Dear Mr. Lasarte,
When you registered to lobby, you signed Section V of a document entitled "Lobbyist Registration Form," which
states, "On February 28 of each year, you shall submit to the City Clerk a signed statement under oath, listing
lobbying expenditures, as well as compensation received, in the City of Miami Beach for the preceding calendar
year. A statement shall be filed even if there have been no expenditures or compensation during the reporting
period." In addition, you signed and dated a separate document acknowledging the February 28 filing date. (See
City of Miami Beach Code§ 2-485.)
On January 17, 2023, a letter with a Subject of "Lobbyist Fee Expenditure and Compensation Statement" was
sent to you as a reminder of the February 28 filing requirement.
Your lobbyist expenditure and compensation reporting was due no later than February 28, 2023, yet it was
received on March 6, 2023, for a total of 6 days late. Pursuant to the City of Miami Beach Code§ 2-485 (d), a
fine of $50 per day, per issue is being assessed. Our records indicate you have 1 issue, therefore, your total
fine is: 6 days, times 1 issue, times $50, for a total fine amount of $300.00 payable to the City of Miami
Beach within five (5) business days of receipt of this notification. You may appeal the fine by requesting a
hearing before the Miami-Dade Commission on Ethics & Public Trust within 15 calendar days after receipt of this
notification. The Miami-Dade Commission on Ethics & Public Trust, located at 19 West Flagler Street, Suite 820,
Miami, Florida 33130, has the authority to waive the fine, in whole or in part, based on good cause shown. For
