SUBJECT: Homeless Point-in-Time Census Results - August 2023 (Update)
This Letter to the Commission is to clarify the information provided on the Miami-Dade
County Homeless Trust's (Homeless Trust) Point-in-Time census conducted on August
24-25, 2023, as noted in L TC# 380-2023, dated August 30, 2023.
A Point-in-Time (PiT) count is a one-day snapshot of homelessness in shelters and on
the streets within a community. The Homeless Trust coordinates PiT counts in January
and August each year throughout the County. A PiT count estimates how many people
are experiencing homelessness in emergency shelters, transitional housing, and
unsheltered locations on the day of the count.
In L TC# 380-2023, it was noted that the City of Miami Beach had experienced a 35%
reduction in homelessness since the latest PiT count, conducted in January 2023, where
the count of unsheltered homeless individuals stood at 235. The Miami-Dade County
Homeless Trust has recommended that, for data analysis, the City should compare these
results to the census conducted approximately one year earlier, in August 2022. The PiT
census for August 2022 was 167, while in August 2023 it was 152, representing a
9% reduction.
Additionally, as referenced in L TC# 380-2023, the Homeless Trust has released the
sheltered count. Attached is the comparison chart the Homeless Trust (Attachment A)
provided.

There was a 4% (n=154) overall increase in homelessness countywide when comparing the 2022 and 2023
PIT counts. The unsheltered count decreased 14% (n=-160), and the sheltered count increased 13% (n=314).
