A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, CALLING
FOR THE PHASING OUT OF THE PRACTICE OF RENTING
METERED PARKING SPACES TO PRIVATE VALET
PARKING OPERATORS, AND DIRECTING THE
ADMINISTRATION TO REEXAMINE THE CITY'S
REGULATIONS AND STANDARDS FOR PRIVATE
PROVISIONAL AND TEMPORARY PARKING LOTS AND TO
BRING TO THE CITY COMMISSION A PLAN FOR
REVISING CITY REGULATIONS TO MAKE IT POSSIBLE
FOR MORE SUCH LOTS TO BECOME AVAILABLE FOR USE
BY VALET PARKING OPERATORS.
WHEREAS, new construction and the rehabilitation of existing
properties, the influx of younger, more affluent residents and the
opening of an ever-increasing number of new businesses, restaurants
' r
and nightclubs, particularly in the area South of Dade Boulevard
has drastically increased the demand for parking spaces in the
City; and •
WHEREAS, in addition to long-term solutions to parking needs
such as the construction of additional garages, there is a need to
encourage more efficient use of existing parking spaces and to
allow for the utilization of potential facilities to create
additional parking, spaces; and
WHEREAS, the use of the City' s metered parking spaces by
private valet parking companies reduces the number of such spaces
available for use by the public; and
WHEREAS, it may be possible to increase the number of
privately owned parking spaces available for use by valet parking
companies by revising the City' s regulations and standards for
provisional and temporary parking lqts.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and
City Commission hereby call for the phasing out of the practice of
renting metered parking spaces to valet parking operators and
direct the Administration to reexamine the City' s regulations and
standards for private provisional and temporary parking lots and to
bring to the City Commission a plan for revising City regulations
to make more such lots available for use by valet parking
operators .

RE: Short Term Parking System Goals and Objectives
During the past month I have had the opportunity to attend several
important meetings and to read various documents and letters
regarding parking, traffic and transportation. This includes the
January 5, 1994 City Commission meeting when Commission Memorandum
No. 490-93: PARKING SYSTEM GOALS AND OBJECTIVES was presented.
It is evident that the City must expedite short term solutions to
meet the parking, transportation and traffic crisis. The
Transportation and Parking Committee passed two important
resolutions at yesterday's meeting regarding a crash program for
parking garage safety and aesthetics, and a user-friendly decal
marketing effort. I would encourage forward motion on both of
these matters.
In addition, I would urge that a. compact list of SHORT TERM
OBJECTIVES be immediately implemented within the next six months
and that the Commission be given a timeline to achieve them. It is
'unfair to the public to drastically change parking rules without
offering alternative short-term solutions. The sampling of letters -
I have attached to this memo will attest to the public concerns.
While the City Commission has proceeded with plans to purchase land
for parking lots and has begun the process to construct parking
garages, this relief will not take place for at least another year.
For this reason I ask for due diligence in the implementation of
shot-term parking relief to enhance the vitality of our City for
residents, merchants and tourists.
My proposed list, though not in priority order, includes:

• Review the proposals from the Parking and Transportation
Committee for "zoned parking rates" .
• Activate additional "residents-only parking permit programs" for
those who live in mixed-use neighborhoods. Return to the six-
month purchase plan for decals.
• Monitor and enforce the valet companies use of loading zones and
meter rentals in areas of high traffic impact. Enforcement by
police and/or metered parking will alleviate traffic congestion.
The curbside lanes and rented meters are meant to be exclusively
for pick up and delivery of vehicles and for loading and
delivery only.
• Activate incentives for "Free Parking Programs" in the
neighborhood commercial districts (validation programs, etc. ) .
This program will require attendant garages.
• Activate one-way street angle parking on Pennsylvania and
Euclid to create more residential parking for decal holders.
• Review towing practices on vacant lots. I expect we will
discuss this at the upcoming Towing Workshop.
• Inspect code compliance for provisional and temporary parking
lots in the historic district. Reevaluate the City's
regulations and aesthetic requirements for temporary parking
lots with the intention of creating more visually acceptable
short-term parking space solutions.
• Implement a park-ride program within the highly impacted
traffic/parking areas.
• Begin the immediate upgrade of, and a secure management plan for
all Miami Beach parking facilities with the first priority given
to SAFETY, CLEANLINESS AND CONVENIENCE.
