SUBJECT: Appointment of Harlan M. Sands as Special Assistant to the City Manager
I am pleased to announce that Harlan Sands has agreed to accept an appointment as a Special
Assistant to the City Manager, commencing on May 18, 1998. His office will be located in the City
Manager's Office.
Harlan will be involved in assisting me in miscellaneous projects, acting also as a liaison with the
Assistant City Managers, Executive Staff and other departments, and will have additional
responsibilities and special projects, as well. Upon his arrival, I will introduce him to each one of
you.
Mr. Sands is a Miami Beach resident. He is currently a practicing Criminal Defense Attorney with
the Dade County Public Defender's Office. Before relocating to South Florida in 1995, he spent
eleven years in a succession of highly visible positions in the U.S. Navy. He holds a B.S. degree
in Economics from Wharton School of Business, an M.B.A. degree in Finance from George
Washington University and a Juris Doctor degree from George Mason University. Attached is his
resume.

intelligence personnel in Southeast Texas, Louisiana, Mississippi, Alabama, and Florida. One of eighteen
independent regional directors. Operationally directed 1500 mandays/year of manpower support to
sensitive national-level intelligence operations and law enforcement investigations. Personally recruited
and interviewed all new affiliates and qualified applicants for command positions. Supervised and
managed 4 member full-time staff consisting of GS-ll, GS-7, E-6, and E-5. Controlled $1.7 million
budget for training, wartime mobilization, and security. Specially recognized by Naval Air Station
Commanding Officer for successfully integrating Air Force, Army, and Marine personnel into Naval
units.

duty force in determining ~ow to best use reserve personnel to help fill emerging intelligence gaps.
Coordinated over 3000 total mandays of reserve support to ongoing collection efforts. Organized and
funded training for Navy's only indigenous cadre of enemy prisoner interrogators.
