SUBJECT: A RESOLUTION AUTHORIZING AND DIRECTING THE SUBMISSION OF
AN APPLICATION TO THE STATE DEPARTMENT OF AGRICULTURE AND
CONSUMER SERVICES FOR FINANCIAL ASSISTANCE TO THE.CITY OF
MIAMI BEACH FOR AN SBA SMALL BUSINESS TREE PLANTING GRANT
Administration Recommendation
The Administration recommends that the City Commission adopt the
attached resolution authorizing the submission of an application to
the State of Florida Department of Agriculture and Consumer
Services (FDACS) , Division of Forestry in the amount of $125,000.
for the continuation of the rehabilitation of existing trees
(including trimming, fertilization, etc. ) , replanting of new trees,
and staff training and education through a local reforestation
program.
Background and Analysis
In January 1993, an Urban Reforestation Task Force met locally to
discuss reforestation priorities following Hurricane Andrew. The
task force, organized by the Division of Forestry, the U.S. Forest
Service and The Trees for Dade Committee, brought together local
experts to discuss a cooperative effort for urban reforestation.
The task force priorities were used as a basis for a request
forwarded to the Governor's office for $1. 66 million in federal
aid. This funding became a reality as part of the Dire Emergency
Supplemental Appropriation Bill (.PL 103-50) passed by Congress in
the Spring of 1993, due to the strong support of the South Florida
Congressional Delegation.
These funds were awarded by the USDA Forest Service on September
30, 1993 through an Urban Forestry Assistance Grant. The Division
of Forestry of the Department of Agriculture and Consumer Services
is responsible for administering the funds within the State of
Florida and is currently requesting proposals for funding (no local
matching dollars required) from municipalities.
Available grant funding could support the needs of the City of
Miami Beach in the following grant categories;
