South Beach Alternative
Middle School (A Dade County School Board funded program) , and the
City of Miami Beach Police Department (Police Department) .
Each agency is interested in participating in a project known as
the Police and Youth Community Assistance Program (PYCAP) that is
managed by the Police Department. Each agency is interested in
participating with one another in this project as follows:
The Police Department will supply police officers to
supervise, instruct, mentor and manage the project and
its activities.
HRS will provide those services for those children in the
project who have committed law violations or otherwise
have come to the attention of HRS. These children who
receive counseling services will be referred by HRS
pursuant to their procedures for counseling.
South Beach Alternative School will identify and supply
students to participate in the project, staff and provide
facilities to assist in the project.
Each agency recognizes the value of this project and will work
diligently towards its success.

CONFIRMATION OF REVIEW BY COUNTY COUNCIL
The Dade County Juvenile Justice Council has reviewed the proposal
for grant funding through the Florida Motor Vehicle Theft
Prevention Trust Fund Community Juvenile Justice Partnership Grant
Program and has found that the grant application supports one or
more purposes or goals of our county juvenile justice plan as
developed by the council.
The following is a brief summary indicating how the proposal
supports the plan.
** Reduces the number of suspended and/or 'expelled youth who are
left undersupervised and without positive activities to
participate in during school hours.
** Improves the relationship between youth and law enforcement.
** Improves relationships among the community, law enforcement,
