WHEREAS, on December 28, 2021, the City executed the $2,200,000 grant agreement #10139 with the Florida Department of Economic Opportunity for the construction of hardening and storm/water proofing of Sanitary Sewer Pump Station #29; and WHEREAS, at its March 25, 2022 meeting, the City Commission awarded and authorized the execution of the Agreement with CHA Consulting, Inc. (Formerly A&P Consulting Transportation Engineers, Corp.) for Engineering Services for Water and Wastewater Projects (RFQ) No. 2022-122-ND; and WHEREAS, on February 8, 2023, the City and CHA Consulting, Inc. entered into an Agreement for Engineering Services for Water and Wastewater Projects (RFQ) No. 2022-122- ND, having an initial term of three (3) years, with two (2) one-year renewal terms; and WHEREAS, on April 28, 2023, the City Commission approved item C2J, which included the Assignment of the Agreement from A&P Consulting Transportation Engineers, Corp. to CHA Consulting, Inc., thereby assigning the rights, titles, interest, and obligations of the Agreement (RFQ) No. 2022-122-ND from A&P Consulting Transportation Engineers, Corp. to CHA Consulting, Inc; and WHEREAS, the City's existing infrastructure is aging and requires rehabilitation; and WHEREAS, the City's existing infrastructure is subject to corrosive environments and needs to be hardened and water- and storm-proofed to extend its useful life; and WHEREAS, the Sanitary Sewer Pump Station #29 is a critical asset of the City's wastewater infrastructure; and WHEREAS, the Administration seeks the authorization to execute a work order with CHA Consulting, Inc. for design and post design services including: (1) design of hardening and flooding proofing of the pump station and pump station building; (2) design of the replacement of aging pipe, pump, valve, and related infrastructure; (3) evaluation and design of structural and electrical components related to hardening; (4) surveying services in the amount not to exceed $568,475.51 performed by CHA Consulting, Inc., G&G Engineering, Inc., and Benny Suarez Surveying, Inc. The tasks for Work Order 1 entail the design, permitting, and post permitting services for the rehabilitation and resiliency of Sanitary Sewer Pump Station #29 which include water- and storm-proofing the pump station, hardening the pump station building, and rehabilitating the pipes, pumps, valves, and related infrastructure. ANALYSIS The Sanitary Sewer Pump Station#29 Rehabilitation and Resiliency Improvement Projects is a priority wastewater management project in North Beach. The project intention is to design the necessary improvements to rehabilitate the station, ensuring reliable and safe operation until 2045, in accordance with the City of Miami Beach Sewer System Master Plan. Additionally, these improvements will harden the station with the primary objective of mitigating flooding and water infiltration caused by intense rain events, high tides, and sea level rise. This pump station is one of the largest in the City and is responsible for boosting flow from the north to the south to transport sewage to Miami Dade County's Wastewater Treatment Plant. Additionally, the Public Works Department is supported in the construction of hardening and resiliency improvements to the pump station by a $2,200,000 grant agreement with the Department of Economic Opportunity. This project will take the existing critical pump station and develop the changes to ensure it performs as a resilient, reliable, and safe cornerstone of sanitary infrastructure for the City of Miami Beach. The City has conducted several City-wide studies to identify improvements needed throughout the City's infrastructure: The City's 2019 Sewer Master Plan, completed by Hazen and Sawyer, P.C., identified the need for Sanitary Sewer Pump Station #29 to undergo a Renewal and Replacement (R&R) project to rehabilitate and replace existing infrastructure at the current capacity. The subsequent R&R report noted that failure of this asset would have a high impact and detailed the various inspections, observations, and recommended improvements. Procurement Selection Process: CHA Consulting, Inc. provided a proposal to conduct the preliminary data gathering/preparation, design drawings and specification development, permitting, post-design support services under executed agreement 2022-122-ND for Engineering Services for Water and Wastewater System Projects. This Work Order 1 for design will (1) conduct necessary preliminary data gathering, surveying, and initial engineering to verify utilities and confirm the accuracy of existing Page 612 of 1588 information to determine if additional information is needed (2) prepare drawings and specifications for the upgrades to Pump Station#29, which include all necessary information to accommodate the proposed Civil, HVAC, Structural, Electrical, and Mechanical improvements (3) develop the required permit application packages to obtain the permits/regulatory approvals/reviews of DERM and Miami Beach Building Department, and (4) perform the post- design and construction support services of preparing a conformed.set of drawings during the bidding process, attend pre-bid meetings, respond timely to RFI's with necessary addenda during the bidding and construction process, attend pre-construction meetings, review and approval of shop drawings, and assist with project close-out and final certification. Pursuant to the agreement request for proposals (RFQ) 2022-122-ND Engineering Services for Water and Wastewater System Projects between the City and CHA Consulting, Inc. and authorizing a task order to complete the engineering and consulting services required in the lump sum amount of$568,475.51 performed by CHA Consulting, Inc.; and included in this lump sum amount is the approval of Benny Suarez Surveying, Inc., as a subconsultant, to perform specialized Surveying Services in the amount of $24,490.70; and also included in this lump sum amount is the approval of G&G Engineering, Inc. as a subconsultant, to perform specialized Mechanical and Plumbing Design Services in the amount of$70,394.96. The Administration agrees with CHA Consulting, Inc.'s scope of work and is recommending to the full Commission for approval. SUPPORTING SURVEY DATA Results from the 2022 Resident Survey related to the City's perception and satisfaction show an overall approval of 67.4%and rated the City as a good place to live. FINANCIAL INFORMATION Account Code: 418-0815-061357-00-418-561-00-00-00-20619 The total project budget for design services is $568,475.51. This project will provide a cost estimate for the proposed infrastructure improvements. The City has been awarded a total of $2.2M in Community Development Block Grant Mitigation Program funds from the Department of Economic Opportunity (DEO) for the construction of hardening and water- and storm- proofing items. This project is funded under the City's Five-Year Water'and Sewer Capital Improvement Plan and the DEO Grant. CONCLUSION • Once completed,this project will extend the life of the Sanitary Sewer Pump Station#29, which is one of the City's largest pump stations, boosting flow from the north to the south helping to convey sewage to Miami Dade County's Wastewater Treatment Plant. This project will improve the City's resiliency to climate change and sea level rise. In order for the City to advance the improvements for the Sanitary Sewer Pump Station #29 Project, the Administration recommends that the Mayor and City Commission adopt the Resolution approving the Task Order with CHA Consulting, Inc. The station is located at Indian Creek Dr and 63rC Street. Miami Beach, FL. PS 29 is composed of a dry well/wet well lift station with three dry-pit pumps (125 HP), and three booster pumps (200 HP). PS 29 dry-pit lift station collects flows from its own collection basin, while the booster pumps boost the flows from several upstream pump stations (PS 19, 21, 22, 23, 24), as well as flows from Bay Harbour Islands, Indian Creek Village, Surfside, and Bal Harbour. The gravity influent to the structure comes from a 24-inch influent line that enters the wet well from the west side. The dry-pit pumps then pump the gravity influent into the 30-inch discharge header. The booster pumps are fed by a 36-inch suction header that enters the station from the north and pumps to the same discharge header as the lift station. Wastewater from the booster/lift station is pumped southward via a 30-inch force main, exiting the City system through the Miami-Dade Water and Sewer Department (MDWASD) Meter No. M-29 and eventually discharging to the Central District Wastewater Treatment Plant (CDWWTP). According to the City of Miami Beach Sewer System Master Plan, dated October 2019. During this field visit, it was determined that several items could be rehabilitated with an "in-kind" upgrade configuration, while other items involve hardening of the station to comply with flood and storm requirements and sea level rise. The City also requested that the activities be broken down into two sub-groups: those that fall within the scope of the Department of Economic Opportunity (DEO) Grant No. 10139, and those that the City will perform outside of the grant. The DEO Grant No. 10139 is part of the Subrecipient Agreement entered into by the State of Florida. DEO. and the City of Miami Beach to provide funding to support long-term disaster mitigation efforts and increase critical infrastructure resilience. These are enumerated further in the following section. Scope of Services TASK 1 — Data Gathering/Preparation, Survey, and Initial Engineering CHA will attend a Project Kickoff/ Preliminary Design meeting with the City prior to beginning work. CHA will coordinate with the City to gather relevant as-builts and information on PS 29 and surrounding site features. Utilities within and around pump station site will be verified to ensure no impacts by the proposed work. CHA will also conduct site visits to further document elements of the station to be upgraded/replaced, as well as confirm accuracy of record drawings and gather any additional information needed. A boundary and topographic survey for the site will be completed that will include the exterior site as well as all interior levels of the station. CHA will prepare a brief Technical Memorandum detailing evaluations and proposed upgrades/alternatives. CHA will then hold a workshop review meeting with the City to present the proposed alternatives and ensure concurrence from the City. Task 1 Deliverables: 1. Topographic Survey: One (1) digital copy, One (1) signed and sealed copy 2. Recommendations Technical Memorandum: One (1) digital copy TASK 2 — Contract Document Development Upon completion of Task 1, CHA will prepare drawings and specifications for the upgrades to PS 29. Structural • Design of hatch replacement with watertight hatches Electrical • Design replacement of existing generator. Analyze whether a larger power rating can be installed. Selection will be based on the following: Proposed generator will be installed within existing generator room without modifying room size Existing 5000-gallon fuel tank will be used in order to not increase generator facility footprint. Analysis of whether larger rating is capable of operating station continuously for 72 hours on emergency power with at least two (2) 200 HP booster pumps and three (3) 125 HP dry-pit pumps running simultaneously. • Verify if existing ATS can be kept in service. Any permit comments will be addressed prior to generating the final Bid Set. Although CHA will make every effort to submit in a timely manner to all permitting agencies, it is recognized that review time is often beyond the Consultant's control. It is assumed that all permits may be obtained from the applicable regulatory agencies within sixty (60) days of initial submittal. The selected bidder shall utilize the approved permit plans to secure the construction permit from the Building Department. The City shall be responsible for payment of any permitting fees not specifically listed in the attached fee table and/or under the "Assumptions" heading. TASK 4 — Post Design and Construction Support Services • CHA will provide Conformed Set of drawings during the bidding process. if needed. • CHA will attend one (1) pre-bid meeting. • CHA will provide timely responses to RFIs from contractors during the bid process. • CHA will provide any necessary addenda as a result of RFIs during the bid process. • CHA will attend one (1) preconstruction meeting. • CHA will review and approve shop drawings during construction. • CHA will provide timely responses to RFIs during construction. • CHA will assist with project close-out and final certification. ASSUMPTIONS This scope of services is based on the following assumptions: 1. Responses to various inquires shall be made based on the best available information provided to cha at the time of the review. 2. If required, the City will provide any and all wastewater and hydraulic modeling required by any permitting agency to assess the impacts of the proposed upgrades to PS 29. 3. The City will provide available information and record drawings for PS 29 in ACAD format, as well as any other pertinent data requested by CHA. 4. The City acknowledges that CHA's scope is based on information made available at the time of this Task Order and data gathered during site visits and meetings. 5. The City will provide all requested information within a reasonable timeframe. It is assumed that all information provided by the CITY is complete and accurate. 6. Site visits in this task will require the presence of City personnel. Additionally, the City agrees to work with CHA to ensure compliance with the proposed schedule. 7. Performance durations provided assume timely permit processing by regulatory agencies having jurisdiction over the project. Delays in obtaining permits. beyond the control of CHA may results in delays to the performance schedule for which CHA and its subcontractors cannot be held liable. 8.
