A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION
OF THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE
COMMITTEE, MADE AT ITS MARCH 22, 2023 MEETING, TO APPROVE
THE ESTABLISHMENT OF A MEMORIAL PLAQUE, LOCATED ON THE
BRIDGE AT 17TH STREET AND PURDY AVENUE, IN MEMORY OF
COMMISSIONER MARK SAMUELIAN; SETTING A PUBLIC HEARING
ON MAY 17, 2023, PURSUANT TO SECTION 82-504 OF THE CITY CODE,
TO CONSIDER WHETHER TO APPROVE THE PROPOSED MEMORIAL
BY A 5/7TH VOTE; AND DIRECTING THE CITY CLERK TO PROVIDE
PUBLIC NOTICE OF THE HEARING CONSISTENT WITH THE
REQUIREMENTS OF SECTION 82-504 (A)(6).
WHEREAS, Commissioner Mark Samuelian served the City of Miami Beach from
2017 to 2022 and is remembered as a man of principle, who served with honor, integrity,
and character; and
WHEREAS, Commissioner Samuelian reflected great devotion to the City, its
residents, and was an advocate for community engagement and Residents' Right to
Know; and
WHEREAS, Commissioner Samuelian formerly chaired the City's Sustainability
and Resiliency Committee, was a member of the Finance and Economic Resiliency
Committee, and also served as past president of Miami Beach United; and
WHEREAS, at the February 1, 2023 City Commission meeting, the Mayor and City
Commission referred a discussion item regarding naming a public facility in honor of
Commissioner Mark Samuelian to the Public Safety and Neighborhood Quality of Life
Committee (the "Committee"); and
WHEREAS, at its March 22, 2023 meeting, the Committee discussed and
recommended the installation of a commemorative plaque on the bridge located at 17th
Street and Purdy Avenue in Commissioner Mark Samuelian's honor; and
WHEREAS, pursuant to Section 82-504(a) of the City Code, establishing a
memorial plaque requires a public hearing, with notice of the public hearing regarding the
establishment of the memorial plaque published at least ten days prior to the hearing in
a newspaper of general circulation in the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee, made at its March 22, 2023 meeting, to approve the establishment of
a memorial plaque, located on the bridge of 17t" Street and Purdy Avenue, in memory of
Commissioner Mark Samuelian; set a public hearing on May 17, 2023, pursuant to
Section 82-504 of the City Code, to consider whether to approve the proposed memorial
establishment by 5/7ths vote; and direct the City Clerk to provide public notice of the
hearing consistent with the requirements of Section 82-504(a)(6).

The Administration recommends adopting the Resolution.
BACKGROUND/HISTORY
On February 1, 2023, at the request of Commissioner Laura Dominguez, the Mayor and City
Commission approved the referral of item C4 R to the Public Safety and Neighborhood Quality
of Life Committee (PSNQLC) to discuss and recommend naming a public facility in honor of
Commissioner Mark Samuelian.
ANALYSIS
Commissioner Mark Samuelian served the City of Miami Beach from 2017 until his passing in.
2022. Commissioner Samuelian reflected great devotion to the City and its residents. He was
an advocate for community engagement and. Residents' Right to' Know. Commissioner
Samuelian formerly chaired the City's Sustainability and Resiliency Committee and was a
member of,the Finance and Economic Resiliency Committee. He also served as past president
of Miami Beach United. He is remembered as a man of principle, who served with honor,
integrity; and character.
Upon review of the request, the Administration recommends honoring the life and
accomplishments of. Commissioner Mark Samuelian with a memorial plaque to be installed on
the bridge located at 17t' Street and Purdy Avenue (the Project). The Project will consist of

installation of the commemorative plaque, including design, fabrication, installation, and
necessary improvements to the area.
On March 22, 2023, the Public Safety and Neighborhood Quality of Life Committee discussed
the item and recommended in favor of establishing a memorial plaque in Commissioner Mark
Samuelian's honor. Pursuant to Section to 82-504 (a) of the City Code, this recommendation is
being transmitted to the Mayor and City Commission for consideration and, consistent with the
requirements of Section 82-504 (a)(6), setting a public hearing for May 17, 2023.

CONCLUSION
The Administration recommends adopting the Resolution accepting the recommendation of
Public Safety and Neighborhood Quality of Life Committee at its March 22, 2023, meeting to
establish a memorial plaque in honor of Commissioner Mark Samuelian on the bridge located at
17t' Street and Purdy Avenue. Furthermore, said Resolution setting a public hearing on May 17,
2023 to consider whether to approve the proposed memorial by a 5/7ths vote; and directing the
City Clerk to provide public notice of the hearing consistent with the requirements of Section 82-
504(a)(6) of the City Code.
