The Belle Isle Residents Association (BIRA) urges the Miami Beach City Commission to reject the request to create an
indoor restaurant ambient entertainment pilot program.
Residents will not benefit from this pilot program. It will be administered by the Director of Tourism and Culture, whose
job is to generate more revenue from tourism. This pilot, led by tourism, will subject city residents to unwanted noise
while they are trying to eat and have conversations with their fellow diners. Moreover, the city's Code Compliance team
will be charged with enforcement of the hours and sound level of this pilot. Code Compliance fails to enforce current
ambient noise complaints from restaurants. Adding a pilot program to their workload means no enforcement, and
residents will suffer.
Finally, this proposed pilot does not allow residents - via their neighborhood associations- to opt out of this program.
The only acceptable option for this pilot program is to offer each neighborhood association the opportunity to opt out at
their sole discretion.
