A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THENORTH
BEACH COMMUNITY REDEVELOPMENT AGENCY (NBCRA), AUTHORIZING
THE EXECUTIVE DIRECTOR, OR DESIGNEE, TO SELECT, NEGOTIATE,
AWARD, AND REJECT ALL BIDS, CONTRACTS, AGREEMENTS, AND
GRANT APPLICATIONS; RENEW EXISTING CONTRACTS WHICH MAY
EXPIRE; AND TERMINATE EXISTING CONTRACTS, AS NEEDED, FROM
THE LAST NBCRA MEETING ON JULY 26, 2023, UNTIL THE FIRST
REGULARLY SCHEDULED MEETING ON SEPTEMBER 13, 2023, OR
THEREAFTER, SUBJECT TO RATIFICATION BY THE NBCRA BOARD AT
ITS FIRST REGULARLY SCHEDULED MEETING.
WHEREAS, between the last meeting on July 26, 2023, and the first regularly
scheduled meeting on September 13, 2023, or thereafter, the NBCRA will not be in session;
and
WHEREAS, during this period there may be bids or contracts in excess of the $100,000
for goods and services or $300,000 for construction, which may need to be issued, rejected,
awarded, or terminated; and
WHEREAS, fiscal year 2023 is the first year in which the NBCRA has had an operating
budget, and as such, this is the first year during the NBCRA recess period that the Executive
Director is seeking authorization by the NBCRA Board to sign all contracts, agreements, and
grant applications; renew any existing contracts and terminate existing contracts, as needed,
from the last NBCRA meeting on July 26, 2023 until the first regularly scheduled NBCRA
meeting on September 13, 2023, or thereafter, subject to ratification by the NBCRA Board at its
first regularly scheduled meeting; and
WHEREAS, the requested authorization is necessary to ensure that essential services
and projects continue for the period during which the NBCRA is in recess; and
WHEREAS, funds are subject to availability approved through the NBCRA's budgeting
process for specific projects.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRPERSON AND
MEMBERS OF THE NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY, that the
Chairperson and Members of the North Beach Community Redevelopment Agency authorize
the Executive Director, or designee, to select, negotiate, award, and reject all bids, contracts,
agreements, and grant applications; renew existing contracts which may expire; and terminate
existing contracts, as needed, from the last NBCRA meeting on July 26, 2023, until the first
regularly scheduled meeting on September 13, 2023, or thereafter, subject to ratification by the
NBCRA Board at its first regularly scheduled meeting.

RECOMMENDATION
It is recommended that the Chairperson and Members of the North Beach Community
Redevelopment Agency (NBCRA), for the period during which the NBCRA is in recess, allow
the Executive Director, or designee, to select, negotiate, award, and reject all bids, contracts,
agreements, and grant applications; renew existing contracts which may expire; and terminate
existing contracts, as needed to ensure a continuation of essential services, subject to
ratification by the NBCRA Board at its first regularly scheduled meeting on September 13,
2023.
BACKGROUND/HISTORY
Between the last meeting on July 26, 2023, and the first regularly scheduled meeting on
September 13, 2023, the NBCRA will not be in session. During this period there may be bids or
