SUBJECT: Resolution from SOBESafe Board of Directors -
Relating to Items R9 G, C7 Y, and C4 L on the July 26, 2023, Commission Meeting.
On behalf of the Board of Directors of SOBESafe, please find a resolution in advance of the Commission
Meeting of June 28, 2023, pertaining to:
R9 G UPDATE REGARDING THE MOTION OF THE PUBLIC SAFETY AND NEIGHBORHOOD
QUALITY OF LIFE COMMITTEE, AT ITS MAY 23, 2023 MEETING, RECOMMENDING THAT
THE CITY COMMISSION ADOPT A RESOLUTION STRONGLY URGING THE MIAMI-DADE
COUNTY COMMISSION TO MAINTAIN THE CURRENT TEMPORARY OCEAN DRIVE
PROMENADE AND TO ALLOW THE CITY TO PILOT AN EXTENSION OF THE CURRENT
PROMENADE DURING CERTAIN HOURS.

SAID REVISIONS REQUIRING (1) ENHANCED NOTICE OF PROPOSED SPECIAL EVENTS
TO NEIGHBORHOOD ASSOCIATIONS AND AFFECTED PROPERTY OWNERS WITHIN A
CERTAIN RADIUS OF THE PROPOSED SPECIAL EVENT, AND (2) CITY COMMISSION
APPROVAL OF SPECIAL EVENTS LOCATED IN SPECIFIED AREAS IN AND AROUND
LUMMUS PARK, AMONG OTHER TERMS.

Dear Mayor and Commissioners,
On the upcoming meeting on July 28, the Commission will discuss crucial matters
regarding our community. The agenda includes the County's proposal for the North
Ocean Drive Pedestrian Promenade and two separate, yet complementary proposals
on activations proposed by Commissioners Dominguez and Fernandez.
Regarding the North Ocean Drive Pedestrian Promenade, we wish to highlight the
following points:

It's important to consider the overwhelming support from residents and the
majority of affected businesses.
It was the City staff, not the County, that proposed partially opening the
Promenade to vehicular traffic.
The Fire Chief has confirmed there are no public safety issues with the proposal.
With counterarguments debunked, we believe the Commission should follow a
responsive and responsible course of action.
There is only one responsive, and responsible, course of action for the Commission,
namely:
Direct the Manager to respond to the County in line with proposed Alternative 1,
however modified to exclude the provision for the partial opening of Ocean Drive
to vehicular traffic.
The community- your voters - anticipates this action from you.
On the second matter, activations, we wish to express our appreciation for the efforts of
Commissioners Dominguez and Fernandez. The two items being presented are both
necessary and complement each other. Item C7Y provides several beneficial
Improvements in the activation process that can be implemented immediately, while
Item C4L refers the SOBESAFE proposal to the Committee. This proposal is in

alignment with the action item s in Item C7Y and also addresses a num ber of other,
longer-term issues that would benefit from Com m ittee review .
