GMCVB Chairperson Thomas F. Hewitt asked that we send you a copy of
Mayor Penelas' memorandum to the Board of County Commissioners regarding

As you know, Mayor Penelas at our Annual Meeting last fall pledged his
support of taxi reform during this year, We have continued to remind the Mayor
of that promise, We will analyze all proposals and give you a summary and keep
you posted as the process unfolds.
There will be strategic points during this process that your direct
involvement will be needed. We will let you know those dates and times when
they are established.

!t is my view tr.at the need for mear.;naful improvements in taxi service in Miami-Dade County is long
averOL:e.
We proudly proclaim to be a worid-cjass international community that consistently hosts wond class events
and ac~ivitjes such as the Summit of the Americas, Super Bowl, Southcom, International Pow Wow and the
forthcoming Free Trade Area of the Americas (FTAA) headquarters negotiations.
However. our citizens and members~:-o{7-'6dr:"~iisitof:.ijndtJstr;y~;;unll.)ersally complain that taxi service is
deplorable, I challenge each of you~to tall<::with business leaders, hoteliers. restauranteurs, chamber and
~mmunity leaders and you will hear:.~auna~lmous appeal for tletter service. What makes this even more
:;ompelling is the fac: that 94% of the'aJmost:ten million ov.emightannual visitors to Greater Miami come by
air. Aside from rental cars, taxi .service is .their primary means of.-transpor+.ation. We have just succeeded
:n having Miami namea as. the headquarters of- the Fr AA nag'atlations. If we want to become the
;Jermanent secretariat lo~tjon. we should concantrate on "addressing this issue and send a positive signal
to our business community:and our . citizens that we care abourthis long-standing problem. Frankly, in
Jrder to add to our hemispheric significance we must provide' first class taxi service, whic., is now the
.veakest link in our service inol,l,stry.
