MIAMI BEACH, FLORIDA, ADOPTING THE EIGHTH AMENDMENT TO THE
CAPITAL BUDGET FOR FISCAL YEAR 2023 AS SET FORTH IN
ATTACHMENTS A, "PROJECTS"; B, "SOURCE OF FUNDS"; AND C
"PROGRAMS."
WHEREAS, on September 28, 2022, the final Capital Improvement Plan (CIP) for Fiscal
Years 2023 — 2027 and the final Capital Budget for FY 2023 was adopted via Resolution No.
2022-32337; and
WHEREAS, on October 26, 2022, the First Amendment to the Capital Budget for FY 2023
was adopted via Resolution No. 2022-32381; and
WHEREAS, on November 30, 2022, the Second Amendment to the Capital Budget for FY
2023 was adopted via Resolution No. 2022-32420; and
WHEREAS, on December 14, 2022, the Third Amendment to the Capital Budget for FY
2023 was adopted via Resolution No. 2022-32446; and
WHEREAS, on February 1, 2023, the Fourth Amendment to the Capital Budget for FY
2023 was adopted via Resolution No. 2022-32482; and
WHEREAS, on February 22, 2023, the Fifth Amendment to the Capital Budget for FY
2023 was adopted via Resolution No. 2023-32512; and
WHEREAS, on March 27, 2023, the Sixth Amendment to the Capital Budget for FY 2023
was adopted via Resolution No. 2023-32547; and
WHEREAS, on June 28, 2023, the Seventh Amendment to the Capital Budget for FY 2023
was adopted; and
WHEREAS, it is recommended by the Administration that the FY 2023 Capital Budget be
amended to increase appropriations by$101,760,000 as highlighted in Attachments A, "Projects";
B, "Source of Funds"; and C, "Programs" and to re-appropriate $491,000 as highlighted in
Attachment A, "Projects."
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that following a duly noticed public
hearing on July 26, 2023, the Mayor and City Commission hereby adopt the Eighth Amendment
to the Capital Budget for Fiscal Year 2023 as set forth in Attachments A, "Projects"; B, "Source of
Funds"; and C, "Programs."
PASSED AND ADOPTED this 26th day of July 2023.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Planning for capital improvements is an ongoing process; as needs change within the City of
Miami Beach (the City), capital programs and priorities must be adjusted accordingly. The Capital
Improvement Plan (CIP) serves as the primary planning tool for systematically identifying,
prioritizing, and assigning funds to critical City capital development, improvements, and
associated needs.
The City's CIP process begins in the spring when all departments are asked to prepare capital
improvement updates and requests on the department's ongoing and proposed capital projects.
Individual departments prepare submittals identifying potential funding sources and requesting
commitment of funds for their respective projects.
The CIP is updated annually and submitted to the City Commission for adoption. The Fiscal Year
(FY) 2023 — 2027 Capital Improvement Plan and FY 2023 Capital Budget was adopted on
September 28, 2022 by Resolution No. 2022-32337.
The First Amendment to the FY 2023 Capital Budget was adopted on October 26, 2022 by
Resolution No. 2022-32381.
The Second Amendment to the FY 2023 Capital Budget was adopted on November 30, 2022 by
Resolution No. 2022-32420.
The Third Amendment to the FY 2023 Capital Budget was adopted on December 14, 2022 by
Resolution No. 2022-32446.

Resolution No. 2023-32482.

Resolution No. 2023-32512.
The Sixth Amendment to the FY 2023 Capital Budget was adopted on March 27, 2023 by
Resolution No. 2023-32547.
The Seventh Amendment to the FY 2023 Capital Budget was adopted on June 28. 2023.
EIGHTH AMENDMENT TO THE FY 2023 CAPITAL BUDGET
The Eighth Amendment to the FY 2023 Capital Budget reflects an overall increase of
$101,760,000 and a re-alignment of $491,000 for the following capital projects:
. 42nd Street Garage-Generator: The scope of this includes the replacement of the
generator at this garage. The project requires additional funding because the
contractor has identified the need for an additional length of piping for the generator's
gas valve.
Funding for this proposed amendment, in the amount of $25,000, would come from
Parking Capital (Fund 480/490) fund balance. The remaining $25,000 would come
from Parking Capital (Fund 480/490) funds previously appropriated to the 42' Street
Garage — Dispatch Area project (#67418), where savings were identified with a
reduction in the original scope of work

2. Normandy Shores Golf Club-Clubhouse Roof: The scope of this project allows for
the replacement of the clubhouse roof. The proposal received as a result of TQ#2023-
027-JH, executed on February 24th, 2023. exceeded the original budgeted amount.
Due to material cost increases, an additional $50,000 is needed to complete this
project.
Funding for this proposed amendment would come from North Beach Quality of Life
(Fund 307) funds previously appropriated as follows:
• 71st Street Business Corridor Light (#65921) - $10,000.00 (project completed)
• Shane Rowing Center HVAC Units Replacement (#64722)- $5,000.00 (project
completed)
The remaining $35,000.00 would come from the North Beach Quality of Life fund
balance.

3. GOB #40 41st Street Corridor: The scope of this projects allows for the revitalization
of the 41st Street corridor with streetscape and infrastructure improvements such as
new high-tech street lighting, landscaping, an expanded tree canopy, sidewalks,
crosswalks, street furnishings. and reprogrammed on-street parking to enhance public
safety. aesthetics, comfort, and walkability for pedestrians.
The 41st Street Corridor Project (GO#40) is currently progressing towards the 60%
design phase and needs advanced funding in the amount of $451,000. The current
need exceeds the funding amount currently available in Tranche 1. The funding is
being requested for services required through April/May 2024 as follows:
constructability reviews, public information (PIO), permitting fees. and CIP
management fees. Staff recommends the temporary re-alignment of $451,000 from
project GO#31 Ocean Drive Improvements (#27319),
Funding for this proposed amendment would come from 2019 GO Bonds —
Neighborhood & Infrastructure (Fund 393)funds previously appropriated to the GO#31
Ocean Drive Improvements (#27319) project. The balance of the Tranche 1 funding
will not be required until approximately December 2024, and the issuance of Tranche
2 for the Infrastructure Category is expected to occur prior to that. The schedule for
the Ocean Drive Corridor Project will not be impacted.
Once Tranche 2 of the G.O. Bond is issued, funding re-aligned from the Ocean Drive
Improvements project will be returned.

On November 8, 2022, the voters of the City of Miami Beach approved the issuance of a not
to exceed amount of $159,000,000 in Arts & Culture General Obligation Bonds (GOB) for
improving facilities for resiliency of arts and cultural institutions throughout the City, including
museums, performance venues, artistic playgrounds, senior/cultural centers, botanical
garden, aquatic sculpture park, and related artist/workforce housing. At the March 31, 2023
Finance and Economic Resiliency Committee (FERC) meeting, the Committee heard input
from staff and various grantees. The Committee approved a recommendation for the Arts &
Culture GOB Tranche 1 of $101,700,000. At the June 28, 2023 Commission meeting, the
Commission approved the issuance of Tranche 1 not to exceed the amount approved by the
FERC. Tranche 1 will include both tax-exempt Series 2023A (Fund 394) and taxable Series
2023B (Fund 395) debt. The projects and funding approved for Tranche 1 are as follows:
