OF THE CITY OF MIAMI BEACH, FLORIDA
AUTHORIZING THE PREPARATION AND SUBMISSION OF
AN APPLICATION FOR FUNDING UNDER THE EMERGENCY
SHELTER GRANT. PROGRAM (ESGP) TO THE U. S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
(HUD) , PURSUANT TO TITLE IV OF THE STEWART B.
MCKINNEY HOMELESS ASSISTANCE ACT, PL 100-77
(7/22/87) AND SECTION 485 OF THE STEWART B.
MCKINNEY HOMELESS ASSISTANCE AMENDMENTS ACT OF
1988, PL 100-628 (8/10/88) ; AND AUTHORIZING
THE APPROPRIATION OF SUCH FUNDS WHEN RECEIVED.
WHEREAS, on July 22, 1987, President Reagan signed into law
the Stewart B. McKinney Homeless Assistance Act intended to provide
urgently needed assistance to protect and improve the lives of the
homeless; and
WHEREAS, the City of Miami Beach was allocated $74, 000 for
Fiscal Year 1994 to be used for either rehabilitation, operation or
maintenance, the provision of essential services, the development
of homeless prevention activities, or an appropriate combination of
. the above, at a shelter for the homeless; and
WHEREAS, with Fiscal Year 1992/93 ESGP funds, the City
contracted with the Miami Bridge Inc. , to provide homeless
assistance to youth ages 10 to 17; and
WHEREAS, in lieu of ESGP funds, the City will endeavor to
obtain other resources that would enable the Miami Bridge to
continue the provision of services to Miami Beach youth; and
WHEREAS, the mot recent homeless survey conducted by the City
indicates that the majority (82%) of Miami Beach's visible homeless
population are adult males; and
WHEREAS, the City desires to continue to strengthen the
partnership with the Miami Beach Housing Authority in the provision
of affordable housing and homeless programs; and
WHEREAS, the Administration has determined that by providing
the City's Emergency Shelter Grant funds to the Housing Authority
they can best leverage the highest level of ' services for Miami
Beach's adult male homeless population; and
WHEREAS, by combining the City's FY 1994 ESGP funds in the
amount of $74, 000 with the Housing Authority's other programs, they
can expand their services to include Miami Beach's adult male
homeless population. Further, the Housing Authority's Rent
Supplement Program (RSP) is designed to provide assistance to low-
income persons who are in imminent threat of becoming homeless.

NOW, THEREFORE, , BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the
City Manager to prepare and submit an application for funding under
the Emergency Shelter Grant Program (ESGP) to the U. S. Department
of Housing and Urban Development (HUD) , pursuant to Title IV of
the Stewart B. Mckinney Homeless Assistance Act, PL 100-77
(7/22/87) and Section 485 of the Stewart B. Mckinney Homeless
Assistance Amendments Act of 1988, PL 100-628 (8/10/88) ; and
authorizing the appropriation of such funds when received.

SUBJECT: SUBMISSION OF THE EMERGENCY SHELTER GRANT PROGRAM (ESGP)
APPLICATION TO THE U.S. DEPARTMENT OF HUD.

ADMINISTRATION RECOMMENDATION:
The Administration. recommends that the City Manager be authorized
and directed to prepare and submit an application for funding under
the Emergency Shelter Grant Program (ESGP) to the U.S. Department
of HUD before March 7, 1994, and that the City Manager be the
authorized signator. Also, should the funds be allocated from the
U.S. Department of HUD, that the City be authorized to appropriate •
such funds when received.
BACKGROUND:
On January 21, 1994, the City received official_notification from
the U.S. Department of Housing and Urban Development (HUD) , of our
entitlement allocation in the amount of $74, 000 for Fiscal Year
1994, under the Emergency Shelter Grant Program (ESGP) . This is a
$43, 000 increase from our FY 93 allocation of $31, 000 . •
Historically, the City' s annual allocation of ESGP funds has been
insufficient to renovate and operate a shelter in Miami Beach;
therefore, we have engaged the services of. a qualified service
provider to serve Miami Beach' s homeless population. The City of
Miami Beach had a contractual agreement with the Miami Mission -
,Association, Inc. (MMA) Women and Children' s Shelter, from 1987 to
1991. We mutually discontinued our contractual relationship based
on their commitment to conduct religious teaching and counseling
services, which is expressly prohibited.
In 1991, we choose a new service provider, the Miami Bridge, Inc. ,
homeless shelter for youth ages 10 to 17 years and a contract in
the amount of $43, 700 was subsequently approved by the City
Commission commencing July 1, 1992 . The provision of services by
Miami Bridge under the terms of their 1993 agreement -in the amount
of $31, 000 was excellent, and 32 Miami Beach youth were served in
their facility during the eight month term of the City' s ESGP
agreement.
Rather than renew our ESGP agreement with the Miami Bridge,
Commissioner David -Pearlson has advised that he is seeking
alternative sources of funds for the Miami Bridge in order to
ensure the continued provision of services to Miami Beach youth.

ANALYSIS:
According to a homeless survey conducted by Joe Pinon, Executive
Assistant to the City Manager, in January/February, 1993, the
majority (82%) of Miami Beach' s visible homeless population are
adult males. Therefore, with the City' s FY 94 ESGP allocation of .
$74, 000, the Administration proposes to enter a contractual
agreement with the Miami Beach Housing_ Authority for the provision
of shelter services to Miami Beach' s homeless adult male
population, specifically, including those requiring alcohol and
drug abuse rehabilitation.
As you are aware, the Miami Beach Housing Authority has recently
initiated several innovative programs that include self-sufficiency
components and a full "continuum of care" program serving Miami
Beach' s low-income population.
The Housing Authority is currently assessing the range of services
that homeless providers (e.g. Better Way of Miami Inc. , a facility
for homeless males with drug and alcohol addiction problems) can
render to adult male homeless individuals. Utilizing the City' s
- ESGP funds in the amount of $74, 000, the Housing Authority can best
serve this segment of the population. The full grant amount will
be used directly for the provision of services, and no
administrative fee is associated with this program.
Further, this will enhance the Housing Authority' s Rent Supplement
Program (RSP) . The Housing Authority has set aside $200, 000 from
their own funds to provide assistance to persons who are in
imminent threat of becoming homeless.
Therefore, the Housing Authority, through the ESGP Program will
provide services for Miami Beach' s adult male homeless population;
and through their Rent Supplement Program they will assist other
Miami Beach residents.
CONCLUSION:
The City Administration recommends adoption of the attached
Resolution authorizing the preparation and submission of an ESGP
grant application to the U. S. Department of Housing and Urban
Development. Further, we recommend that the application be based
on the concept of providing services to Miami Beach' s most visible .
homeless population, i.e. adult males. The Miami Beach Housing
Authority will render these services on behalf of the City.
Once the City receives notification of its ESGP grant award based
on the above described concept, the Administration will draft a
detailed Agreement between the City and the Miami Beach Housing
Authority stipulating the terms and criteria for service. This
Agreement will be brought before the City Commission for approval.
