MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO REQUEST FOR PROPOSALS (RFP) 2023-
073-WG PROFESSIONAL TENNIS MANAGEMENT AND OPERATION
SERVICES AT THE CITY'S FLAMINGO PARK TENNIS CENTER,
AUTHORIZING THE ADMINISTRATION TO NEGOTIATE WITH CANAS
TENNIS ACADEMY LLC, THE TOP -RANKED PROPOSER; AND, IF
UNSUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH THE TOP
RANKED PROPOSER, AUTHORIZING THE ADMINISTRATION TO
NEGOTIATE WITH CASELY TENNIS FOUNDATION, INC., THE SECOND -
RANKED PROPOSER; AND FURTHER AUTHORIZING THE CITY MANAGER
AND CITY CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF
SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, On July 14, 2014, the City and Miami Beach Tennis Management entered
into an agreement to provide professional tennis management and operation services at the
City's Flamingo Park Tennis Center; and
WHEREAS, prior to the May 31, 2019 expiration date of the agreement, the City issued
RFP 2019-046-WG, seeking proposals for a replacement agreement; and
WHEREAS, pursuant to RFP 2019-046-WG, on May 8, 2019, the Mayor and City
Commission accepted the recommendation of the City Manager and authorized the
Administration to negotiate with Miami Beach Tennis Management, the firm that was the
incumbent at the time, for a replacement agreement; and
WHEREAS, however, in January 2020, Miami Beach Tennis Management elected to
end negotiations and move out of the facility by February 2020; and
WHEREAS, as a result, the Parks and Recreation Department began managing the
facility in the interim until another competitive process could be completed; and
WHEREAS, on April 21, 2021, the Mayor and City Commission approved the issuance
of Request for Proposals (RFP) 2021-188-WG for professional tennis management and
operations services at the Flamingo Park Tennis Center; and
WHEREAS, six responsive proposals were received on May 24, 2021; and
WHEREAS, on January 20, 2022, the Mayor and City Commission rejected all
proposals received pursuant to the RFP and authorized the Administration to continue the
staff's management of the center; and
WHEREAS, notwithstanding the successful interim management of the center by the
Parks and Recreation Department, the Administration determined that it was in the City's best
interest to, once again, issue an RFP; and
WHEREAS, this determination was made due to the post-COVID-19 pandemic decline
of usage numbers and the demand for world -class tennis instruction, while prioritizing a high
level of customer service, which would include the additional hiring of tennis industry
professionals; and
WHEREAS, on November 16, 2022, the Mayor and City Commission approved the
issuance of the RFP 2023-073-WG for professional tennis management and operations
services at the Flamingo Park Tennis Center; and
WHEREAS, RFP responses were due and received on January 19, 2023; and
WHEREAS, proposals were received from the following firms: Canas Tennis Academy
LLC, Casely Tennis Foundation, Inc., David Ensignia Tennis Academy, Inc., FM Tennis LLC,
Gorin Tennis Academy Inc., Sport Partners LLC, Tennis Innovators, Tennis King Miami LLC,
Tennis Revolution LLC, and Van Daalen Tennis, LLC; and
WHEREAS, on February 15, 2023, the Evaluation Committee appointed by the City
Manager comprised of David Berger, Vice -Chair, Parks and Recreational Facilities Advisory
Board; Jose del Risco, Assistant Director, Parks and Recreation Department; Gayle Durham,
Resident; Linsey Lovell, Board of Governors, Miami Beach Chamber of Commerce; and Sean
Smith, Chair, Parks and Recreational Facilities Advisory Board convened to consider the
proposals received; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance, the Government Sunshine Law, and general
information on the scope of services and a copy of each proposal; and
WHEREAS, the Committee was instructed to score and rank each proposal pursuant to
the evaluation criteria established in the RFP; and
WHEREAS, the evaluation process resulted in the proposers being ranked by the
Evaluation Committee in the following order:
1 st ranked — Canas Tennis Academy LLC
2nd ranked — Casely Tennis Foundation, Inc.
3rd ranked — Van Daalen Tennis, LLC
3rd ranked — FM Tennis LLC
5th ranked — Tennis Revolution LLC
6th ranked — Tennis King Miami LLC
7th ranked — Sport Partners LLC
8th ranked — David Ensignia Tennis Academy, Inc.
9th ranked — Tennis Innovators
10th ranked - Gorin Tennis Academy Inc.
WHEREAS, after reviewing the results of the Evaluation Committee process and
information presented by the firms, the Administration recommends entering negotiations with
Canas Tennis Academy LLC, as the proposer receiving the overall top -rank in the Evaluation
Committee process, and, if unsuccessful in negotiating an agreement with Canas Tennis
Academy, authorizing the Administration to negotiate with Casely Tennis Foundation, as the
second -ranked proposer; and
WHEREAS, if awarded, the Administration will proceed to negotiate a contract with
Canas Tennis Academy which will include clearly defining roles and responsibilities, revenue
and the public benefits to be offered; and
WHEREAS, while some proposers received higher scores on certain criteria, .the RFP
clearly stipulated that rankings would be based on the aggregate scores of all criteria -included;
and
_WHEREAS, it would be improper to emphasize or disregard one evaluation criteria
factor over another to the benefit a particular proposer; and
WHEREAS, for the reasons stated herein, the Administration recommends that the
Mayor and City Commission authorize the Administration to enter into negotiations with Canas
Tennis Academy LLC, as the top -ranked proposer; and, if unsuccessful, authorize .:the
Administration to enter into negotiations with Casely Tennis. Foundation, Inc., as the second -
ranked proposer; and further: authorize the City Manager and City Clerk to execute an: -
agreement upon the conclusion of successful negotiations.
NOW, THEREFORE, BE IT DULY - RESOLVED BY THE MAYOR AND :CITY
COMMISSION -OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor:, and .City .
Commission hereby accept. the recommendation of the City Manager, pursuant to. Request for
Proposals (RFP) 2023-073-WG Professional Tennis Management and Operation Services. at
the.City's Flamingo Park Tennis center, authorize the Administration to negotiate with Canas
Tennis Academy LLC, the :top -ranked proposer; and, if unsuccessful in negotiating. an
agreement with the top -ranked proposer, authorizing the Administration to negotiate with

RECOMMENDATION
The Administration recommends that the Mayor and City Commission approve the Resolution
accepting the City Manager's recommendation, pursuant to RFP 2023-073-WG, for
professional tennis management and operation services at the Flamingo Park Tennis Center,
which authorizes the Administration to negotiate with Canas Tennis Academy LLC, the top -
ranked proposer and, if unsuccessful, negotiate with Casely Tennis Foundation, Inc., the
second -ranked proposer. The Resolution also authorizes the City Manager and City Clerk to
execute an agreement upon the conclusion of successful negotiations.
This solicitation is currently under the cone of silence.
BACKGROUND/HISTORY
On July 14, 2014, the City and Miami Beach Tennis Management entered into an agreement to
provide professional tennis management and operation services at the City's Flamingo Park
Tennis Center. The Agreement was scheduled to expire May 31, 2019. Prior to the expiration of
the agreement, the City issued RFP 2019-046-WG, seeking proposals .for a replacement
agreement.
Pursuant to RFP 2019-046-WG, on May 8, 2019, the Mayor and City Commission accepted

the recommendation of the City Manager and authorized the Administration to negotiate with
Miami Beach Tennis Management, the firm that was the incumbent at the time, for a replacement
agreement. However, in January 2020, Miami Beach Tennis Management elected to end
negotiations and move out of the facility by February 2020. As a result, the Parks and
Recreation Department began managing the facility in the interim until another competitive
process could be completed.
On April 21, 2021, the Mayor and City Commission approved the issuance of Request for
Proposals (RFP) 2021-188-WG for professional tennis management and operations services
at the Flamingo Park Tennis Center. Six responsive proposals were received on May 24, 2021.
However, on January 20, 2022, the Mayor and City Commission rejected all proposals received
pursuant to the RFP and authorized the Administration to continue the staff's management of the
center. The Parks and Recreation Department continued to operate the facility.
Notwithstanding the successful interim management of the center by the Parks and Recreation
Department, the Administration determined that it was in the City's best interest to, once again,
issue an RFP. This determination was made due to the post COVID-19 pandemic decline of
usage numbers and the demand for world class tennis instruction, while prioritizing a high level
of customer service, which will include the additional hiring of tennis industry professionals. This
also allows the City to maximize efficiencies in the operation and maintenance of the courts,
center, pro shop and food/beverage concession. To achieve this objective, the Administration
prepared RFP 2023-073-WG.
ANALYSIS
On November 16, 2022, the Mayor and City Commission approved the issuance of the RFP.
The Procurement Department issued bid notices to 5616 companies, with 42 prospective
bidders accessing the solicitation. RFP responses were due and received on January 19, 2023.
Proposals were received from the following firms: Canas Tennis Academy LLC, Casely Tennis
Foundation, Inc., David Ensignia Tennis Academy, Inc., FM Tennis LLC, Gorin Tennis
Academy Inc., Sport Partners LLC, Tennis Innovators, Tennis King Miami LLC, Tennis
Revolution LLC, and Van Daalen Tennis, LLC.
On February 15, 2023, the Evaluation Committee appointed by the City Manager convened to
consider the proposals received. The Committee was comprised of David Berger, Vice -Chair,
Parks and Recreational Facilities Advisory Board, Jose del Risco, Assistant Director, Parks and
Recreation Department, Gayle Durham, Resident, Linsey Lovell, Board of Governors, Miami
Beach Chamber of Commerce, and Sean Smith, Chair, Parks and Recreational Facilities
Advisory Board. The Committee was instructed to score and rank each proposal pursuant to the
evaluation criteria established in the RFP. The evaluation process resulted in the proposers
being ranked by the Evaluation Committee in the following order (See Attachment A):

The experience and qualifications sections of the proposals submitted by Canas Tennis
Academy and Casely Tennis Foundation are attached (See Attachments B and C). The full
proposals are available upon request.

FINANCIAL INFORMATION
In consideration of the City executing a contract and granting the rights provided in the contract,
the successful proposer shall pay the City a Minimum Guaranteed Annual Concession Fee of
$282,000.00. Final revenue amounts will be negotiated, including, in addition to the minimum
guarantee, a percentage of gross revenues. These revenues are greater than what was paid to
the City by the previous management company (approximately $105,119.28 in FY 2019) and
are greater than the profit currently made at the center in the City -run model (appro)imately
$248,305 in FY 2022):
The RFP included criteria that stipulated proposals would be evaluated on 1) the experience
and qualifications of the firm and key positions, 2) the approach to managing the facility, 3) the
public benefit(s), and 3) the revenue yield to the City. Therefore, after reviewing the results of
the Evaluation Committee process and information presented by the firms, it is recommended
that negotiations commence with Canas Tennis Academy LLC, as the proposer receiving the
overall top -rank in the Evaluation Committee process, and, if unsuccessful, negotiating with
Casely Tennis Foundation, as the second -ranked proposer.
While some proposers received higher scores on one criterion or another, the RFP clearly
stipulated that rankings would be based on the aggregate scores of all criteria included. It would
be improper to emphasize or disregard one evaluation criteria factor over another to the benefit
a particular proposer. Proposers that disagreed with the evaluation criteria and ranking process
stipulated in the RFP were provided an opportunity to question or challenge the evaluation
process outlined in the RFP. No questions or challenges were received on this matter.
Canas Tennis Academy has successfully managed tennis centers across South Florida,
including the JW Marriot Tumbeny, the Tumberry Marina, Indian Springs Country Club, Tropical
Park Tennis Center, Tamiami Tennis Center and Ives Estates Tennis Center. The references
contact have all provided positive feedback, including the response provided by Miami Dade
County (for the Tamiami, Tropical, and Ives States Park Tennis Facilities) which stated that "the
Canas Tennis Academy staff are extremely professional, personable, and a pleasure to do
business with." Similarly, the references provided by Tumbeny Marina added, "Canas staff are
always very attentive, organized, clean, eco friendly and accommodating to all the customers
and neighbors." Further, Canas Tennis Academy has proposed public benefits including but not
limited to free community programs, development programs for children, adaptive tennis, after
school programs, competition camps, discounts to residents, and other promotional activities
that vary on a weekly basis. Finally, Canas Tennis Academy has proposed a guaranteed annual
revenue of $282,000.
If awarded, the Administration will proceed to negotiate a contract with Canas Tennis Academy

which will include clearly defining roles and responsibilities, revenue and the public benefits to
be offered. The Parks and Recreation Department is cognizant of the importance of the tennis
center to the community and will ensure that the resulting agreement will address the tennis
communities' highly regarded issues of coaching staff and maintenance.
As evidenced by the results of the Evaluation Committee process, Casely Tennis Foundation is
also well qualified and should be considered if negotiations with Canas Tennis Academy are
unsuccessful.
For the reasons stated herein, it is recommended that the Mayor and City Commission approve
the Resolution authorizing the Administration to enter into negotiations with Canas Tennis
Academy LLC, as the top -ranked proposer, and, if unsuccessful, authorizing the Administration
to enter into negotiations with Casely Tennis Foundation, Inc., as the second -ranked proposer.
The Resolution further authorizes the City Manager and City Clerk to execute an agreement
upon the conclusion of successful negotiations.

Casely Tennis Foundation, Inc., (CTF), is a United States Tennis Association
member organization founded in 1984, incorporated in the State of Florida on
April 24th, 1998, and its president, Carlos Casely, has been an award -winning
memberin good standing of the United States Tennis Association and the United
States Professional Tennis Association for over 25 years. Carlos Casely has served
as tennis director at several local parks and settings in Miami Dade County such as
Florida International University Tennis Center, Ron Ehmann Tennis Center, Tropical
Park Tennis Center, and in Broward County at Brian Piccolo Tennis Center, Paul J.
Maxwell Park Tennis Center, and Vernon E. Hargray Youth Enrichment Center,
which have provided CTF with extensive experience in tennis facility management,
tennis program development and management, customer service, and all facets of
pro shop operations including food, beverage, and merchandise sales as per the
requirements of this RFP.
Casely Tennis is a brand with global recognition as participants arrive from around
the world to take part in our Tournaments and Tennis Camps for recreational and
high performance junior players, as well as adults that take part in our Second
Chance Program. We have achieved our success by focusing on customer service,
creating a welcoming atmosphere, securing a talented and highly professional
coaching and administrative staff, and providing high quality tennis programs that
allow for the enjoyment of participants of all ages and levels. Our programs target
the entire family and all segments of the community, including senior citizens,
disadvantaged youth, and participants with a variety of physical abilities and
challenges. Our programs include group and individual tennis lessons, challenge
ladders, camps, leagues, local and international tournaments. Our afterschool
mentoring programs have successfully partnered with the Miami Dade County &
Broward County Public School Systems leading to large participation numbers in
our programs with the specific goal of providing tennis training opportunities for
everyone, including very importantly, disadvantaged youth.
CTF's managerial team not only has the administrative knowledge and experience
in facility management and operations; it has also achieved a high level of tennis
both as players and coaches. Carlos Casely, who is currently Head Tennis Coach at
Atlantis University in Miami, was previously a Top 10 player in the USTA Florida
Open Division, Desi Pierre was previously a professional tennis player and Davis
Cup Captain, and the rest of our managerial staff have been top level College
Players.

Our Tennis Lessons are taught only by USPTA or USPTR Certified Instructors.
Support personnel for our camps are All Certified School Teachers who are
specialized professionals in Child Care and are currently part of the Miami
Dade and Broward school boards.
We expect to continue to grow tennis participation at Flamingo Park Tennis
Center through our digital marketing campaigns across our vast social media
platforms with over 28,000 followers locally and worldwide and over 500,000
monthly social media engagements.

Casely Tennis Foundation will conduct in depth interviews of all applicants for employment
that include job preferences, experience, goals, interests, attitudes, motivation, and other
work -related attributes, as well as use best efforts to transition existing contracted
employees who choose to migrate to Casely Tennis Foundation. All CTF personnel will be
uniformed and trained in procedures according to their function, take part in the City's
Service Excellence program, and must submit to periodic background checks and drug
testing at no cost to the City, in compliance with local, state and federal laws. Additionally,
all instructors will be USPTA or USPTR certified and possess an occupational license as
required by the City of Miami Beach, as well as the E-Verify system will be used to confirm
employment eligibility. The background check shall be completed by the City of Miami
Beach Human Resource Department at the expense of CTF or applicant. The City shall have
the right to refuse to allow any potential employee to work on City property when it deems
that their presence on City property is not in the City's best interest.

Desi Pierre - Maintenance Manager: Will oversee all aspects of
tennis court and facility maintenance as well as supervise and lead
the grounds crew. Mr. Pierre brings to the position over 30 years of
USPTA certification and has been maintaining hydro courts and
subsurface irrigated clay courts for close to 20 years for which he is
also certified having completed the Welch Tennis Clay Court
Maintenance Course. Coach Desi currently oversees maintenance of
the Brian Piccolo Park Tennis Center facility and its 12 subsurface
irrigated clay courts, and previously maintained 12 hydro courts clay
courts at the Arthur Snyder North Flamingo Park Tennis Center for 15
years overseeing all aspects of facility maintenance where he was
also the Tennis Director.
Gonzales Austin - Assistant Head Tennis Professional Recreational
Junior and Adult Programs: Mr. Austin is a founding member of our
administration and a US Air Force Veteran who along with Carlos
Casely will oversee all aspects of tennis program development and
management. Coach Gonzo, a USPTR member, has been an integral
part of our organization since its inception and holds a bachelor's
degree in Networking and Telecommunications.
Jeff Auberson - Assistant Head Tennis Professional High
Performance Programs. Jeff is also our resident Social Media Expert

Carlos Casely who holds current memberships and certifications with the USTA and
USPTA. Carlos Casely is currently the Director of successful tennis programs at several
prestigious tennis facilities among them the Brian Piccolo Tennis Center in
Hollywood, Florida, the Paul J. Maxwell Park Tennis Center in Pembroke Pines, and
the Vernon E. Hargray Youth Enrichment Center in the City of Miramar.
Carlos Casely is experienced in all areas and levels of tennis. He has had success in
competitive tennis, having been previously ranked among the top 10 players in the
State of Florida, also as a coach and administrator, as he is currently the Head Tennis
Coach for Men & Women at Atlantis University in Miami, and previously Head Tennis
Coach at Florida International University, where he was also the Director of Tennis
and Facility Manager. Mr. Casely has also successfully coached at the international
and professional level at USTA and International Tennis Federation tournaments
guiding top level juniors and professional players, as well as in the private sector,
previously being Director of the Rick Macci Tennis Academy, one of the most
awarded tennis academies in the United States and the world.
In 1997 Mr. Casely created the premier global platform for junior competition in the
world, the Casely International Championships, an event which attracts over 800
participants, parents, and coaches from all 50 US states and territories and over 70
countries from around the world, with a potential impact of approximately 2 million
dollars in revenues to Miami Beach local businesses. This world class event, held in
December of each year since 1997, is hosted across several South Florida tennis
facilities and if selected, Flamingo Park Tennis Center willbe recognized as the main
site of the tournament. As with all tournaments, court usage will be carefully planned
in order not to impact court availability and use by patrons.
Carlos Casely is at heart an educator, having been part of the Miami Dade Public
School System as a teacher who over 35 years has gained valuable experience as a in
