Black Affairs Advisory Committee Motions - May 2, 2023
The purpose of this letter to the Mayor and Commission is to provide an update regarding
a motion made during the May 2, 2023 Black Affairs Advisory Committee ("BAAC")
Meeting:
A motion was made to support the following statements:
1. On September 14, 2022, the BAAC supported the local hire preference ordinance
proffered by then Vice-Mayor Alex Fernandez. This policy was subsequently
recommended by the Finance & Economic Resiliency Committee. The BAAC and F&E
Resiliency Committee recognize the significant advantages of hiring local qualified
residents that have a greater personal knowledge of the city and a long-term personal
stake in the community. The BAAC thanks the Mayor and Commission for passing this
resolution on April 28th, 2023 to encourage greater job opportunities for Miami Beach
residents.
2. Deputy Chief Wayne A. Jones was appointed as the deputy police chief of the Miami
Beach Police Department on July 1, 2019 and has served with the Department since
1996. During his tenure, he has achieved success in a variety of capacities and
positions of rank including patrol and special operations, community affairs, internal
affairs, and criminal investigations. A licensed pilot, Jones has also received multiple
commendations and certificates of appreciation throughout his very impressive career.
He was instrumental in the creation of the Goodwill Ambassador Program - volunteers
who are trained in crowd control, customer service, mediation, and conflict resolution
that effectively assist law enforcement during high impact periods with crisis
management. The BAAC are proud of the many accomplishments achieved by the
outstanding women and men of the Miami Beach Police Department under the tenure of
Chief Clements and Deputy Chief Jones and strongly recommend at the retirement of
Chief Clements, that Deputy Chief Jones be appointed as the next Miami Beach Chief
of Police.
3. The BAAC thanks The Rabbinical Association of Greater Miami (RAGM), The National
Council of Jewish Women (NC JW) Greater Miami Section, and Hadassah Greater
Miami Hadassah for their press release and their support of teaching of AP African
American Studies, DEi initiatives in the State of Florida. This collaboration is a
continuation of larger efforts by the Greater Miami Jewish Federation and the BAAC
with their Shine a Light on Antisemitism and Racism program and events. The BAAC
also thanks Rabbi Fred Klein, Executive Vice President of the Rabbinical Association of

Greater Miami for attending our BMC session and reading the press release into the
record.
4. The BMC believes the City of Miami Beach Hall of Fame honorees should be
legendary individuals who possess strong leadership qualities, a genuine concern for
their community and have made significant contributions to the continued
development of the City of Miami Beach, and therefore we strongly support the
submitted nomination of DeAnne Connolly Graham to the City of Miami Beach Hall of
Fame.
Motion was made by Bibi Andrade and seconded by Siwipe Anderson. Motion passed
unanimously.
