A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION TO
CONDUCT AMERICANS WITH DISABILITIES ACT ("ADA") TRAINING
WITH THE CITY OF MIAMI BEACH'S PARK RANGERS, WITH RESPECT
TO REASONABLE ACCOMMODATIONS FOR PERSONS USING CITY
PARKS, INCLUDING RESIDENTS WHO MAY NOT BE PHYSICALLY
ABLE TO KEEP THEIR SERVICE DOGS LEASHED AT ALL TIMES AT
CITY PARKS.
WHEREAS, persons with disabilities, including people who may not be physically
able to keep their service dogs leashed at all times at City parks, have the right to be
included in and able to access, with reasonable accommodations, all City services,
programs, activities, and public spaces; and
WHEREAS, the Americans with Disabilities Act("ADA") established a mandate for
governments to provide reasonable accommodations to persons with disabilities; and
WHEREAS, outreach and awareness is necessary for organizations to serve
persons with disabilities in the most efficient and appropriate manner; and
WHEREAS, the City of Miami Beach's Park Rangers, who are responsible for
enforcement of the City's Leash Law in parks, shall be trained as to implementation of ADA
reasonable accommodations, including learning the definition of disability under the ADA,
the requirements for providing reasonable accommodations, types of reasonable
accommodations that could be provided to persons who may not be physically able to keep
their service dogs leashed at all times, protocols for providing such reasonable, interacting
with those with disabilities, and interacting with service animals.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the Administration to conduct Americans With Disabilities Act
("Ada") training with the City of Miami Beach's Park rangers, with respect to reasonable
accommodations for persons using City parks, including residents who may not be
physically able to keep their service dogs leashed at all times at City parks.
