A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, AT ITS JULY 12,
2023 MEETING, AND REAFFIRMING THE CITY'S REQUEST TO
MIAMI-DADE COUNTY(THE "COUNTY") TO IDENTIFY FUNDING FOR
THE RE-CONFIGURATION OF THE BELLE ISLE RIGHT-OF-WAY AND
TRAFFIC SIGNALS ON VENETIAN WAY, AT THE INTERSECTION OF
CENTURY LANE AND ISLAND AVENUE; AND FURTHER URGING
THE COUNTY TO MANAGE THE DESIGN AND CONSTRUCTION
PHASES OF THE PROJECT.
WHEREAS, on October 26, 2022, the Mayor and City Commission adopted
Resolution No. 2022-32373, urging Miami-Dade County ("County") to evaluate the
County's current configuration of the right-of-way and traffic signals on Venetian Way, at
the intersection of Century Lane and Island Avenue on Belle Isle, and to identify funding
to accomplish the re-configuration of the right-of-way and traffic intersection as
expeditiously as possible, and thereby improve traffic safety and traffic flow at this
intersection; and
WHEREAS, on December 9, 2022, Miami-Dade County Commissioner Micky
Steinberg, at the request of residents, coordinated an on-site meeting with Belle Isle
residents, County's Department of Transportation and Public Works ("DTPW") staff, City
of Miami Beach Mayor's Office staff, and City staff to observe the traffic operations
occurring at this intersection first-hand and collaboratively discuss an action plan to
address the operational challenges; and
WHEREAS, at the conclusion of the meeting, County staff stated that they would
meet internally and develop a preliminary design concept which would be shared with
City staff and residents at a subsequent meeting for review and feedback; and
WHEREAS, on February 15, 2023, County Commissioner Micky Steinberg
coordinated a follow-up meeting with residents, DTPW staff, and City's Department of
Transportation and Mobility staff; and
WHEREAS, during the meeting, DTPW staff shared a preliminary design concept
to reconfigure the intersection and eliminate some of the conflicting vehicular
movements that contribute to the traffic operational deficiencies at the intersection; and
WHEREAS, on March 15, 2023, County Commissioner Micky Steinberg
coordinated a follow-up meeting with DTPW staff, and the City's Transportation
Department staff, during which DTPW staff shared an alternative design concept to
reconfigure the intersection which it believes would be more beneficial; and
WHEREAS, on June 21 , 2023, the City's Transportation staff reviewed the two
alternatives developed by DTPW staff with representatives of the Belle Isle Residents
Association ("BIRA"); and
WHEREAS, at this time, based on internal City staff coordination and input from
BIRA representatives, the Administration is recommending Alternative 2 as the
preferable configuration option; and
WHEREAS, the City and DTPW staff will coordinate a joint meeting with Belle Isle
residents, stakeholders, and directly affected property owners in the coming weeks to
obtain additional input on the two (2) proposed alternatives prior to finalizing the selection
of a recommended alternative; and
WHEREAS, the Mayor and City Commission respectfully reaffirm the City's
request to the County to identify a funding source for the implementation of the proposed
improvements, and to manage the design and construction phases of the project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accepts the recommendation of the Public Safety and
Neighborhood and Quality of Life Committee, at its July 12, 2023 meeting, and reaffirm
the City's request to Miami-Dade County ("County") to identify a funding source for the
reconfiguration of the Belle Isle right-of-way and traffic signals on Venetian Way, at the
intersection of Century Lane and Island Avenue; and further urge the County to manage
the design and construction phases of the project.

RECOMMENDATION
The City Administration recommends that the Mayor and City Commission ("Commission") approve
the Resolution.
BACKGROUND/HISTORY
The Venetian Causeway is an arterial roadway under the jurisdiction of Miami-Dade County (the
"County") that connects Miami Beach and mainland Miami. The intersection of Century
LaneNenetian Way/Island Avenue West on the Venetian Causeway provides access to the northern
portion of Belle Isle for residents as well as employees and patrons of the Standard Hotel
(Attachment A). The intersection currently has operational deficiencies due to its convoluted
configuration and geometric constraints which often result in driver confusion and vehicles blocking
the intersection while navigating the existing traffic island.
On October 26, 2022, the City Commission adopted Resolution No. 2022-32373 (Attachment B)
urging the County to work with the City of Miami Beach ("City") on an evaluation and potential
reconfiguration of the intersection of Century LaneNenetian Way/Island Avenue West in Belle Isle to
improve traffic circulation and operation at this location.
In addition, on October 26, 2022, Commissioner Steven Meiner referred a discussion on the potential
reconfiguration of the intersection of Century LaneNenetian Way/Island Avenue West to the Public
Safety and Neighborhood Quality of Life Committee ("PSNQLC" or the "Committee").
Via letter dated October 31, 2022, the City Clerk transmitted a copy of Resolution No. 2022-32373 to
Miami-Dade County Mayor Daniella Levine Cava, the Board of County Commissioners, and the
Director of the Miami-Dade County Department of Transportation and Public Works (` DTPW").

ANALYSIS
Pursuant to Resolution No. 2022-32373, the Transportation and Mobility Department is currently
working with DTPW on a potential reconfiguration to improve the intersection of Venetian
Way/Century Lane/Island Avenue West.
On December 9, 2022, Miani-Dade County Commissioner Micky Steinberg, at the request of
residents, coordinated an on-site meeting with Belle Isle residents, DTPW staff, City of Miami Beach
Mayor's Office staff, and City staff to observe the traffic operations occurring at this intersection first-
hand and collaboratively discuss an action plan to address the operational challenges. At the
conclusion of the meeting, County staff stated that they would meet internally and develop a
preliminary design concept which would be shared with City staff and residents at a subsequent
meeting for review and feedback.
On February 15, 2023, County Commissioner Micky Steinberg coordinated a follow-up meeting with
residents, DTPW staff, and Transportation and Mobility Department staff. During the meeting,
DTPW staff shared a preliminary design concept to reconfigure the intersection and eliminate some
of the conflicting vehicular movements that contribute to the traffic operational deficiencies at the
intersection. The concept proposes a permanent closure to/from Island Avenue West and Venetian
Way (both eastbound and westbound). Access to/from Century Lane and Venetian Way would be
maintained. Under the proposed reconfiguration, all vehicular traffic exiting the Standard Hotel would
need to turn around at a proposed striped cul-de-sac and travel eastbound along Island Avenue to
the intersection at Island Avenue East/Venetian Way in order to access the Venetian
Causeway. During the meeting, residents and City staff provided feedback on the County's
preliminary concept.
On March 15, 2023, County Commissioner Micky Steinberg coordinated a follow-up meeting with
DTPW staff and Transportation and Mobility Department staff. During the meeting, DTPW staff
shared an alternative design concept to reconfigure the intersection which it believes would be more
beneficial. Attachment C depicts the two (2) alternatives developed by DTPW.
On June 21, 2023, Transportation and Mobility Department staff reviewed the two alternatives
developed by DTPW staff with representatives of the Belle Isle Residents Association (` BIRA"). At
this time, based on internal City staff coordination and input from BIRA representatives, the
Administration is recommending Alternative 2 as the more preferable configuration option.
Nevertheless, City and DTPW staff will coordinate a joint meeting with Belle Isle residents, ,
stakeholders, and directly affected property owners in the coming weeks to obtain additional input on
the two (2) proposed alternatives prior to finalizing the selection of a recommended alternative. In
addition, DTPW is currently in the process of identifying funds for the design and construction of the
proposed improvements.
During the July 12, 2023 PSNQLC meeting, the Committee discussed this item and passed a motion
reaffirming the City's request to DTPW to identify a funding source for the implementation of the
proposed improvements, and to manage the design and construction phases of the project.
PSNQLC recommended in favor of moving the item to the City Commission for consideration of its
motion.

CONCLUSION
This Resolution is being presented to the City Commission for acceptance of the recommendation of
PSNQLC's motion, at its July 12, 2023 meeting, urging DTPW 1) to identify funding for the design
and construction of the proposed improvements to the intersection of Century Lane/Venetian
Way/Island Avenue West; and 2) to manage the design and construction phases of the project.
While the City Adrrinistration recommends Alternative 2 as the preferred configuration option. City
staff will coordinate with DTPW to conduct a joint meeting with Belle Isle residents, stakeholders,
and directly affected property owners in the coming weeks to obtain additional input on the two (2)

ACTION.
WHEREAS, on September 21, 2022, the Belle Isle Residents Association adopted a
resolution requesting that the City work with Miami-Dade County (the "County") to address a
problematic County right-of-way and traffic signal on Venetian Way, at the intersection of Century
Lane and Island Avenue; and
WHEREAS, currently, there are frequent vehicle traffic backups along Venetian Way from
the East Bascule Bridge into Sunset Harbour and South Beach; and
WHEREAS, in addition to the frequent delays and backups caused by the East Bascule
Bridge opening, there is a problematic traffic signal and right-of-way configuration on Venetian
Way, at the intersection of Century Lane and Island Avenue, adding to the buildup of traffic not
only on the Venetian Way but also entering and exiting the west end of Island Avenue; and
WHEREAS, the current configuration involves four separate lights at one intersection and
an awkward right-of-way design, causing confusion for motorists, especially the many visitors to
the Standard Hotel who are not accustomed to the intersection; and
WHEREAS, vehicles often use the incorrect incoming/outgoing lanes of the intersection
to and from Venetian Way to island Avenue, presenting a potential safety hazard for motorists;
and
WHEREAS, in addition, the "long" left turn from Island Ave/Century Lane to eastbound
Venetian Way causes confusion for many drivers when they see the separate traffic light on
Venetian Way, which is intended for Venetian Way traffic and not Island Ave/Century Lane traffic,
resulting in left-turning vehicles often stopping in the middle of the intersection under the mistaken
belief that it is the traffic light designated for their lane; and
WHEREAS, such confusion often creates potentially unsafe conditions for motorists and
pedestrians, with drivers deviating from the intended path, unknowingly running through red lights,
or creating roadblocks and delays for other vehicles; and

WHEREAS, re-configuring the Venetian Way intersection will not only solve the safety
issues caused by the current intersection configuration, but also improve traffic flow on the
Venetian Way and reduce the backup traffic for residents trying to reach their homes on Belle
Isle, traffic which will only be exacerbated once the two large residential projects at 31 Venetian
Way are completed; and
WHEREAS, further adding to the confusion is a large grassy area/island (the "Island") in
front of the Standard Hotel containing an overhead streetlight and two (2)traffic signs, with vehicle
traffic passing on both sides; and
WHEREAS, the Island can be eliminated or easily be reduced in size, creating additional
space for traffic engineers to devise a potential reconfiguration and better alignment with the street
on the west side of the Island and sidewalk in front of the "Vistas" property at 1 Century Lane, all
in an effort to improve traffic flow; and
WHEREAS, for the following reasons, the Mayor and City Commission respectfully urge
Miami-Dade County to prioritize this important traffic safety issue and identify funding for a re-
configuration of the intersection, and further direct the City's Transportation and Mobility
Department to work with the County to identify potential solutions for the County's consideration,
in an effort to collaboratively address the traffic safety and traffic flow issues caused by the
County's existing configuration; and
WHEREAS, the Mayor and City Commission also desire for this matter to be referred to
the Public Safety and Neighborhood Quality of Life Committee, for a progress update on
discussions with the County, as well as any issues related thereto which may require City
Commission input or action.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge
Miami-Dade County ('County") to evaluate the County's current configuration of the right-of-way
and traffic signals on Venetian Way, at the intersection of Century Lane and Island Avenue on
Belle Isle, and to identify funding to accomplish the re-configuration of the right-of-way and traffic
intersection as expeditiously as possible, and thereby improve traffic safety and traffic flow at this
intersection; further, direct the City's Transportation and Mobility Department to work with Miami-
Dade County on potential options for the re-configuration of the intersection; and further, refer this
item to the Public Safety and Neighborhood Quality of Life Committee for an update on
discussions with Miami-Dade County, and any issues related thereto which may require City
Commission action. //_�
