FROM:
SUBJECT:
Lincoln Road Business Retention and Expansion Program
The City's Community/Economic Development Division has initiated the Miami Beach Business
Retention and Expansion Program in order to design and implement programs that address the needs
of existing businesses and provide them with various forms of assistance. The Program has been
launched with the businesses in the Lincoln Road Mall.
The potential and expected outcome of the Program will be to retain jobs and tax revenues, foster
growth and development of local firms, and enhance Lincoln Road's reputation as a good place in
which to do business. The objectives of the Lincoln Road Program include, but are not limited to,
the following: (a) to learn about the business community's perceptions ofthe community and the
advantages and disadvantages of doing business on Lincoln Road; (b) to keep businesses from
closing or relocating to other areas by learning about the needs of specific local firms, especially
those that are at risk; (c) to respond to these needs with a variety of potential business assistance
services provided through federal, state, and local economic development programs (i.e. CDBG
programs, StatelFederal Grants, etc.) ; (d) to address those issues that detract from Lincoln Road as
a good location to do business, and build upon those strengths that enhance Lincoln Road's
competitiveness as a good location to do business; (e) to help businesses survive existing or potential
economic difficulties; and (f) to assist businesses with expansions that add new jobs.
In order to achieve these goals, various steps must be taken that are in line with the other programs
used by economic development professionals. This process has various phases and requires
participation by the local business community in order to be successful. The attached matrix outlines
the phases of the Program as well as the expected dates for completion of each phase and task.
