Bond Oversight Committee Meeting Minutes No. 39 April 20, 2023 Page 2 of 6 I. Roll Call and Introductions (Refer to the Meeting Audio Recording on the G.O. Bond Website.) Chair Karen Rivo called the meeting to order. Roll call was completed. II. Committee Business Adoption of Meeting Minutes from 3-30-23 7:18 Chair Karen Rivo asked for a motion to approve the March 30th meeting minutes. Motion: 7:25 Jack Glottmann made a motion to approve the minutes as presented. 7:28 Dennis Scholl seconded the motion. Motion passed unanimously. III. Community Outreach Upcoming and Recent Past Public Meetings (Refer to pages 2-3 of the Agenda & Handouts Packet on the G.O. Bond website.) 10:00 Dexter Peralta discussed the Items Related to G.O. Bond Program Projects, found on pages 2 and 3 of the Agenda & Handouts Packet. 2018 Bonds IV. Funding Re-alignment (Temporary Swap) for Tree Planting from Sidewalk Improvements Project (Refer to pages 4-5 of the Agenda & Handouts Packet on the G.O. Bond website.) 15:00 Maria Hernandez explained the GOB Project Funds Re-Alignment, Transfer, and Scope Change Protocols chart found on page 4 of the Agenda & Handouts Packet. This chart summarizes how Staff either realigns, transfers, or changes scope of 2018 G.O. Bond projects, when a decision needs to be made quickly and the next scheduled Oversight Committee meeting is too late. 27:48 Thais Vieira reported that the Urban Forestry Division has planted over 1,900 trees in various neighborhoods and parks throughout the City. Biscayne Point is the next neighborhood targeted for reforestation. An Invitation to Quote will be issued within the next couple of weeks. The estimated project cost exceeds the funding amount currently available in Tranche 1. The Public works Department has also made great progress during Tranche 1, replacing over 600,000 SF of sidewalk to date. However, based on the current workplan and schedule, it is anticipated that this project will not require all the funding currently allocated in Tranche 1. The Administration recommends the re-alignment, or temporary swap, of $150,000 available from sub-project GO #37 Sidewalk Improvements to GO #33 Tree Planting to allow the Urban Forestry Division to continue moving forward with the program. 29:50 Chair Karen Rivo asked if there is a motion to accept the Administration’s recommendation. Bond Oversight Committee Meeting Minutes No. 39 April 20, 2023 Page 3 of 6 Motion: 29:56 Jack Glottmann made a motion to approve the Administration’s recommendation to temporarily re-align $150,000 from sub-project GO #37 Sidewalk Improvements to GO #33 Tree Planting to allow the Urban Forestry Division to continue moving forward with the program. 29:60 Jason Koslowe seconded the motion. Motion passed unanimously. V. Program General Status Update (Refer to pages 6-14 of the Agenda & Handouts Packet on the G.O. Bond website.) 30:50 Maria Hernandez reported that currently there are 32 active projects and 11 completed projects. Although there were no advancements in main projects in the last month, there have been 2 sub-projects that have moved from the Design & Permitting Phase to the Construction Phase. 95% of all Tranche 1 sub-projects are either complete or active. There will be a total of $40.9 million in projects that have already commenced or will commence in 2023. The list of projects can be found on the Graph on page 11 of the Agenda & Handouts Packet. Explanation continued. VI. 2018 Bonds Projects Update (Refer to pages 15-24 of the Agenda & Handout Packet on the G.O. Bond website.) #1 72 St. Community Complex 44:55 David Martinez reported that the City is still under the Cone of Silence so he is limited on what details he can get into. He reminded the Committee that the City received a bid protest from one of the proposers on March 13th. The item regarding the selection of the architect was therefore postponed to the April 28th City Commission meeting. Concurrently, the City is proceeding with the selection of a Construction Manager at Risk (CMAR) firm. 47:15 Carolina Jones asked David Martinez if the conflict was resolved regarding the protest. 47:33 Alex Denis reported that the protest is currently in the City Attorney’s Office. The recommendation of the selection of the architect is scheduled to be heard at the April 28th City Commission Meeting if the issue gets resolved prior to the meeting. #15 Bayshore Park/Par 3 48:30 David Martinez reported that the contract with Buslam is currently being routed for signatures. Construction is expected to commence in the summer. 51:10 Jason Koslowe asked if the park will be fenced off before mobilization because the park is currently in use by civilians. 51:22 David Martinez explained that until the City issues a Notice to Proceed 2, the contractor does not have authority to move on-site. The first thing that will happen is a construction fence will be placed around the property for screening and security. G.O. Bond Oversight Committee Meeting Minutes No. 39 April 20, 2023 Page 4 of 6 #31 Ocean Drive Corridor & #8 Lummus Park 52:08 David Martinez reported that there will be one contract for Ocean Drive Corridor and Lummus Park. The agreement for the design consultant is currently being routed. The feasibility traffic study of Ocean Drive will commence in May. This study is critical to complete the design of both projects in order to properly make recommendations on what the ultimate appearance of Ocean Drive will look like. #23 Pedestrian Bridge 55:30 David Martinez reported that the City has performed the independent peer review for the structural components of the bridge, which was submitted to the developer in February. The developer’s design team is currently working on the final 10% of the design, which includes the coordination of the City’s utilities around the structure of the bridge. Due to there being a large amount of utilities in the work zone, construction may begin in the fall. #54 Marine Patrol Facility 57:03 David Martinez reported that the design is at 30%. The design was presented to the Sunset Harbor HOA and other HOAs in the area on February 23rd and was favorably received. Staff presented at the April 4th Design Review Board (DRB) meeting, where a lot of feedback was provided. The DRB asked Staff to come back to the June 6th meeting with a revised design. #43 23 St. Streetscape Improvements 58:19 David Martinez reported that Staff is expecting bids by May 4th and anticipating an award in June. Due to needing quorum for a motion, the Committee jumped to VIII. G.O. Bonds for Arts & Culture. Project updates resumed at 1:19:52. #45 Fire Station #1 1:19:52 David Martinez reported that the City has achieved 90% design development. The drawings have been provided to the Construction Manager at Risk. They are getting ready to provide the guaranteed maximum price (GMP). The Apollo Mural is being incorporated into the design of the fire station and that is scheduled to be heard at the July Historic Preservation Board (HPB). #38 Streets- Tranche 1 & #39 Sidewalks- Tranche 1 1:23:33 Omar Mendoza reported that Staff is currently coordinating the future resurfacing of the streets and sidewalk repairs in the North Shore area. The contractors are currently mobilized and working on 9th street. #48 Police HQ Facility- Tranche 1 1:27:08 Frank Garcia reminded the Members that the project went out to bid last year and proposals were due back on October 13, 2022. Unfortunately, there were no bids received. The Facilities and Fleet Management Department collaborated with the Procurement Department on conducting a series of industry review meetings to try and learn why no bids were received. Staff found that most contractors found the 285 days to substantial completion to be too short of a G.O. Bond Oversight Committee Meeting Minutes No. 39 April 20, 2023 Page 5 of 6 construction period for a multi-phased project like this one. Currently, the design team is putting together a permit package that prioritizes the Real Time Crime Center. Concurrently, staff is working with the Procurement Department on a solicitation to bring on a Construction Manager at Risk (CMAR). This is tentatively scheduled for award at the June City Commission meeting. VII. Public Comment 1:38:08 Chair Karen Rivo asked if anyone from the public has any questions. No one spoke. G.O. Bonds for Arts & Culture VIII. G.O. Bonds for Arts & Culture Update (Refer to pages 26-27 of the Agenda & Handout Packet on the G.O. Bond website.) 4/28/23 Commission Meeting Tranche 1 Recommendation 1:04:43 Maria Hernandez reminded the Committee that Staff presented the Tranche 1 Summary chart draft at the March 30th G.O. Bond Oversight Committee meeting, which is found on page 26 of the Agenda & Handout Packet. Staff then presented the chart on the following day at the March 31st Finance & Economic Resiliency Committee (FERC) meeting. After discussing the chart at FERC there were several recommendations provided to Staff. The items shown in yellow on the chart on page 27 are the items that changed as a result of the FERC recommendation. The Administration, therefore, have recommended to the City Commission that the New World Symphony, the Holocaust Memorial, and the Miami Beach Hispanic Cultural Center receive the total amount of funds in their grant agreement in Tranche 1. The total amount includes a contingency, which was previously under the purview of the City Commission but has now been changed to be under the purview of the City Manager. The project management fees that were originally budgeted for Tranche 2 will be awarded to the Cultural Institutions in Tranche 1. The Wolfsonian will receive awarded funds in Tranche 1 and Tranche 2, as opposed to only Tranche 1. The Aquatic Sculpture Park will receive awarded funds in Tranche 1, as opposed to both Tranche 1 and Tranche 2. The original Tranche 1 budget was $99,527,000. These revisions increase the Tranche 1 total budget to $101,700,000. Motion 1:10:56 Dennis Scholl made a motion to support the Administration’s recommendation of the G.O. Bond for Arts & Culture Tranche 1 total of $101,700,000. 1:10:59 Jack Glottmann seconded the motion. Susan Askew recused herself. Motion passed 5-0. IX. Bond for Arts & Culture. He reported that the Miami City Ballet has requested a meeting with all of the Yes to Arts coalition with the Administration. X. Adjournment Meeting adjourned.
