Resolution 2023-32688 RESOLUTION NO. 2023-32688 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, MADE AT ITS JUNE 21, 2023 MEETING,AND APPROVING THE ESTABLISHMENT OF A MEMORIAL PLAQUE, LOCATED WITHIN HISTORIC CITY HALL, IN MEMORY OF HARVEY RUVIN; SETTING A PUBLIC HEARING ON SEPTEMBER 13, 2023, PURSUANT TO SECTION 82-504 OF THE CITY CODE, TO CONSIDER WHETHER TO APPROVE THE PROPOSED MEMORIAL BY A 5/7TH VOTE; AND DIRECTING THE CITY CLERK TO PROVIDE PUBLIC NOTICE OF THE HEARING CONSISTENT WITH THE REQUIREMENTS OF SECTION 82-504 (A)(6). WHEREAS, Harvey Ruvin was a resident of the City of Miami Beach and the longest-serving elected official in Miami Dade County, covering a span of nearly 55 years; and WHEREAS, Mr. Ruvin was first elected to public office in 1968, serving as Mayor of the City of North Bay Village, was later elected in 1972 as Commissioner to the County, where he served for twenty years, and in 1992, Mr. Ruvin was elected to the Office of the Miami-Dade County Clerk of Courts, where he was re-elected five times and held office for almost thirty years; and WHEREAS, Mr. Ruvin was a staunch defender of Miami-Dade's environment and life-long advocate of environmental issues, and during his tenure as Commissioner, he spearheaded the beach renourishment project; and WHEREAS, Mr. Ruvin was also affiliated with variety of organizations throughout his distinguished career, where he served as Chairman of the South Florida Regional Planning Council, President of the National Association of Counties,Vice-President of the International Council of Local Environment Initiatives, Chairman of the County's Climate Change Advisory Task Force, as well as its Sea Level Rise Task Force, among others; and WHEREAS, at the February 1, 2023 City Commission meeting, the Mayor and City Commission referred a discussion item regarding naming a public facility in honor of Harvey Ruvin to the Public Safety and Neighborhood Quality of Life Committee (the "Committee"); and WHEREAS, at its June 21, 2023 meeting, the Committee discussed and recommended the installation of a commemorative plaque at the Courthouse lobby within the Historic City Hall, located at 1130 Washington Avenue to commemorate Mr. Harvey Ruvin; and WHEREAS, pursuant to Section 82-504(a) of the City Code, establishing a memorial requires a public hearing, with notice of the public hearing regarding the establishment of the memorial plaque published at least ten days prior to the hearing in a newspaper of general circulation in the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission accept the recommendation of the Public Safety and Neighborhood Quality of Life Committee, made at its June 21, 2023 meeting, and approve the establishment of a memorial plaque, located within Historic City Hall, in memory of Harvey Ruvin; set a public hearing on September 13, 2023, pursuant to Section 82-504 of the City Code, to consider whether to approve the proposed memorial establishment by 5/7ths vote; and direct the City Clerk to provide public notice of the hearing consistent with the requirements of Section 82-504(a)(6). BACKGROUND/HISTORY On February 1, 2023, at the request of Commissioner Alex Fernandez, the Mayor and City Commission approved the referral of item C4 U to the Public Safety and Neighborhood Quality of Life Committee (PSNQLC) to discuss and recommend naming a public facility to commemorate Harvey Ruvin. ANALYSIS Harvey Ruvin was a resident of the City of Miami Beach and the longest-serving elected official in Miami Dade County, covering a span of nearly 55 years. Mr. Ruvin was first elected to public office in 1968, serving as Mayor of the City of North Bay Village. He was later elected in 1972 as Commissioner to the County, where he served for twenty years. Upon review of Commissioner this request, the Administration recommends honoring the life and accomplishments of Harvey Ruvin with a memorial plaque to be installed at the lobby of the courthouse in Historic City Hall, located at 1130 Washington Avenue (the Project). The Project will consist of installation of the commemorative plaque, including design,fabrication, installation, and necessary improvements to the area. On June 21, 2023, the Public Safety and Neighborhood Quality of Life Committee discussed the item and recommended in favor of establishing a memorial plaque in Harvey Ruvin's honor. Pursuant to Section to 82-504 (a)of the City Code,this recommendation is being transmitted to the Mayor and City Commission for consideration and, consistent with the requirements of Section 82-504 (a)(6),setting a public hearing for September 13, 2023.
