A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY OF LIFE COMMITTEE MEETING, MADE
AT ITS MARCH 22, 2023 MEETING, AND DIRECTING THE
ADMINISTRATION TO INCLUDE THE FAIRWAY PARK SOCCER
FIELD ARTIFICIAL TURF AND BISCAYNE ELEMENTARY SHARED
FIELD & SPORTS LIGHTING CAPITAL PROJECTS FOR
CONSIDERATION AS PART OF THE FY 2024 CAPITAL BUDGET
PROCESS; AND FURTHER DIRECTING THE ADMINISTRATION TO
WORK WITH THE SCHOOL BOARD OF MIAMI-DADE COUNTY (THE
"SCHOOL BOARD") REGARDING THE POSSIBILITY OF SECURING
ADDITIONAL SCHOOL BOARD FUNDING FOR THE BISCAYNE
ELEMENTARY SHARED FIELD & SPORTS LIGHTING PROJECT.
WHEREAS, during the November 16, 2022 City Commission meeting, the
Mayor and City Commission referred a discussion regarding the Soccer Fields in North
Beach to the Public Safety and Neighborhood Quality of Life Committee (the
"Committee"); and
WHEREAS, at its March 22, 2023 meeting, the Committee discussed the
popularity and growth of soccer as a sport; and
WHEREAS, the Committee passed. a motion to include the following capital
projects in the FY 2024 capital budget for consideration: Fairway Park Soccer Field
Artificial Turf, and Biscayne Elementary Shared ,Field & Sports Lighting (Phase 1 in FY
2024: Sports Lighting, and Phase 2 in FY 2025: Artificial Turf); and
WHEREAS, the Committee further requested for the Administration to have a
conversation with the School Board of Miami -Dade County for possible funding towards
the Biscayne Elementary Shared Field Project; and
WHEREAS, the Mayor and City Commission wish to accept the Committee's
recommendation and direct the Administration to include the Fairway Park Soccer Field
Artificial Turf, and Biscayne Elementary Shared Field & Sports Lighting capital projects
for consideration as part of the FY 2024 capital budget process, and to request funding
from the School Board of Miami -Dade County for the Biscayne Elementary project.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood
Quality of Life Committee meeting, made.at its March 22, 2023 meeting, and direct the
Administration to include the Fairway Park Soccer Field Artificial Turf and Biscayne
Elementary Shared Field & Sports Lighting capital projects for consideration as part of
the FY 2024 capital budget process; and further direct the Administration to work with
the School Board, of Miami -Dade County (the "School Board") regarding the possibility
of securing additional School Board funding for the Biscayne Elementary Shared Field &
Sports Lighting project.

RECOMMENDATION
Approve the recommendation of the Public Safety and Neighborhood Quality of Life
Committee made at its March 22, 2023 meeting, to include the Fairway Park Soccer Field
Artificial Turf and .lighting of the Biscayne Elementary Shared Field capital projects in the FY
2024 capital budget process for consideration, and to request funding from the School Board of
Miami -Dade County for the Biscayne Elementary project.
BACKGROUND/HISTORY
During the November 16, 2023 City Commission meeting, Commission passed a referral to the
Public Safety and Neighborhood Quality of Life Committee to discuss Soccer Fields in North
Beach.
ANALYSIS
At the March 22, 2023 Public Safety and Neighborhood Quality of Life Committee meeting, the
Committee discussed the popularity and growth in the sport of soccer.
The Committee motioned to include the following capital projects in the FY 2024 capital budget
for consideration:
• Fairway Park Soccer Field Artificial Turf

OF LIFE COMMITTEE TO DISCUSS SOCCER FIELDS IN NORTH BEACH.
BACKGROUND/HISTORY
I received this email from a resident whose son plays soccer:
"Following our conversation, I want to bring to your attention that only one park ( Flamingo Park) out
of forty-one parks in the city has a designated and enabled area for the kids to play soccer. At
fairway park and Normandy isle park, there are goals, but they are chained and big, so they are not
appropriate for small kids, not to mention the terrain.
When we take our children to play soccer at parks like Fisher park at Alton Road, we deal with
long grass, dog pop, and mosquitos. Soccer (aka futbol) is a very popular sport in our
community, but unfortunately, residents of north beach need to leave the island for our kids
to practice the sport they love.
Soccer pitches like volleyball don't require much. It just requires two goals on grass or sand and
the space of a volleyball court. Around the city of Miami Beach, there are at least twenty places
to play volleyball. Can we do the same for soccer for kids? ??
Please look at what Miami -Dade county has done in a small space

I understand that this small issue compares to others, but this initiative will improve the lives of
many kids who leave the island to play or don't play because of a lack of facilities.
Sidenote: Unlike other cities in the county, Miami Beach has the most quality parks but the least
number of parks with facilities to play team sports. Wonder why?"
