A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE CITY MANAGER AND WAIVING, BY
5/7THS VOTE,THE FORMAL COMPETITIVE BIDDING REQUIREMENT,
AS PERMITTED IN SECTION 2-367 OF THE CITY CODE, FINDING SUCH
WAIVER TO BE IN THE CITY'S BEST INTEREST, AND AUTHORIZING •
THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH STRYKER
SALES CORPORATION, THE SOLE PROVIDER OF LIFEPAK®
PRODUCTS, FOR EXTENDED MAINTENANCE SERVICE AGREEMENT
FOR THE CITY'S EXISTING STRYKER PRODUCTS FOR A TERM OF
THREE (3) YEARS, IN THE TOTAL AMOUNT OF $130,756.70; AND
FURTHER AUTHORIZING THE CITY MANAGER TO PURCHASE
ADDITIONAL PRODUCTS AND SERVICES, AS NEEDED DURING THE
TERM, IN AN AMOUNT NOT-TO-EXCEED THE ANNUAL AMOUNT
BUDGETED THROUGH THE CITY'S BUDGETING PROCESS.
WHEREAS,the City of Miami Beach Fire Department provides lifesaving treatment
of patients utilizing Defibrillators/Monitors, automated external defibrillators (AED),
Mechanical Chest Compression Device(LUCAS)and the related equipment,which provide
lifesaving intervention and patient care to the citizens and visitors of the City, by
maintaining units due to age; and
WHEREAS, it is necessary to maintain a system that is compatible with other City
life saving devices such as LIFEPAK® system and Ocean Rescue Division Automatic
External Defibrillators (AED's) and the related equipment, to ensure consistency,
compatibility and efficiency of installation, coordination, and maintenance, including
uniformity of repairs and replacement parts; and
WHEREAS, the City's Fire Department has been using LIFEPAK®system cardiac
monitors for over twenty-five years and currently has twenty-three (23) LIFEPAK®units in
need of annual maintenance from three to ten years old and eight (8) LUCAS chest
compression devices in need of annual maintenance from two to three years old; and
WHEREAS, Stryker is the sole provider of LIFEPAK® defibrillator/monitor and
LUCAS related products, including accessories (batteries and electrodes), certain
proprietary tools used for the required services, maintenance, and battery support systems;
and
WHEREAS, Stryker has provided a three-year quote, in the amount of$130,756.70
($43,585.57 per year), which includes an additional 15% discount, for the service and
maintenance of the City's existing defibrillator, chest compression devices and other related
products; and
WHEREAS,the City staff has determined the price to be fair and reasonable and the
City's Fire Department has been very satisfied with the service provided by Stryker for its
existing units; and
WHEREAS, the City Manager recommends executing the proposed agreements
with Stryker in order to maintain the current standard LIFEPAK® products used by the
City's Fire Department Advanced Life Support Response Units; and
WHEREAS,the City may need to purchase additional products and services during
this three-year period and the City Manager requests authority to make such necessary
purchases, as needed, subject to funding availability; and
WHEREAS, based upon the foregoing, the City Manager recommends that the
Mayor and City Commission waive, by a 5/7ths vote, the formal competitive bidding
requirement, as permitted under Section 2-367(e) of the City Code, finding it to be in the
best interest of the City
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager and waive, by 5/7ths
vote,the formal competitive bidding requirement, as permitted in Section 2-367 of the City
Code, finding such waiver to be in the City's best interest, and authorize the City Manager
to execute an agreement with Stryker Sales Corporation, the sole provider of LIFEPAK®
and LUCAS products, for an extended maintenance service agreement for the City's
existing Stryker products for a term of three (3)years, in the total amount of$130,756.70;
and, further authorize the City Manager to purchase additional products and services, as
needed during the term, in an amount not-to-exceed the annual amount budgeted through
the City's budgeting process.

RECOMMENDATION
Based upon the foregoing, the City Manager recommends that the Mayor and City Commission
waive, by a 5/7ths vote, the formal competitive bidding requirement, as permitted under Section 2-
367(e) of the City Code, as being in the best interest of the City. The Administration recommends
approving the LifePak cardiac monitor/ defibrillator and LUCAS chest compression devices service
and maintenance agreement from Stryker Corporation, as the City Standard, and approve the
agreement with Stryker for a three (3) year service/maintenance agreement for the City's existing
agreement is attached hereto.
BACKGROUND/HISTORY
LIFEPAK monitor/defibrillator are portable devices used by emergency medical personnel that
monitor heart rhythm and, if needed, delivers an electric shock to the heart, in an attempt to restore
normal rhythm in cases such as sudden cardiac arrest. LUCAS chest compression devices are used
. by the same medical personnel to deliver high quality, guideline-consistent chest compressions to the
same patients providing the best possible outcomes. The Fire Department has used, as its standard,
STRYKER LIFEPAK and LUCAS equipment exclusively for over twenty-eight years and
standardization in this one system is necessary for consistency in training for all personnel
department wide.
Stryker Sales Corporation, is the only source from which to obtain the LIFEPAK® defibrillator/

monitor and LUCAS chest compression devices and family of products, including specific,
accessories (including batteries and electrodes), repair parts & upgrades, remanufactured devices,
and services in Florida. Stryker does not utilize the services of any authorized dealers or distributors
in the sale of its products in this market. Stryker has exclusive use of certain proprietary tools used to
service the LifePak defibrillator and monitor required for maintenance.
ANALYSIS
The Fire Department desires to continue to utilize the LifePak Cardiac Monitor / Defibrillator and
LUCAS chest compression devices from the Stryker Corporation, as the City Standard for
defibrillators and chest compression devices due to more than a 28-year history of use with the
equipment where dependability, ergonomics, and low maintenance costs have come to be expected.
The 23 LifePaks and 8 LUCAS devices currently in service will be maintained to manufacture's
recommendations with this 3-year maintenance agreement.
Stryker Sales Corporation (Stryker), has provided a quote for the maintaince of all (23) LIFEPAK
monitors and (8) LUCAS automated chest compression devices and related accessories, including
replacement batteries at a cost of $130,756.70 for three (3) years of unlimited service and
maintenance in the amount of$43,585.57 per year.
Stryker's quote for the unlimited service and maintenance of LifePaks and LUCAS devices includes
a savings of 15%-off for the 3-year service plan, a total reduction, and savings of$23,074.71 through
the life of the plan.
