Resolution 2023-32716 RESOLUTION NO.; 2023-32716 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF WAYNE A. JONES, AS THE POLICE CHIEF OF THE CITY OF MIAMI BEACH. WHEREAS, pursuant to Section 4.02(b) of the City Charter, the City Manager has the power to appoint the directors of the City's administrative departments, including the Miami Beach Police Department, with the consent of the City Commission; and WHEREAS,the selection of the Police Chief is one of the single most important decisions that any City Manager can make, as public safety is fundamental to the management and operations of the City; and WHEREAS, Police Chief Richard Clements will conclude his tenure with the City of Miami Beach (the"City") on October 31, 2023; and WHEREAS, the City Manager has appointed Wayne A. Jones, the current Deputy Chief of Police, as the Police Chief for the City; and WHEREAS, Chief Jones has spent his entire 27-year career with the City coming up through the ranks as a Patrol Officer, Detective, Sergeant, Lieutenant, Captain, and Major before being appointed Deputy Chief in 2022; and WHEREAS, Chief Jones developed the structure for what has become the nationally recognized Homeless Resource Officer Program, offering a multifaceted approach to outreach, engagement, and enforcement; and WHEREAS, Chief Jones has been instrumental in making tremendous strides in the Police Department, such as boosting the recruitment of female police officers hires from 12% to 18%; and WHEREAS, Chief Jones holds a bachelor's degree in political science and public administration from Florida Memorial University, and a master's degree in public administration from Florida International University; and • WHEREAS, Chief Jones successfully completed the Federal Bureau of Investigation's Law Enforcement Executive Development Seminar program and the Police Executive Research Forum's Senior Management Institute for Police; and WHEREAS, Chief Jones' knowledge, skills, experience, and qualifications make him uniquely qualified to serve as Police Chief for the Miami Beach Police Department; and WHEREAS, to allow for the appropriate transition and continuity within our Police Department, this appointment will become effective September 1, 2023; and WHEREAS, Chief Clements will serve the remainder of his time as a Special Advisor to the City Manager and to Chief Jones to ensure a smooth and seamless transition; and 1 WHEREAS,the Mayor and City Commission wish to consent to the appointment of Wayne Jones as the Police Chief for the City of Miami Beach, Florida. While serving as a Sergeant in community affairs, he developed the structure for what has become the nationally recognized Homeless Resource Officer Program, offering a multifaceted approach to outreach, engagement and enforcement. As a Major over support services, he developed a strategy to boost the recruitment of women police officers increasing hires from 12% to 18%. He also created the department's human trafficking unit while a Major in the criminal investigation division. The unit subsequently went on to lead Miami-Dade County in trafficking investigations and arrests for sex trafficking offenses. Chief Jones obtained his bachelor's degree in political science and public administration from Florida Memorial University and his master's in public administration from Florida International University. He holds an associate degree from Miami Dade College in professional piloting and technology, and is a Miami Fellows (Class II)Alumni. Over the past several months, I led an intentional process of interviewing and engaging with all who have expressed an interest in the position. That process involved multiple discussions with 'each candidate including a panel conversation with our senior leadership team and Miami-Dade County Police Director& Chief of Safety and Emergency Response Freddy Ramirez. I want to thank our command staff members for their honesty and thorough.preparation. The process validated my strong feelings about our City's exceptional talent pool. Chief Jones and I have discussed urgent priorities for the department including managing the complex challenges of high impact weekends such as those in March, the issue of our homeless Page 1294 of 1588 population, the importance of neighborhood policing, improved traffic control and officer visibility. I have also charged him with creating an appropriate succession path to ensure a bright future for the department.At this time, a high percentage of our command staff is scheduled to retire within the next three years. This must be addressed immediately. He has also shared with me his priorities to augment the department's communications strategy, increase the representation of women at senior levels of the agency, develop and implement standard operating procedures and training, reduce claims against the City, leverage technology to improve efficiency while findings ways to enhance the recruitment and retention process of officers. With his knowledge, skills, experience and qualifications, I am confident that Chief Jones is the right person at the right time for our Police Department. Throughout the interview process, members of the command staff consistently expressed their support and respect for him in his role as Deputy Chief and potential future role. I believe strongly in the value of longevity, tradition and commitment. The agency is in the middle of a reaccreditation process that assesses organizational strength - and I want to use this opportunity to appoint a strong, proven, and capable leader with a vision for continuing to elevate the profile and morale of our outstanding Police Department.
