SUBJECT: 2023 Certified Tax Roll
The purpose of this Letter to Commission (L TC) is to transmit the 2023 Certification of Taxable
Values as of July 1, 2023 provided by the Miami-Dade County Property Appraiser's Office for the
City of Miami Beach and all other taxing authorities within Miami-Dade County that have been
attached. These values as of July 1, 2023 for the City of Miami Beach are those that will be utilized
in the development of the FY 2024 budget.
The attached values reflect an overall increase in property values of approximately $5.0
billion, or 10.8%, from the 2022 Certified Taxable Values of $46.5 billion to the 2023 Certified
Taxable Values of $51.6 billion. This is comprised of a $4.8 billion, or 10.3%, increase in existing
property values and a $0.2 billion increase in new construction values. The overall increase in
property values would result in a projected increase of approximately $26.4 million in General
Fund property tax revenues that is comprised of $25.7 million for operating purposes, $0.5 million
for Pay-As-You-Go (PayGo) capital funding, and $0.2 million for Capital Renewal & Replacement
(CRR) funding.
This represents an overall increase of approximately $3.4 million over the General Fund property
tax revenue projections based on the 2023 Estimated Taxable Values increase of 10.4% that was
provided by the Miami-Dade County Property Appraiser's Office on June 1, 2023 and reported to
the Mayor and City Commission in a Letter to Commission (L TC No. 252-2023) on June 1, 2023.
This increase is comprised of an additional $3.3 million for operating purposes, $59,000 for PayGo
capital funding, and $29,000 for CRR funding for FY 2024.
It is important to note that since the City does not receive the City Center Redevelopment Agency
(City Center RDA) and the North Beach Community Redevelopment Agency (North Beach CRA)
values until the certified values are provided by the Miami-Dade County Property Appraiser on
July 1, 2023, the preliminary property tax revenue projections as of June 1, 2023 estimated that
property values within the City Center RDA and the North Beach CRA would increase by 10.4%,
respectively, over the 2022 Certified Taxable Values of approximately $6.0 billion for the City
Center RDA and $1.6 billion for the North Beach CRA. However, based on the 2023 Certified
Taxable Values provided by the Miami-Dade County Property Appraiser on July 1, 2023 for the
City Center RDA and the North Beach CRA, property values within the City Center RDA and the
North Beach CRA increased by 2.7% and 9.1%, respectively, over the 2022 Certified Taxable
Values, which is less than the 10.4% increase in values estimated as of June 1, 2023, further
increasing property tax revenues for the General Fund.

The attached values for the Normandy Shores Local Government Neighborhood Improvement
District reflect an overall increase in property values of approximately $87.3 million, or 28.6%,
from the 2022 Certified Taxable Values of $305.5 million to the 2023 Certified Taxable Values of
$392.8 million. This is comprised of a $83.9 million, or 27.5%, increase in existing values and a
$3.4 million increase in values attributed to new construction.
This represents an increase of 1.0% over the 2023 Estimated Taxable Values that was provided
by the Miami-Dade County Property Appraiser's Office on June 1, 2023 and reported to the Mayor
and City Commission in a Letter to Commission (L TC No. 252-2023) on June 1, 2023.
