Resolution 2023-32555 • RESOLUTION NO., 2023-32555 A RESOLUTION OF THE:MAYOR AND CITY-COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING "A SPONSORSHIP AGREEMENT BETWEEN THE CITY AND FUNKSHION PRODUCTIONS, LLC, FOR MIAMI. BEACH RACE WEEKEND (THE "EVENT"), SCHEDULED TO TAKE PLACE ON MAY 5-7, 2023,WITH SUCH SPONSORSHIP AGREEMENT INCLUDING (1) A WAIVER OF CITY SPECIAL EVENT PERMIT FEES IN THE AMOUNT NOT TO EXCEED $146,157.00; (2) A CITY CONTRIBUTION FOR THE EVENT-RELATED CITY SERVICES IN AN AMOUNT NOT TO EXCEED $229,590.00; (3) A CITY CONTRIBUTION FOR THE EVENT'S STREAMING RIGHTS IN AN AMOUNT NOT TO EXCEED $50,000.00; AND (4) THE CREATION OF A "CLEAN ZONE," TO PROVIDE THE.MIAMI BEACH RACE WEEKEND WITH COMPETING EVENT PROTECTION WITH RESPECT TO THIRD-PARTY EVENTS' REQUIRING A CITY SPECIAL EVENT PERMIT, FROM MAY 4, 2023 THROUGH" MAY 8, 2023, IN THE AREA GENERALLY BOUNDED BY 22ND STREET TO THE NORTH, 5TH STREET TO THE SOUTH, JEFFERSON AVENUE (BETWEEN DADE BLVD AND 15TH STREET)TO THE WEST,AND THE'ATLANTIC OCEAN TO THE EAST;AND FURTHER AUTHORIZING: THE CITY MANAGER AND CITY CLERK TO EXECUTE A SPONSORSHIP AGREEMENT. WHEREAS, on March 27, 2023, the Mayor and City Commission approved a one-year sponsorship with Miami Beach Race Weekend(the"Festival")for the Miami Beach Race; and WHEREAS,the Miami Beach Race Weekend(the"Event")is an international, star-studded, three-day destination event showcasing the talents of the world's most renowned Formula 1 drivers, vehicles, and race car teams,which will take place in the City of Miami Beach ("City"); and WHEREAS,the Event will provide free activations"for residents and tourists, including but not limited to streaming the Formula 1 race beachfront, interactive fan experiences, and race car displays: and WHEREAS, the Festival is scheduled to take pace on May 5-7, 2023, in Lummus Park; and WHEREAS, the Event has requested sponsorship from the City for the 'inaugural event, including an amount'not to exceed$229,590,for costs attributable to event-related public services, an amount not to exceed $50,000 for the streaming rights of the live Formula 1 race, and $146,157.0.0 for City permitting costs; and WHEREAS, the Event organizers have also requested a "Clean Zone,," to provide Miami Beach Race Weekend with competing event protection with respect to third-party events requiring a special events permit from May 4, 2023,through May 7, 2023, in the.area generally bounded by 22° Street to the North, 5" Street to the South, Jefferson Avenue(Between Dade Blvd and 15 Street)to the West, and the Atlantic Ocean to the East; and WHEREAS, the Administration recommends approving the request to sponsor the Miami Beach Race Weekend; and NOW,THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve a sponsorship agreement between the City and Funkshion Productions, LLC, for Miami Beach Race Weekend(the"Event),scheduled to take place on May 5-7,2023,with such sponsorship agreement including(1)a waiver of City special event permit fees in the.amount not to exceed.$146,157.00; (2) a City contribution for the Event-related City services in an amount not to exceed,$229,590.00; (3)a City contribution-for the Event's streaming rights in an amount not to exceed$50,000.00; and(4)the creation of a "Clean Zone," to provide the Miami. I ask that the Commission discuss its interest in supporting programming relating to this marquis event on Miami Beach. In preparation of this discussion, I ask that City administration provide a recap of the 2022 "Off the Grid" event, and recommend what level of support, if any, should be given to host another event on Miami Beach. Visitors experienced the original Spirit of Miami race car that brought Emerson Fittipaldi out of his retirement, and many other memorabilia, images and videos. The exhibit explored auto racing history from 1903 to the present, starting with early pioneers like Carl Fisher who led a drive to build Dixie Highway, connecting Florida to Michigan.
