A RESOLUTION OF THE MAYOR AND CITY COMMISSION
• OF THE CITY OF MIAMI BEACH, FLORIDA, PROVIDING
FOR THE APPOINTMENT OF AN INDEPENDENT AUDITOR
TO EXAMINE, AUDIT AND ANALYZE ALL FUNDS AND
ACCOUNTS, EXPENSES/EXPENDITURES, SOURCES OF
INCOME AND PROCEDURES FOR COLLECTION AND
ACCOUNTING IN CONNECTION WITH THE OPERATION OF
THE CITY'S PARKING SYSTEM AND PROVIDING
PROCEDURES FOR SELECTION AND RETENTION OF THE
AUDITOR. .
WHEREAS, the Mayor and City Commission require accurate
financial data regarding the operation of the City' s parking system
in order to best ,determine the most feasible means of resolving the
parking issues in Miami Beach; and
WHEREAS, the Mayor and City Commission wish to insure that
methods used for the collection of monies due the City from parking
meters, parking lots and other parking system sources within the
City are efficient, reliable and provide adequate accountability
for public funds .
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1. DUTIES OF INDEPENDENT AUDITOR.
That an independent accounting firm be retained to perform the
following professional services in connection with the operation of
the City' s Parking system:
(a) Examine, audit and analyze the following:
(1) All funds and accounts
(2) Expenses/expenditures
(3) Sources of income and amounts incoming from each
individual source
(4) Procedures for collection and accounting for monies
incoming from each source
(5) Review internal controls and practices
(6) Review capital programs .
(b) Provide the City Commission with a written report of its
findings and conclusions in connection with the matters set

forth in paragraphs (a) and (b) above .
(c) Perform such other duties as may be requested by the City
Commission pertaining to auditing and analysis in connection
with the operation of the City' s parking system.
SECTION 2 . That the City Administration,. the City' s current
independent auditor, and the City Attorney' s Office shall prepare
a scope of services for the independent auditor to perform.
SECTION 3 . SELECTION OF INDEPENDENT AUDITOR.
(a) That the City Commission shall direct the Administration
to prepare a public advertisement for the position of
Independent Auditor to perform the services required. The
Mayor and City Commission shall approve the advertisement and
may interview the candidates. One duly qualified candidate
shall be approved by resolution of the Mayor and City
Commission at a regularly scheduled Commission meeting.
(b) Upon approval of the candidate selected, the City
Attorney shall negotiate an agreement with the selected
auditor. The agreement between the City and the selected
auditor shall be approved by the Mayor and City Commission at
a regularly scheduled Commission meeting.
