I. Introductions and Roll Call
Chair welcomed and shared the Committee’s mission statement.
Attendance was taken.
II. Approval of September 2022 minutes
Motion to adopt the minutes from the previous meeting held on September 26, 2022.
Motion made by Magui Benitez
Motion seconded by Carolina Cuadros
Motion passes unanimously, 6-0
III. Overview of November 2022 Election Ballot, Rafael Paz, City Attorney
An overview of the November ballot questions was given.
Key takeaways included:
- Noted that staff is not permitted to speak in favor or against a ballot question.
- Rick Dopico explained Lincoln Lane ballot questions with the purpose of attracting class A
office space.
- Three ballot questions related to Lincoln Lane office space:

Question #5 – Development of P27 parking lot was explained
Question #6 – Development of P26 and P25 parking lots was explained
Debi Quade asked a question regarding parking rates, electric car charging stations, and
bicycle racks.
Debi Quade asked a question regarding taxes/fees related to building/development.
Debi Quade asked a question about the construction timeline.
- City Attorney Paz explained the other ballot questions
Question #1 – Deauville Hotel site redevelopment
Question #2 – $159 million General Obligation Bond for Arts and Cultural Facilities
Debi Quade asked a question regarding the time to repay the debt.
Debi Quade asked a question regarding debt financing and city credit ratings
Question #3 – Voter approval of parking lots along 41st Street
Debi Quade asked about history of voter approvals
Question #7 – Increasing FAR to a hotel to change use to residential
Question #8 – Increasing FAR on Washington Avenue on 1st and 2nd Street
- Debi Quade thank the City Attorney for the explanations
IV. Senior Center Representative Report and Discussion
A. Blackstone Apartments – Vacant
B. Council Towers South – Natacha Fernandez: Reported after meeting. All is well.
C. Council Towers North – Vacant
D. Federation Towers – Magui Benitez: Everything is ok. Less people coming uninvited to the
building. Thank the increased police presence. Debi Quade encouraged everyone to vote.
E. Four Freedoms House - Enilda Thomas: Absent.
F. Rebecca Towers – Ana Rabelo: All is well. Reported a case of COVID-19.
G. Stella Maris House – Gaby Baglietto: Asked questions about sidewalk on east side of Harding
Ave and trimming of hedges. Hedges were trimmed but trash was left. She also asked questions
about the coconut palm trees. Also, asked question about fallen bust stop sign. Noted that it has
been fixed. Lastly, Gaby showed a video of cons on 87th Street and Collins and the bus operator
not stopping on the curb. Asked what the city can do?

H. UNIDAD of Miami Beach – Larissa Cajiao: Highlighted the center’s Halloween Lunch, only for
registered participants. Registration can be done at the center. Requirements were discussed.
I. At-Large – Debbi Quade, Chair: No update.
J. At-Large – Carolina Cuadros: No update.
K. Hispanic Affairs Committee Chair – Gabriel Paez: No update. Heritage Awards Ceremony
update.
L. Jewish Community Services of South Florida – Vacant
M. Mount Sinai Medical Center – Oscar Llorente, Vice-Chair: Absent
V. Discuss July Calendar of Events
Calendar pending and will be sent to committee via email.
VI. New Business
A. Proposed 2022 Meeting Dates
i. Monday, November 28, Larissa will be unable to attend.
ii. Monday, December 26 (Will be canceled)
B. September Meeting Topics
No topics discussed.
Debi Quade suggested bringing in an update from the Office of Housing and Community
Services.
C. Staff Liaison’s Report
Provided an update on building safety at Federation Towers.
Provided update on change on Tai Chi Classes being changed at Four Freedoms.
Discussed change to food distribution schedule.
Provided update on important topics discussed at the City Commission meeting held in
September. Next Commission meeting will be on October 26.
Debi Quade highlighted two vacancies on the committee.
VII. Closing
Next meeting is scheduled for Monday, November 28, 2022.
