Annual Self-Representation Letter Steven, James, Michael, and Perry Boucher, have had open lobbyist issues since 2013. Our
database shows that the last time that they were active, prior to 2023, was when they paid their
annual registration fee in 2016.
In 2018, the Commission changed the Lobbyist Ordinance making a lobbyist who is self-
representing their own company, no longer required to pay the annual registration fee. Since the
Boucher Brothers are self-representing, they do not owe any fees to become active. For a self-
representing lobbyist to become active in the City's database an email, letter, or telephone call to
the Office of the City Clerk is required.
On April 24, 2023, Rafael Andrade called the Office of the City Clerk and spoke with Patrick D.
Camm, and requested that Steven, James, Michael, and Perry Boucher be activated as lobbyists.
The database was updated accordingly.

The Office of the City Clerk updates the active lobbyist list on the webpage every Friday. The list
that will be published on April 28, 2023, will show the Boucher Brother as active.
